We are seeking an individual with tenured commissioning experience in complex technology facilities for the position of Electrical Cx Engineer (Cx Eng) at Fortis Construction Pte. Ltd. Singapore (Fortis).  The Cx Eng is responsible for implementation, monitoring, deployment and conformance to Fortis’ commissioning program guidelines and supporting processes/procedures throughout the organization.  The candidate will work directly with Fortis senior management, our trade partners, equipment vendors, owner, and third-party CX consultants.

Reporting to the Commissioning Manager on a specific site, the Cx Eng will be accountable for implementing and successfully executing Fortis’ corporate commissioning program.

It is expected that the Cx Eng will be a very detailed individual with extensive experience commissioning large complex projects such as industrial plants, data centers and pharmaceutical plants. The successful Cx Eng must have excellent Emotional Quotient (EQ) skills and be able to relate to and communicate with construction workers, Fortis’ client, the Fortis management team and subcontractors of all tiers. 

Responsibilities Specific to the Role:

• Integrate and work as part of a true “One Team” approach on the project working closely with Fortis co-workers, subcontractors, owner, and 3rd Party QC and Cx teams.
• Review all project documents including design drawings, equipment submittal, specifications, and Quality Control plan, and understand project requirements pertaining to start-up and commissioning.
• The owner has selected BIM 360 Field software to track all QA/QC documentation and deficiency logs for the project. The Cx Eng will attend Fortis training on the software and is expected to become proficient with it and its capabilities.
• Review Project “Equipment Tracking Log” which serves as the Inspection and Test Plan for all major MEP equipment.  Oversee and ensure the required inspections and tests are carried out in accordance with the approved plan.
• Assist in developing the detailed L3 (Start-Up) micro schedule, which includes all inspections, energization, start-up, and testing required to reach “L4 Readiness.”
• Review and verify that subcontractor QA/QC documentation is completed in accordance with project requirements and the QA/QC plan. Ensure all previous documentation is complete on predecessor tasks prior to proceeding to the next phases (i.e., verify all L2 documentation is complete prior to starting L3).
• Perform an in-depth review of subcontractor QC forms to verify accuracy and completion. Identify deficiencies and follow up with subcontractors to resolve them.
• Conduct a detailed review of the owner’s Cx Agent L4 schedule and ensure subcontractor and vendor resources are scheduled to support testing.
• Review Cx Agent’s load bank plan and ensure the electrical contractor has the proper staff and equipment to meet testing requirements.
• Work closely with OFCI vendors to schedule on-site support during construction and commissioning and resolve any issues they are responsible for.
• Review and approve critical start-up procedures such as energization and testing/flushing plans.
• Participate in “Energy Marshall” program which governs management of LOTO, equipment energizations, and operation of mechanical systems.  Ensure electrical and mechanical trade partners follow the proper procedures and maintain safety requirement during inspection, energization, start-up, and equipment testing.
• Work closely with vendors, including attending factory witness tests, scheduling vendor technicians for startup, commissioning, and other project requirements. 
• Participate in commissioning script writing & review process.

Day-to-Day Detail Tasks:

• Attend/Lead daily start-up meetings to coordinate activities between electrical contractor, mechanical contractor, controls contractor, equipment vendors, owner and owner’s representative.
• Attend weekly scheduled meetings with subcontractors to update schedule and ensure critical milestones are met.
• Attend weekly master construction schedule updates with Fortis team to ensure construction activities and milestones are trending to start-up schedule requirements.
• Conduct field surveys and inspections of equipment to ensure L3 schedule is on track.  Identify areas of potential risk and develop mitigation plans with subcontractors.
• Conduct preliminary Set-In-Place and Pre-Energization inspections with trade partners to ensure equipment and systems are ready for 3rd party inspections.
• Participate in Pre-Energization inspections and sign-offs with owner QC agent to ensure systems are complete and ready for start-up.
• Attend weekly electrical, mechanical, and controls QA/QC meetings to review open issues and drive to completion.
• Attend weekly commissioning meetings with owner’s Cx Agent.
• Verify all electrical acceptance testing and setting of OCPD are complete prior to start-up.
• Attend additional MEP coordination meetings as required to support construction and commissioning.
• Periodically visit off-site warehouse for inspections of equipment and witness testing.
• Periodic review of BIM 360 Field issues to ensure any high or critical issues that may impact schedule are being addressed.
• Periodic review of BIM 360 issues assigned to vendors.  Schedule meetings and coordinate with vendors as needed to close out issues.
• Detailed review of BIM 360 issues during L4 testing to assist in driving all open issues to closure prior to L5.

We are seeking an individual with mechanical, electrical, or plumbing technical experience for the position of Mechanical Site Supervisor at Fortis Construction Pte. Ltd. Singapore operations.  The candidate will work directly with the construction managers and the subcontractors throughout the construction phase of the largest multistory data center in Asia (The Project).

Reporting to a construction manager, the candidate will be responsible for coordinating site-related works with the Mechanical Subcontractors to perform their scope of work in the strictest of compliance to the contract documents.  This role is focused on working in the field and will report directly to a Construction Manager. This candidate should understand all aspects of construction in relation to executing work on-site 

It is expected that the candidate will be detail-oriented and have previous experience working as a mechanical, electrical, or plumbing site supervisor on data centre projects and/or other complex technical projects.  There will be a significant amount of “hands-on” work coordinating with contractors in the field while installing all aspects of the project superstructure.  The candidate must have robust Emotional Quotient (EQ) skills and be able to relate to and communicate with the client, the Fortis Construction Pte. Ltd. team, subcontractors of all tiers, vendors and immediately establish trust and confidence in his/her ability.

