Assist Construction Manager in daily works

Assist Construction Manager in managing and control of subcontractor activities in all aspects to successfully meet the project specifications and schedules in accordance with the performance requirements and project objectives

Review subcontractor submissions

Lead the discussion and meeting with subcontractors

Overseeing and controlling of subcontractor construction/fabrication at yards (if applicable), off site, and on site

Organize subcontractor for site inspection of the construction activities with Client

Construction coordination between sub-contractors and partners

Develop the construction schedule, and prepare the monthly and weekly schedule, and monitor the implementation of these schedules

To facilitate planner to exercise his/her planning/ scheduling works

Take part in site construction coordination meeting and resolve issues

Job Requirements

Degree/ Diploma in Chemical or Mechanical Engineering or equivalent

Minimum 5 years of relevant working experience in design, construction or operations

Familiar with process engineering, mechanical system and their standards in related discipline

Related working experience in thermal power plant, process industries and mechanical handling equipment

Conduct primary technical reviews of the contractors work and ensure approvals are obtained where relevant

Participate in engineering design through all phases of the process

Preparation or supervision of drawings for plant general arrangements, power single line diagrams, cable block diagrams, instrumentation loop diagrams, P&IDs, control system architecture drawings, and cable, instrument and I/O schedules at detailed design level.

Some electrical design will also be required for integration and system development of electro-mechanical systems

Assist in design and documentation of vehicle electrical architecture

Develop Project Timelines in support of Program milestones

Resolve Test Issues and Document Through the use of the PDCA Process

Test and certification report generation

Provides electrical engineering and project management expertise in support of projects, to ensure stated quality, operational, safety, schedule and budget objectives are met

Maintain documentation for all electrical components used

Design Circuit Card Assemblies (CCA) using Altium Designer for Schematic, and layout

Power distribution, essential power systems including generators and UPS, Substations, transformers, metering, primary and secondary switchgear, motor control and motor control centers Life Safety including Fire Alarm system design

Prepare reports, proposals, and tender/bid submissions, budgets, project plans and other supporting documentation as required

Develop standards related to our electrical engineering practice, ensuring best practices for project delivery, and when applicable sustainable building constructions

Lighting, Lighting Control systems.

Manage internal and external stakeholders - Support and run the commercial and contractual side of projects

Evaluates and test components

Ensures design, fabrication, maintenance and repair methods/processes are developed executed in a manner, which supports all quality standards

Develops, designs low voltage (600V) and medium voltage (15kV) and high voltage (115kV) electrical distribution systems for building, industrial and utility facilities

Performs electrical system design for switchgear, switchboards, motor control centers, variable frequency drives, generators, transformers, distribution panels and various raceway systems

Designs underground medium voltage distribution systems and sizes electrical low voltage (600V) and medium voltage (15kV) and high voltage (115kV) equipment

Serves as the Engineer of Record for drawings, specifications and reports prepared under their direction

Performs field investigations, field inspections and witnesses start-up/acceptance testing activities

Works effectively in a collaborative environment with Architects, Mechanical Engineers, Civil Engineers and Structural Engineers on large multi-discipline projects

Coordinates with Mechanical, Fire, Architecture, Structural and Civil disciplines for comprehensive building design or modification.

Provide instruction on electrical drawing and using AutoCAD electrical

Work with PCB Fabrications houses to develop the stack-ups, dieletric materials, routing guidelines, and any Design For Manufacturing (DFM) suggestions

Write AFCEs

Determine project specifications

Compare equipment and select manufacturer

Work with on-shift maintenance personnel to find and fix problems on down equipment

Engineer solution to fix root cause and prevent recurring failures

Create and conduct training, if required, to prevent future downtime

Design equipment upgrades to optimize machine performance

Estimate total project costs and estimate project payback

Responsible for designing, testing, supporting, and troubleshooting components of low-voltage and medium-voltage electrical systems operating up to several megawatts

Develop system-level and/or physics-based models of components and devices in support of new technology development, project engineering, and test & evaluation

Develop and/or improve the test methods and procedures

Write test procedures and technical papers

Responsible for the design, analysis, and testing of advanced power electronic systems for both military and commercial applications

Will lead and direct small technical teams (engineers, designers and technicians) in solving complex problems

Responsible for writing requirements, specifications, and design reports

Act as an expert and advisor in power electronics engineering and electrical engineering area

Advises and directs the activities of assigned programs and/or projects to achieve technical objectives

Responsible for digital and analog design with power electronics emphasis and must be able to do system level design and analysis

Requirement:

