Job Description & Requirements

• Reporting to the Project Manager, plan and advise management on accident prevention, safe work methods, legal requirements affecting safety and health.
• Deploy Workplace Safety and Health (WSH) programmes.
• Ensure that all safety compliance and processes adhered to by all workers.
• Assist to manage and monitor site operation, workers and subcontractors.
• Able to communicate to all levels and attend to daily site meeting.
• Coordinate implementation of corrective and preventive actions (CAPA)
• Conduct safety committee meetings and safety audits for management reporting.
• Ensure and conduct periodic toolbox meetings.
• Establish quality safety management policies and procedures.
• Ensure Personal Protection Equipment (PPE) is applied within site at all time.
• Responsible for effective site administration which includes site safety and control of materials on site.
• Perform any other duties as assigned by Project Manager / Superior.

Requirements

• At least 5 Year(s) of working experience in building or civil construction industry preferably in HDB
• Self-driven and able to work within tight deadlines and shift work, if required
• A team player who is hands on and meticulous in his work
• Able to start work immediately or within a short notice

• To plan, manage, oversee and be responsible for all aspects of the health, safety and environmental matters for the assigned Project.
• To manage Safey Team to ensure all required duties and responsibilities are discharged professionally and competently.
• To ensure the stipulated number of Personnel are on site throughout the duration of the Contract and ensure its adequacy by monitoring and proposing manpower deployment according to the inspection trend and contractor’s programme
• To prepare and implement the shift duty roster and ensuring compliance with regulations of Ministry of Manpower.
• To attend all the meetings relating to the Project as directed by the SuperintendingOfficer, including attending any safety and environmental meetings,promotions, risk assessments and campaigns.
• Participate actively in site safety management and enforce main contractor's compliance with safety requirements
• To review of main contractor’s proposed method statement in the areas of risk assessment, work plan, standard operating procedures (SOP) and safe working procedure, incident investigation report and to verify that they are properly executed on site.
• Provide regular reports with analysis and assessment conducted on the safety performance of the site.
• Monitor contractor’s safety performance and proactively engage the contractor to improve site safety and contractor's safety management.
• Ensure investigations into all accidents and near-miss incidents ar carried out and to record the findings on the relevant forms.
• To liaise and co-ordinate with public authorities and agencies and otherConsultants employed by Client.
• Any other adc-hoc duties assigned by the management

Minimum 10 years of Workplace Safety and Health (WSH) experience

in the construction industry, preferably 5 years with developer/main

contractor.

Minimum 5 years of WSH experience in deep excavation works.

Minimum 3 years of experience in managing a team of site safety

personnel.

Possess Engineering, Workplace Safety & Health Disciplines, or

related qualifications.

Registered with MOM as a Workplace Safety and Health Officer

(WSHO) and has been practising as WSHO for at least 5 years.

Has obtained certificate in development of a Risk Management

Implementation Plan (bizSAFE Level 2) or equivalent.

Has obtained certificate in DfS appreciation course.

Conversant with all procedures in Workplace Safety & Health Manual.

• Support Senior Management in the development and implementation of business strategies. Facilitate and nurture strong client relationships while proposing partnership models (focused on legal aspects) for strategic collaborations.
• Establish and oversee the Contracts Department, managing all aspects of pre- and post-contract administration and tender processes, including procurement activities.
• Lead the team in cost planning and the preparation of tender submissions.
• Supervise the process of obtaining quotations, conducting negotiations, evaluating bids, making recommendations, and finalizing contracts.
• Collaborate with stakeholders to draft, review, negotiate, and execute contracts for marine construction projects. Ensure all agreements are accurate, comprehensive, legally compliant, and aligned with organizational objectives, including assessing obligations, payment terms, deliverables, and associated risks.
• Identify potential contractual and project-related risks, devising and implementing effective mitigation strategies.
• Review and validate monthly progress claims.
• Assess payment claims from subcontractors.
• Attend client and project site meetings to discuss costs, variations, and project-related matters. Coordinate with clients and consultants on key issues.
• Work closely with project managers, engineers, and relevant stakeholders to ensure adherence to contract terms and the achievement of project milestones.
• Track project budgets and expenditures, ensuring alignment with contract terms while identifying potential cost-saving opportunities.
• Provide legal advice and support to various teams, including drafting, negotiating, and managing contract documentation.
• Engage with internal and external legal advisors to address and resolve disputes.
• Prepare formal contractual correspondence to clients, consultants, and subcontractors, such as extension of time claims and other key notices.
• Maintain comprehensive records of contract activities and provide regular updates to senior management regarding contract status, risks, and challenges.
• Conduct regular reviews to evaluate contract performance, identify areas for enhancement, and optimize overall value delivery.

Requirements:

• Bachelor’s degree in Construction Management, Engineering, Business Administration, or a related field.
• At least 8 -10 years of experience in contract management in construction industry, including experience with large-scale projects.
• Legal knowledge and experience with contracts are preferred
• Good in presentation and negotiation skills.
