Responsibilities

• Develop and review strategic plans, proposals and policies to enhance and future-proof the Silver Generation Division (SGD)’s capabilities to support our seniors in the community
• Engaging stakeholders and partners from Ministries, Agencies, Corporate, Social Service Agencies and Grassroots to explore opportunities for collaboration and co-develop initiatives to benefit our seniors
• Develop and oversee the division’s annual work plans and Key Performance Indicators (KPIs)
• Plan for resources such as budget and manpower to support the capability building, projects and operations
• Perform data analytics on outreach data and generate insights to guide operational planning and development of new engagement strategies.
• Prepare proposals/presentations and communicate to senior management and stakeholders
• Support the development of communication plans in alignment to the strategic directions
• Coordinate and monitor the operationalisation of workplan items, and reporting of SGD’s KPIs and submissions from sub-units

Job Responsibilities:

• Lead and manage systems & data to support seniors' outreach and volunteers' operations, as well as to instill governance knowledge for all staff and upskill staff’s digitalisation skills.
• Collaborate with stakeholders to improve the work processes and operational efficiency.
• Work closely with stakeholders and IT vendors on business requirements to prioritise and plan system enhancements to support operations.
• Plan and strategise the digitalisation of training roadmap of staff in phases.
• Ensure governance control measures are in place for operational process and system enhancements.
• Review and ensure system documentation are in place [such as functional specifications, user acceptance testing (UAT)] and systems are built correctly to fulfil business needs.
• Implement change management activities to all staff on the enhanced processes and systems.
• Lead the Quarterly Systems Champs Meeting and facilitate System Champs briefings on the new system functionalities and to obtain ground inputs for future system enhancements.
• Key contact for data-related matters and to work closely with Data Protection Secretariat to clarify and finalise data requests prior to approval of request(s).
• Develop and establish internal processes in compliance with regulatory, security and data protection guidelines.

Job Requirements:

• Degree in any discipline with minimum 14 years of relevant experience with significant exposure to business process improvement and IT system enhancement work.
• Possess strong organisational skills including attention to detail and multi-tasking skills.
• Good project management skills to manage multiple projects concurrently and independently.
• Able to demonstrate understanding of lean management or design thinking and translate streamlined processes into user-friendly system requirements.
• Able to demonstrate good interpersonal skills in handling diverse situations and managing individual differences.
• Strong analytical, critical thinking and problem solving skills with the ability to adapt to complex and fast paced changes.
