Reporting to the AVP Finance & Accounting, Asia Pacific, the Associate Director, Finance’s role is one of a strategic business partner to key stakeholders in the organization by providing leadership, supervision and development opportunities to his/her team members. The focus is to lead a team in controllership function across the full spectrum of business lines, in particular, leading and managing the month-end close process, balance sheet management process, cash management, inter-company transactions, Accounts Payable & Accounts Receivables, payroll and projects under a strong internal control environment. Additionally, this role is responsible for managing all statutory/compliance reporting under his/her responsibility area.

CORE WORK ACTIVITIES

Finance and Accounting

• Manage the month-end close process and ensure balance sheet reconciliations are prepared timely and accurately.
• Manage and consolidate cashflow requirements for area of responsibility and coordinate funding requirements with Corporate Treasury and other Controllership teams.
• Ensure inter-company transactions are managed in line with business activities and appropriately supported by relevant inter-company agreements.
• Manage accounts payable and accounts receivable.
• Ensure accounting transactions are within MVW’s internal controls and compliance framework.
• Effectively manage all internal audits, statutory audits, tax filings and other compliance matters for assigned entities.
• Ensure clear reconciliation and documentation between management accounts (US GAAP) and local statutory accounts.
• In conjunction with Corporate Treasury, drive the set-up of new bank accounts and facilitate the implementation of credit card solutions in the region.
• Key position in region to drive Treasury-related projects for the region e.g. zero-balance account, cash pooling, cash maximization, etc.
• Responsible for payroll function in the region including corporate and payroll tax queries and reporting.
• Responsible for W&B forecast/budget/LRP.
• Support AVPF&A in leading and driving any finance-related projects implementation in Asia Pacific region including working with external service providers through implementation
• Constantly seek process improvements and drive through changes.
• Provide appropriate support and backup to other Controllership teams as the business requires.

Additional Responsibilities

• Support Development and Architecture & Construction (A&C) teams for developmental projects, including ensuring timely settlement of progress billings and project payments.
• Support new product launch and accounting/tax set-up for AP New Product Forms
• Understand and be proficient in new business structures (e.g. AP New Product Form, Thailand transactions, IAPs, etc.) necessary to carry out the team’s accountabilities effectively.
• Ensure accurate recording and tracking of project related costs and support business decisions through analysis of project costs and information.
• Business partnership with internal and external clients.
• It is foreseeable that this role could take on more duties as the company grows, in financial analysis or general accounting.
• Any other duties assigned from time to time.

Associate Development and Performance Management

• Lead and develop a team of Finance and Payroll professionals, providing coaching and guidance to achieve business objectives.
• Clearly state expectations and provide necessary guidance and resources when assigning responsibilities.
• Work with associates to identify barriers to success and develop action plans to overcome them; introduce new ideas and concepts to associates to stimulate positive performance.
• Recognize and celebrate team successes.
• Maintain effective associate communication channels; adopt an open-door policy to acknowledge associate problems or concerns in a timely manner.
• Share knowledge, innovations and best practices with associates.

CANDIDATE PROFILE

Key experience, skills and attributes for this role:

• Degree in Accountancy, CPA preferred.
• Minimum 10 years of relevant working experience, preferably with 3 years’ audit experience in a Big 4.

• JOB SUMMARY
• The Operational, Technology and Cyber Risk (OTCR) organisation is instrumental in protecting and ensuring the resilience of Standard Chartered Bank’s operations, data, and IT systems by managing operational, technology and cyber risk across the enterprise. As a critical function reporting into the Group Chief Risk Officer (CRO), the Group OTCR team serves as the second line of defence for assuring that controls are implemented effectively, in accordance with the OTCR Framework, and for instilling a risk culture within the Bank.
• The Senior Manager, OTCR, Change Governance SME is a is an important role that requires solid business acumen and a detailed knowledge of key regulations, industry trends, and the ability to collate, analyse and opine on disparate information to support efforts to manage the Change Governance risks, within risk appetite.
• The successful candidate will have skills and experience in Change Governance risk and be able to respond in a flexible and collaborative manner to evolving business demands, regulations and threats.
• This individual must engage with stakeholders across the three lines of defence, providing subject matter expertise, advice and deliver services and/or activities specific to Change Governance risks. This includes advising on effective risk management practices, governance and oversight; and providing applied knowledge to help support the development of approaches, frameworks and policies, including guidance and training to staff.
• The successful candidate will deliver value by providing specialised knowledge, clear direction, and recommendations on how to effectively manage risk. This includes supporting other locations to help make balanced and informed risk decisions. This makes it critical to have constructive stakeholder engagement, liaison, and negotiation experience, along with strong communication skills, and an ability to contribute and communicate a compelling, yet simplistic vision, for others to follow.
• ​​​​​​​The successful candidate will need to have proven experience in developing and maintaining policies and be well versed with risk and controls in the respective risk areas. The candidate is also expected to be familiar with the mechanics of implementing policies, risk and control concepts, and interdependencies with other OTCR teams with respect to policies. They will also ensure alignment to ERMF and non-OTCR policies of the Bank, avoiding overlap or duplication, and considering the practical application of the policy.

RESPONSIBILITIES

The role holder is responsible for the following activities for the SME area:

• Policy / regulatory interpretation, application, and implementation – including inputs to the Policy team on changes and updates that may be needed.
• Provision of information and guidance relating to risk management processes and frameworks
• Appropriate appetite setting, identification and assessment of risk and input into control design
• Support on investigations and reviews to ensure the right outcomes are reached.
• Regulatory horizon scanning, interpretation, application, and advise on implementation.
• Identification of emerging and horizon risks in area of expertise
• Training and support in communicating complex technical concepts to internal and external stakeholders.
• Design, craft and consultation of owned policies/ standards for roll out.
• Training to end users on policy requirements.
• Conduct Policy Effectiveness Reviews as communicated from time to time by Enterprise Risk Management Framework and any agreed Deep dives/ thematic reviews.
• Ensure Policies are aligned to meet the relevant regulatory requirements.

• Analysis of internal and external trends to identify and share early risk indicators with the SPOC teams.

Our Ideal Candidate

• The role holder will have significant experience in OTCR management within the Banking industry, including relevant regulation and industry trends. In particular, the role holder will demonstrate:
• A rigorous and analytical approach to risk management
• Experience of business partnering, including the ability to synthesise and articulate complex and technical topics clearly to diverse audiences.
