Our Operations divisions provide transactional customer services for our businesses while also focusing on cost efficiency through process improvements, automation and straight through processing.

Key Responsibilities

The Application Development Manager is responsible for leading a team of analyst and developers, managing the system development, implementation and support of Cards related applications on the mainframe platform with overall accountability.

· Responsible for end-to-end software development and support. This includes pre-project initiation, impact analysis, functional specifications to development, implementation, testing and support.

· Responsible for the understanding and contributing to the technical solution from design through to code level.

· Partner with business stakeholders to understand business requirements and provide consultation on solution and technology.

· Manage or lead a team of Analyst and developers to implement solution that meet business requirements and are in alignment with organization's business objectives.

· Manage the application setup and deployment components.

· Manage development issues and escalations.

· Work with vendor to ensure product deliveries are timely and good quality.

· Manage budget coming from different projects.

· Hands on manager to guide team on functional and technical issues. Have the capability to develop COBOL (or CICS-COBOL) programs according to functional & technical specifications.

· Write program specifications and documentation / flowcharts

· Perform unit and system integration testing

· Support user acceptance testing

· Ensure project documentation is done up in accordance to bank standards

· Upkeep of system to ensure compliant of payment associations’ mandates

Key Requirements:

Technical Skills & Experience

• At least 12 years of experience in application development and maintenance with full software development life cycle experience
• Hands-on experience on cards application domain on a mainframe platform.
• Significant domain knowledge in Cards and Payments.
• Strong delivery and project management experience in implementing large scale, highly available applications for the financial services/banking sector
• Good interpersonal and communication skills
• Proven results-oriented person with a focus on delivery
• Highly effective communicating with technical stakeholders, proficient communicating with non-technical stakeholders
• Good problem solving, analytical, synthesis, system thinking and solutioning skills
• Experience in leading Cards Compliance delivery

Roles & Responsibilities

Oversee the IT operations within the organization, ensuring timely and efficient support to enhance staff satisfaction.

Provide assistance with helpdesk tasks as needed.

Requirements:

Bachelor’s degree in computer science or IT.

At least 5 years of experience in IT service delivery or a related field.

Proficiency in Microsoft products.

Knowledge in Networking, System Administration, cloud-based infrastructure, and Cybersecurity is a plus.

Experience with IT auditing is an advantage.

A team player who can work independently and handle pressure effectively.

As the first-of-its-kind innovation centre in Asia, the Centre seeks to foster partnerships amongst governments, industry, and research institutes to drive development, deployment, and adoption of aviation technologies.

What the role is

The Head of LDC Management Support at the International Centre for Aviation Innovation is responsible for NexGen program management progress tracking, NexGen LDC internal and external stakeholder management, and NexGen LDC's middle and back office management. The role is integral to the NexGen Local Development Centre's mission to build local capability to undertake indigenous co-deployment, co-development, and maintenance of CAAS' NexGen Air Navigation Service System.

What you will be working on:

Program management progress tracking

• Consolidate program status and summarise status as a dashboard for management update
• identify potential challenges in conjunction with the program leads in the areas of schedule, cost, quality, security, safety, and update management with recommendations to enable timely decision making and intervention

Stakeholder management

• Internal - Manage relationship and communications with CAAS NGPO and ATS
• External - Manage relationship and communications with the selected prime and sub-contracted OEMs, and LLEs. Facilitate innovation and knowledge exchange with stakeholders to foster collaboration and drive collective growth.

Middle Office

• Responsible for setting up the physical working space for the LDC in coordination with ICAI Office Manager
• Responsible for the IT infrastructure for the LDC in coordination with LDC Software and Network Infrastructure Lead
• Responsible for the data and knowledge management under the supervision of ICAI Chief Engineer

Back Office

Human capital

• Develop talent strategy - establishment pyramid; talent pipeline development; talent identification and management; policies on promotion, rotation, and retention; and competency development roadmap.
• Manage and mentor a team of professionals, fostering a culture of mission, collaboration, and innovation.
• Coordinate with CAAS to recruit LDC staff.
• Coordinate with CAAS on upgrading and training of LDC staff, and with OEMs for OEM training. Track competencies of LDC staff.
• Coordinate with CAAS Head of Eco-system on the rotation of staff in the local aviation eco-system.

Procurement and Finance

Coordinate with CAAS for LDC related procurement and finance.

Resource management

Serve as the point of focus for managing all LDC resource requirement and coordinate with CAAS and ICAI for new resource requirements.

Office administration

Responsible for all LDC administrative matters in coordination with ICAI Office Manager.

• At least 4 years of relevant experience in SAP Project Management, Business Governance, and Leadership.
• Conducts all project management tasks to ensure schedule, cost, and quality goals are achieved.
• Strong functional knowledge of SAP Logistics or Supply Chain Management processes
• Provide leadership to cross-functional teams responsible for delivering defined project objectives to time, budget and project quality criteria.
• Design and apply appropriate project management standards & project plans for the delivery of SAP projects.
• Foster collaboration and communication across project team and more widely into the SAP Programme to support the successful delivery of the overall programme.
• Lead contingency planning activities and management of critical path activities.
