We are seeking an experienced Regional Financial Controller to join our Finance Regional Office based in Singapore. You will be responsible for all finance, system, treasury and taxation-related matters for our region agencies (Oceania and SEA). You will bring best practice to all region agencies and improve their performance by implementing work improvement projects that are geared towards quality, compliance and efficiency in finance.
Key Responsibilities:
Finance Management:
- Ensure compliance to corporate policies and procedures and uniform accouting policies are adopted across all offices under the Region office
- Ensure statutory audits are conducted within stipulated time frame and filed on time
- Ensure bank reconciliations are performed and resolved monthly
- Accurate and timely financial reporting – ensure book closure processes of all entities
Treasury Management:
- Monitor projected and actual cash flow of agencies on monthly basis
- Negotiate with banks for the best competitive FX rates
- Ensure effective working capital management through monitoring of AR and AP aging and evidence of internal review and actions taken
Tax Management:
- Ensure tax planning policy set by HQ is adhered to
- Conduct tax audits and work with HQ on tax projects
- Ensure compliance to tax regulations in the jurisdiction
Risk Assessment:
- Identify and collate potential risks in all countries periodically after discussion with different stakeholders
- Develop risk mitigation strategy and establish effective internal control to support overall objective
System Controls
- Strengthen the regional finance system to avoid leakage/oversight/potential for fraud
- Develop SOPs for different funcitons to ensure leakages are kept at the minimum
- Implement uniform accounting policies based on company policies where they exist and develop where they are required
ERP Support
- Lead the development of new system implementation
- Provide a single point of contact to work and resolve all issues related to GFS implementation and ongoing support
Regional Office Finance
- Weekly recon of petty cash to cash imprest and to supervise regional office audit
- Construct Regional office admin budgets and to run regional office cost controls
Agency Matters
- Ensure smooth finance operations such as timely and accurate submission of agency statement of accounts (ASA), review of ASA balance reconciliation etc
- Monitor and control Agents in meeting key financial KPIs (ASA Balance, AR, AP, Bank)
- Provide guidance and training to Agents Finance on use LMS/GFS and other PIL systems
MUST HAVE:
- Bachelor Degree in Accountancy, Finance or any related discipline
- Minimum 8 years of experience in Finance, with wide exposure across finance systems, treasury and taxation-related matters
- Preferably having shipping industry experience
- Good communication and stakeholder management skills
