Your role

Our major Oil & and Gas Downstream Client is looking for Site Quality Coordinators who will be repsonsible for implementing Project Quality Plan in assigned scope of work. You will monitor construction activities and ensure compliance with approved processes and procedures. In addition, you will plan and coordinate inspection activities for discipline inspectors at site and reports to the Site Manager of Quality Surveillance issues, status and metrics. You will implement the Construction Surveillance Program according to the approved Surveillance Plan.

• Promote Quality awareness throughout the Site
• Ensure establishment and proper implementation of adequate control processes within the site inspection activities, as stipulated in the Project Plan and the Project Quality Plan
• Schedules and coordinates inspection activities on site

• Supervise Discipline Inspectors and Quality Specialists including correlation / review of their daily reports

You are what we are looking for if you:

• Have minimum 20 years of experience in quality assurance/control in mechanical, structural, piping, and welding in field construction and completions activities

Quality Assurance:

• Develop and implement quality assurance and control procedures for meat production.
• Monitor and evaluate the quality of raw materials, production processes, and finished products.
• Investigate and resolve quality issues promptly to maintain product integrity.

HACCP Implementation:

• Oversee the Hazard Analysis and Critical Control Points (HACCP) program.
• Establish and maintain HACCP plans, conduct hazard assessments, and update as necessary.
• Train and educate staff on HACCP principles and procedures.

Supplier Management:

• Evaluate and manage relationships with meat suppliers to ensure the quality and safety of incoming raw materials.
• Implement supplier audit programs and maintain supplier quality standards.

Team Leadership:

• Build and lead a dedicated QA team, providing guidance, training, and mentoring.
• Ensure team members understand their roles and responsibilities in maintaining quality and safety standards.

Continuous Improvement:

• Identify areas for process improvement and cost reduction while maintaining or improving product quality.
• Implement corrective and preventive actions to address non-conformities and prevent reoccurrence.

Documentation and Reporting:

• Maintain accurate and comprehensive records of quality control activities.
• Generate reports for senior management, regulatory agencies, and internal audits.

Emergency Response and Crisis Management:

• Develop and execute crisis management plans for food safety emergencies.
• Coordinate with relevant authorities and stakeholders during crisis situations.

Requirements

• Bachelor’s degree in food science, Food Technology, or a related field. A Master's degree is a plus.
• Minimum of 5 years of experience in meat production, with at least 2 years in a managerial or supervisory role.
• In-depth knowledge of SFA regulations and guidelines related to meat processing and production.
• Certified in HACCP and food safety management systems.

• Prepare and Monitor project cost budget, cash-flow for project, track changes in design/construction work, check variations and adjust budget projections accordingly.
• Source and Liaise with Site Personnel, Suppliers, Sub-contractors, Consultants and/or Architects for all project-related matters.
• Responsible for Progress Claims, Variation Orders, Final Accounts and Sub-contractor Progress Claims.
• Work closely with the project team and oversee the Quantity Surveying team in the Analysis, Evaluation and Negotiation of quotations, so as to ensure timely award of sub-contractors and suppliers.
• Ensure timely finalisation of main contracts and sub-contracts.
• Provide Support in any other ad-hoc duties that may be assigned time to time.

Responsibilities:

• To assist the Project Manager on project site work by focusing mainly on the aspects of construction, safety quality management, and project coordination of projects and maintenance works and to ensure smooth work progression and completion within target time and budget.
• Prepare method statements, design plans, and specifications.
• Liaise with the stakeholders (e.g. clients, authorities, consultants) on permits, drawings, and design matters.
• Develop projected milestone and operational plans for different phases of the project which includes scheduling, monitoring and reviewing of the work of others.
• Determine project requirements and estimate resources such as manpower, materials and equipment.
• Ensure that site works are executed accordingly based on approved detailed drawings, interpreted plans, and requirements of relevant authorities.

Requirements:

Job Responsibility

• Assist Project Manager (PM) on planning to ensure that materials, manpower, machineries, Authorities approval and site conditions are ready before the work starts.
• Plan and Schedule work sequences for construction operation together with PM
• Liaise with consultants, client & main / sub-contractors, authorities and coordinate for site activities arrangement
• Supervise work for the contract, perform site inspection and ensure that the work are carried out based on the project specification and construction drawing / final approved drawing from authorities
• Preparation of progress report, Method Statements and technical submissions together with PM
• Preparation of shop drawings and as-built drawings.
• Receive, review, update and issue latest revised drawing to project team.
• Prepare and monitor RFI for technical details.
• Attend daily toolbox meeting if necessary.
• Update Project managers about the progress, plans and challenges.
• Prepare all RA, MOS, SWP drawings for the client to review.
• Prepare supporting documents for progress claims.
• Any ad hoc duties as per assigned by consultants, client and management.
• Cover Duty when Project Manager is on leave.

Job Requirement

• Candidate must possess Minimum Engineering Diploma and/or Bachelor in Civil Engineer recognized by Professional Engineers Board (PEB)
• Experience and knowledge in 2D / 3D AutoCAD, Microsoft Office.
• Min 2 years of relevant working experience.
• Working experience in LTA/PUB Waterpipe Line Project will be an advantage.
• Ability to work under pressure and meet deadlines to support the project teams.

Minimum 10 years previous work experience as a Project Manager, preferably in an RC structural work in the construction field

- At least 3 years experienced in LTA Projects

- Bar Bending schedule (BBS)

- Liaise with the Main Contractor on Project issues (including replying all email correspondences)

- Supervise and lead a team of 100 workers for more to perform on site works

- Able to speak and write in English and Mandarin as he need to communicate with our Chinese, Indian, Bangladeshi and Myanmar workers.

- Able to interact with all levels of staff. Might need to stay at the project dormitory with the group if required.

- Able to adapt and work in irregular working hours, overtime and be on standby as and when required

- Able to work on Sun or Public Holiday
