We are looking for an individual to join us as Procurement and Contract Management Specialist. This person should be familiar with government procurement procedures and contract management. We will be offering as a contract employment.

A brief summary of your job responsibility:

• Plan with other project teams within the Division to ensure timely procurement of contracts for development projects.
• Lead the procurement of contracts for Division’s development projects. Safeguard good governance of procurement processes to ensure compliance with the Government Instruction Manuals (IMs) and GovTech internal financial and procurement rules
• Reviews current workflows, processes, and identifies areas for standardization and improvements.
• Draft, review and refine structure of tenders, contractual terms, and requirement specifications for ICT systems, products and services procurement.
• Advise project teams on government procurement policies and ensure compliance while meeting project needs; provide guidance on specification requirements and queries.
• Assists in audits conducted by both internal and external auditors on contracts/projects.
• Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks
• Apply contract monitoring methods to assess suppliers’ performance, and execute contract management procedures and techniques.
• Manage vendors (in accordance to contractual obligations) to meet stipulated service levels within scope and schedule and perform variation and technology refresh (when necessary).
• Provide regular and timely project status reports to upper management and manage project timelines, stakeholders, and communications.
• Ensure compliance of ICT projects with Quality Management System (QMS) and contractual requirements.
• Provide leadership, direction and guidance to help staff in the team to carry out their duties effectively and efficiently so as to achieve the Team’s targets.
• Perform any other duties as assigned.

To succeed in this role, you will ideally have:

• Be familiar with Government IM on Procurement
• Minimum 5 years of relevant work experience in the ICT Industry and/or Government procurement
• Good knowledge of ICT procurement and contract management practices
• Experience in procurement of Cloud, Software as a Service (SaaS), and/or AGILE projects will be beneficial
• Participated in full software or product development cycles
• Proven experience in IT business analysis
• Experience in Project Management for Monitoring and Tracking
• Ability to communicate effectively across all levels
• Good analytical, organization and planning skills
• Ability to work collaboratively as a team player and independently as a self-motivated individual
• Excellent oral and written communication skills, with the ability to pitch ideas and influence stakeholders
• Good command of the English language, both written and spoken

Job Description

The incumbent will be responsible for supporting the Finance function which includes:

• Handling the full spectrum of the Accounts Payable (AP) and Accounts Receivable (AR) functions
• Ensuring the accurate/timely verification and processing of invoices, claims, and payments to vendors/staff
• Familiarize with the Gym Management System and perform checks using the database
• Generating sales reports (i.e., updating of daily sales figures, sales tracking etc.)
• Processing of refunds to customers
• Liaising with vendors on all Finance matters
• Assisting with the preparation of Finance reports as required by the Management
• Supporting internal/external audit, budgeting, and forecasting exercises
• Performing administrative duties for the department such as database management, filing, and data entry
• Any other work duties as assigned by reporting officer

Job Requirements

• Minimum Diploma/Degree in Accountancy or equivalent
• At least 1 to 2 years of relevant experience
• Strong Microsoft Excel skills
• Candidates with experience with the Xero accounting software will have an advantage
• Good written/spoken communication and interpersonal skills
• Detailed-oriented with strong organizational and administrative skills

Scope:

Learning and Development:

• Conduct learning needs analysis to identify knowledge and skills gaps.
• Source and qualify training providers.
• Plan, develop and implement learning interventions, training programs and e-learning modules.
• Deliver programs aimed at driving service quality initiatives for continuous improvement.
• Evaluate effectiveness of training programs and initiatives.
• Perform administrative duties and maintain accurate training records.

Strategic Workforce Planning:

• Collaborate with business units to forecast manpower requirements in line with corporate strategy and business plans.
• Analyze capacity and competency gaps between workforce demand and supply.
• Conduct workforce analysis to project future needs and develop workforce planning solutions.
• Implement solutions to bridge gaps, monitor progress against milestones, and reevaluate plans based on developments.
• Participate in key strategic workforce planning projects and initiatives to transform the workforce to be future-ready.

Requirements:

· Degree in Business/ Human Resources with prior experience in HR or corporate strategy/ planning will be an added advantage.

· ACTA certification

· Prior Learning & Development experiences , such as classroom facilitation, instructional design, evaluation and assessment

· At least 2 - 3 years working experience in Curriculum Design, Instructional Design, and Content Development is advantageous

· Experience in Workforce Planning preferred.

· Self-motivated team player

· Excellent interpersonal, written communication and presentation skills
