Responsibilities

· Oversee and identify safety, health, and environmental risks for all areas of the Company

· Evaluate practices, procedures, and facilities to assess risk and adherence to legal and regulatory requirements

· Review, develop and implement EHS policies and procedures

· Monitor compliance with legal and other requirements.

· Provide advice and relevant support to the Company in relation to any changes in legal and regulatory requirements, ensuring that any applicable changes are incorporated into relevant policies and procedure and relevant training and/or support is put in place for staff and workers.

· Analyse and report to the EHS Committee in relation to accidents and incidents (including near misses), carrying out investigations where necessary.

· Assist managers in carrying out risk assessments across all areas of the Company including project sites.

· Deliver EHS training internally and advise on and facilitate any identified specialist EHS training.

· Respond to day to day EHS issues as required.

· Carry out site inspections and audits and provide advice and support to managers/staff where corrective actions are required.

· Liaise and coordinate EHS matters with external parties.

· Responsible for recording, collecting and analysing the Company’s EHS data and to manage and monitor the EHS performance.

· Function as a key member of the Site’s WSH / Environmental Committee and shall attend all WSH / Environmental Committee Meetings, environmental inspections and environmental emergency drills.

· Support WSH personnel / ECO with works, manpower, plant, machinery and equipment schedules for his / her advance planning.

· Responsible and accountable for prompt EHS measures inclusive of rectification works as identified and highlighted by EHS personnel in their routine inspection and WSH / Environmental Committee meetings.

· Ensure sub-contractors made prior submissions of their company’s organization chart, project staff and workers’ name list, photocopy of identity card / work permit and safety orientation certificate (SOC), competency certificates, safe work procedures detailing the step-by –step sequence of the work process, safe work practices for use of machinery, equipment and work tool and risk assessment report, relevant authorized examiner’s (A.E) test certificates for machinery, lifting gear, cranes, etc., to the ESH Officer / ECO.

· Registered Workplace Safety & Health Officer with Ministry of Manpower

· Minimum of 5 years experience in the Workplace Safety & Health industry.

· Familiarize with ISO 9001, 14001 and 45001.

1. Assist to identify and correct unsafe conditions and work practices;
2. Provide recommendations for improving safety in the workplace;
3. Ensure that all works are performed according to the approved method statement, risk assessment, and SWP;
4. Maintain all equipment and machinery on site and ensure all required certificates are in place;
5. Conduct and keep record of daily WSHE inspection;
6. Carry out daily joint WSHE inspection together with sub-contractor’s WSH Coordinator/ Supervisor and timely rectify any unsafe acts or conditions;
7. Maintain documentation of the company's safety procedures, accidents and related events;

Overall Purpose

• The Site HSES Manager assists and advises the Site Manager concerning all HSES issues on sites.
• Regularly update status of performance of site HSES management system to the SA team, project team, and company HSES team.
• From the start of site activities until the hand-over of the plant, Site HSES Manager coordinates all site HSES efforts and activities, and represents E&C China towards the customers, partners, subcontractors regarding HSES issues.
• He leads and guides his team of HSES engineers (where and if required).
• His nomination for a particular project shall be in line with local legal requirements.
• Draft the Site HSES Plans for construction and commissioning: Safety, Health, Environment, Security and Welfare Plan. Together with the Site Manager, check and co-validate the subcontractor’s HSES Plan, risk assessment and other required procedures and support documents.
• Participate in elaborate (data input) the Safety Regulation Plan as per local requirement .
• Ensure safety agreement with contractors are signed and compliant.
• Participate in the bidding process of (sub)contractor(s’) selection, interview of (sub)contractor(s’) key persons in terms of HSES, and the coordination of contractor's mobilization at site.
• Lead the HSE Kick off Meeting with each subcontractor, describe all Safety requirements to work on E&C Site , Site Manager will support site HSES manager to implement and follow the related action plan.
• Special construction and safety plans for specific activities, defined by laws and regulations, are prepared by contractors and approved by E&C. e.g. excavation, scaffolding erection.
• Assess all the risks at site for the entire duration of the project and that safety mitigation measures are implemented
• Review all Method statements to be prepared by subcontractors and approve associated Job Hazards Analysis - Ensure the compliance of safety measures with Job Hazards Analysis including communication and implementation.
• Take part in management of coactivities, Ensure the set up the work permit system and use between all concerned parties.
• Implement the method of LMRA system with Construction teams.
• Ensure that prior each shift or main activity, a safety talk is organized (task Instructions) with workers and supervisors by SA engineer.

Qualifications

• Education: University Degree on Bachelor Level in Technical Field.
• Training & Certificate: HSES-related certificate & training courses in HSES field, MOM-WSHO is mandatory.
• Working Experience: 15 years of professional HSES experience in the construction and commissioning of Chemical Industry. Experience at ASU will be preferred.
• Knowledge & Know-how: Ability to communicate with overseas experts.

4. Incident Management:

• Investigate accidents or near-miss incidents to identify root causes and recommend preventive measures.
• Maintain accurate records of incidents, safety training, and risk assessments.

5. Documentation & Reporting:

• Prepare and maintain site safety documentation, including safety reports, inspection checklists, and permits.
• Submit periodic safety performance reports to management.

6. Emergency Preparedness:

• Develop and implement emergency response plans tailored to the construction site.
• Conduct drills and ensure all employees are aware of emergency procedures.