We are seeking an individual with QA/QC experience in the mechanical trades for the position of QA/QC Engineer for Fortis Construction Pte. Ltd. Singapore operations. The candidate will assist with the QA/QC program throughout the design and construction phase of the largest multistory data center in Asia (The Project).

Reporting to the QA/QC Manager, the candidate will be responsible for assuring the implementation and compliance with the Quality Assurance System and for scope of work related to mechanical items. 

It is expected the candidate will be a very detailed and organized individual with extensive previous experience working as a QA/QC on large, international projects with deep knowledge of mechanical systems. There will be a significant amount of “hands on” work understanding and implementing the VDC QA/QC systems. The candidate must have excellent leadership and Emotional Quotient (EQ) skills and be able to relate to and communicate with the client, the Fortis Construction Pte. Ltd. team, subcontractors of all tiers, vendors and immediately establish trust and confidence in his/her ability.

The candidate will provide guidance to other team members they interact with and manage daily. The candidate will be expected to know the drawings and specifications and dig into the details to resolve issues.

Responsibilities:

• Coordinate with Project Engineers for technical assistance, generating Root Cause Analysis (RCA) for Client-requested quality observations, and project closeout
• Work together with the mechanical contractors to properly document the quality process, tracking and final turnover
• Run the weekly QA/QC Meetings, drive open quality issues to closure, keep meeting minutes and document for future reference together with subcontractors
• Play a proactive role with field inspections, together with the subcontractors and the Client in developing pre-test plans prior to contractual testing and stay ahead of normally scheduled inspections with the authorities having jurisdiction (AHJ). Assist the contractor in resolution of known issues and lessons learned from other sites
• Assist with onsite/remote BIM 360 Field training of new Trade Partners / site personnel (iPad and Desktop) and competency with BIM 360 Field to create issues, capture QA/QC related issues, and create checklists.
• Identify issue and close them prior to punch walk and area substantial turnover date, by working with Client and Trade Partner’s QA/QC team
• Establish a great relationship with the Client, Trade Partner and local AHJ
   

We are seeking an individual with Building Management Systems technical experience for the position of BMS Project Engineer at Fortis Construction Pte. Ltd. Singapore operations.  The candidate will work directly with the BMS Project Manager and the subcontractors throughout the design and construction phase of the largest multistory data center in Asia (The Project).

Reporting to the BMS Project Manager, the candidate will be accountable for ensuring the work required; such as, submittals, RFI’s, coordination drawings, updating documents, etc., are complete, ready, and approved for the Building Management Systems (BMS) Subcontractors to perform their scope of work in the strictest of compliance to the contract documents.  This role is focused on working with the Senior Commissioning Manager and BMS Project Manager who are responsible for the BMS Subcontractor operations and installation for a large complex data center project, having stringent technical requirements.

It is expected the candidate will be a very detailed individual with previous experience working as a MEP Project Engineer on data center projects and or other complex technical projects.  There will be a significant amount of “hands on” work coordinating approved design documents and ensuring installed work in the field comply with such documents.  The candidate must have strong Emotional Quotient (EQ) skills and be able to relate to and communicate with the client, the Fortis Construction Pte. Ltd. team, subcontractors of all tiers, vendors and immediately establish trust and confidence in his/her ability.

Responsibilities:

• In conjunction with the MEP Manager and Preconstruction Managers, develop the complete scope of work for assigned trades and ensure that all scope gaps are assigned appropriately
• Assist in the development and maintenance of the MEP scope delineation matrix
• Actively participate in the preconstruction process and subcontractor budgeting progress
• Understand manpower requirements and subcontractor installation units being used to develop pricing
• In conjunction with the subcontractors, develop a monthly cost spend projection for the duration of the project and update monthly to accuracy rates of +/- 5%. Accuracy judged on a quarterly and monthly timetable
• Develop and maintain a procurement log for each individual equipment, system, and material and ensure that all submittals are prepared by the subcontractor and reviewed by the engineering team to leave enough time for lead time procurement
• Coordinate and prepare RFIs with the subcontractors and manage the engineering team to ensure the issues are properly understood and the response is timely
• Ensure that managed subcontractor's work is coordinated through design, preconstruction, shop-drawing production, field installation, testing, startup, and commissioning 
• Work with subcontractors to develop and maintain internal schedules and ensure that all proper elements are tracked on a weekly basis
• In conjunction with the OFCI, QAQC and Commissioning managers, develop OFCI equipment delivery sequences, installation procedures, QAQC checklists, startup and commissioning procedures
• Actively participate in all 5 levels of commissioning:
  • Level 1 - Attend select Factory Witness Testing
  • Level 2 - Ensure subcontractor development of equipment receipt and installation procedures.
  • Level 3 - Develop with subcontractor flush and fill procedures, coordinate vendor support, track startup progress.
  • Level 4 - Coordinate subcontractor and vendor support
  • Level 5 - Coordinate subcontractor and vendor support
• Manage the design deliverable packages and aid in the process to ensure that they are reviewed on schedule
• Assist in the QAQC of the low voltage systems (BMS, Security & Fire Alarm)
   

• Reviewing construction plans and preparing quantity requirements.
• Liaising with site managers, clients, contractors, and subcontractors.
• Scrutinizing maintenance and material costs, as well as contracts to ensure the best deals.
• Preparing reports, analyses, contracts, budgets, risk assessment, and other documents.

• Generally covering the scope of a Quantity Surveyor from Pre to Post contract Works (e.g. Tendering to final account).
