JOB SUMMARY

The Strategy & PMO Director is responsible for driving the organization's strategic direction and ensuring the effective execution of strategic initiatives through the establishment and management of a robust project management. This role combines strategic thinking, leadership, and project management expertise to align the organization's resources and activities with its long-term goals.

RESPONSIBILITIES

Strategy Planning

• Lead the development and refinement of the organization's strategic plan in collaboration with senior leadership.
• Conduct in-depth market research and competitive analysis to identify strategic opportunities and threats
• Translate strategic goals into actionable projects and initiatives and monitor their progress.
• Develop and maintain the organization's strategic plan, working closely with senior leadership to align strategies with business goals.
• Lead and facilitate strategic planning workshops and sessions to gather input and drive consensus among stakeholders.
• Analyze market trends, competitive landscape, and internal capabilities to identify strategic opportunities and threats.

Corporate Planning

• Support CEO and unite all leadership members to formulate annual business plan, in terms of co commercial objectives and business resolution.
• Lead the MFP process and provide data based OTB guidance.
• Set up business tracking system and period review mechanism to ensure the planned objectives to be well fulfilled

Project Management

• Establish and manage the PMO framework, including project governance, methodology, and standards.
• Facilitate effective communication and collaboration among project teams, departments, and executive leadership.
• Provide project management support and guidance to cross-functional teams to ensure projects are delivered on time, within budget, and meet quality standards.
• Conduct post-project reviews to capture lessons learned and drive continuous improvement in project management processes.
• Typical project topics include, but not limited to, business strategy, retail strategy, operation optimization, change management, business transition and expension etc.

Stakeholder Management and Communication

• Engage and collaborate with senior leaders, department heads, and cross-functional teams to ensure alignment on strategic priorities and project deliverables.
• Communicate the status and results of strategic initiatives and projects to stakeholders at all levels of the organization.
• Manage expectations and resolve conflicts to ensure successful project execution and strategic implementation.

What the role is

You will be part of a team that is responsible for upholding proper procurement governance in NEA. You will facilitate procurement activities by departments while ensuring that government and NEA procurement policies and guidelines are applied accordingly and standards of integrity and transparency are upheld throughout the procurement value-chain.

What you will be working on

You will support the procurement functions in NEA by carrying out the following activities:

• Pro-actively engage users to identify aggregations or other procurement levers
• Develop category strategies through spend analysis and drive strategic sourcing with users to address their procurement needs
• Provide procurement advices to users on all stages of procurement cycle
• Review tender/quotation documents to ensure that they are drafted in compliance to Instruction Manual (IM) (Procurement), NEA’s procurement policy and guidelines and optimise the spending for NEA
• Review tender/quotation evaluations to ensure value for money, fairness and transparency and compliance with IM (Procurement) and NEA procurement policy and guidelines
• Review post-award contract documents to ensure proper contract management and governance
• Improve outreach and facilitate dialogue among procurement community and users in NEA
• Improve the procurement processes, systems and governance framework in NEA to optimise the procurement expenditure and operational efficiency

Job Requirements:

• At least 6 - 8 years of experience in government procurement. Experience in construction procurement and revenue contracting will be an added advantage.
• Good applied knowledge of IM (Procurement), IM (Revenue), Gebiz and Gebiz Management Console (GMC)
• Possess an inquisitive mind on how to derive more value from each purchase
• Good analytical, interpersonal, writing and presentation skills
• Performance driven, result oriented with an attention to details and accuracy
• Have a passion for procurement work and able to adapt to changes and work well under tight deadlines
• Able to work well as team player and as an individual
• Proficiency in IT skills (eg. MS Word, Excel, PowerPoint, etc)

· Review and transform the current talent management policies and programmes towards a Tech Management organisation.

o Maintain the talent management database and monitor for talents who are due for postings