Significant experience in the power generation industry strongly desired

Prepare Electrical Engineering deliverables such as calculations, equipment specifications, datasheet

MAJOR RESPONSIBILITIES

Customer Support and OEM Coordination

• Provide direction and leadership to Field Managers, Supervisors, and Customer Support Field Engineers working on customer aircraft.
• Ensure teams are trained and equipped to ensure compliance with OEM procedures and to provide technical assistance to all customers in the region.
• Anticipate and promptly address any problems impacting the operation and maintenance of company systems.
• Ensure systems and staff are in place to help customers troubleshoot and resolve systemic problems occurring on the aircraft and in the lab.
• Work with Senior Leadership to develop and execute aircraft performance goals, technical objectives, and departmental support strategies. To include manpower forecasting and budgeting.
• Oversee and execute engineering support requirements.
• Represent Panasonic at OEM or customer meetings and other conference calls.

Planning & Reporting

• Develop, Implement and oversee aircraft IFEC performance management system for all customers, including IDAir and other third-party customers, as requested
• Provide Executive reporting on IFEC performance management to PAC/Regional leadership on bi-monthly basis and follow up on any executive actions assigned as a result of outlier reporting
• Support the TTR executive management process with Regional Leadership and Engineering Leadership
  

Supervisory

• Develop work instructions that ensure successful execution of department objectives and core functions.
  Set direction, objectives and targets for Field Managers, Supervisors, and Customer Support Field Engineers.
• Monitor team members’ results and implement changes accordingly.
• Support the execution of work instructions and procedures for customer support field engineering.
• Recruit and train new staff to support contractual requirements.
  

Manage Department

• Develop annual business plans, including equipment, manpower and other budgeting requirements.
• Monitor monthly spending of assigned groups and make adjustments as needed to ensure proper financial planning.
• Manage department assets and inventory.
  

EDUCATION/EXPERIENCE REQUIREMENTS

• Bachelors’ degree in Engineering or Computer Science or equivalent.
• 8+ years of field engineering or technical experience.
• 3+ years in a supervisory role.
• 3+ years airline or avionics experience highly preferred.

KNOWLEDGE/SKILL REQUIREMENTS

• Demonstrated proven ability to manage and perform Customer Support Field Engineering support scope of work.
• Knowledge of OEM procedures preferred.
• Knowledge of JARs and FARs preferred.
• Ability to interface with technical field personnel both internally and externally.
• Proven communication (internal/external) skills: Interfaces with PAC mid level and senior level management. Interfaces with OEM (Airbus and Boeing) and customers on a daily basis.

Responsibilities:

• Issues Technical Specifications and Manage Piping related packages for EPCC of FPSO Topside projects
• Translates requirements of project/ classification society/ relevant industrial standard / statutory bodies into Technical Specifications for piping related materials, equipment and services to be procured
• Ensures all procurement arrangement & transactions comply with project's commercial, legal and contractual obligation
• Engages in technical discussions to achieve comparable levels of compliancy for competing suppliers of the same product/system
• Prepares technical bid evaluations to qualify suitable vendors in terms of quality, track record, cost, delivery, responsiveness to meet project's schedule and compliance to all applicable requirements

• Ensures all relevant data is stored accurately in the EMS system
• Manage project owners' requirements, variation orders, comments on engineering documents, construction site issues and etc.
• Prepares and manage piping material take off and requisition order according to project progress/ status
• Verifies technical performance of products and systems; (i.e. inspection of equipment at supplier premises, factory acceptance test and etc.)
• Engages with project stakeholders to periodically review procurement methodologies, devising improvement strategies to minimize variability in the supply chain
• Assists in material / cost estimation and contract specs. review prior to signing the contract with project owner
• Provides technical support for piping related construction / testing/ commissioning issues

Requirements:

• Min. Diploma or Bachelor Degree in Engineering
• At least 2 years of piping engineering related working experience or similar activities as described above.
• Proficient in Microsoft Office products, AutoCAD, Autodesk Naviswork, Aveva PDMS 3D
• Prefer to have experience in Offshore/Shipyard project, Rig building/Ship building
• Experience in FPSO Topside New Builds projects is highly relevant
• Able to communicate & write in English
• Able to understand mandarin is a plus.

Requirements

· Diploma in Mechanical or equivalent Engineering discipline with ECTIB or equivalent certificate.

· Preferably with (3) years of experience in torquing, flange management and torquing equipment.

· Familiar with Piping Standards ASTM, API, ASME, etc and conversant to B16.5/16.20.
