Purpose Of Job

The Finance & Admin Executive/Manager is responsible for carrying out finance and administrative duties and tasks for Fencing Singapore (the “Association”) with experience

Job Description

(1) Financial duties will include, but not limited to, the following

(a) Handling the day-to-day accounting related activities, including bookkeeping and preparation of monthly, quarterly and annual financial statements

(b) Collection of monies for events

(c) Issuance of invoices to relevant parties

(d) Handle all bank-related matters

(e) Handling the annual audit exercise

(f) Maintain a register of capital equipment and non-capital equipment

(g) Conduct stock-take exercise for assets and consumables

(h) Maintain/monitor Sport SG/SSI annual subsidies usage (data tracker) and coordinate with the General Manager accordingly.

(i) Manage the semi-annual/annual budgeting process and related finance coordination work and reporting with the Sport Singapore together with the General Manager

(j) Handle finance-related human resource functions such as payment of salaries and employment benefits and maintenance of leave records for all staff

(2) Administrative duties will include, but not limited to, the following:

(a) Manage general administrative matters such as but not limited to rental of facilities for coaches/training, purchase of supplies, maintenance of office premises, etc application or renewal of employment passes

(b) Assist during local & locally-organised international fencing competitions

(c) Assist in the organization of overseas training trips / competitions planned by the Association

(d) Update and maintain database on athletes

(e) Upkeep and maintain the office / storeroom

(f) Liaise with affiliates / school clubs of the Association on general admin matters through quarterly updates and ad-hoc correspondences on all matters (e.g. rental of equipment, distribution of magazines, etc)

(3) Provide any required information pertaining to finance and administration when requested for by the President, members of the Association’s Executive Committee, and the Sport Singapore in a timely manner

(4) All duties as laid out as per the Fencing Singapore Operations Handbook supplied and adherence to the Fencing Singapore Codes Of Ethics, Disciplinary Procedures & Safety Guidelines

Job Specification

(1) Qualifications

Diploma preferably in Business Administration, Accountancy, or any other finance-related fields

(2) Experience

Min. 5 years of experience in accounting and administration with experience in NSA accounts

(3) Skills & Knowledge

· Able to speak and write in English

· Good communication skills (both written and spoken)

· Financial management skills

· Competence with computer software, especially with accounting systems, Microsoft Word and Microsoft Excel

(4) Personal Qualities

· A dynamic and mature person with a strong passion for sports

· Outgoing, team player

Description:

• To assist the Authority’s appointed consultants and Resident Technical Officer (RTO) in carrying out supervision works on site.
• To keep and maintain site record on progress of works, instructions given to contractors,materials delivered to site, daily activities and weather conditions at site, number of workers and visitors at site and any other significant information.
• To supervise and keep records of day works.
• To attend site / co-ordination meeting as directed.
• To assist in enforcing the safety requirements.
• To comply with Authority’s appointed consultants’ Quality Assurance Procedure for construction works.
• To carry out site supervision and inspection of the works including any off-site manufacturing as instructed by the Authority’s appointed consultants to ensure that the works are constructed to required quality and accuracy.
• To monitor progress of the works on site and at any off-site manufacturing facilities and report delays immediately.
• To provide standing supervision as and when directed by the Authority’s appointed consultants.
• To maintain proper and updated daily records of all works done, including records of tests, inspections, status of works, safety, site diary, materials and equipment on site, labour,dayworks, provisional quantities, etc.
• To check that contractor executes preliminaries items.
• To check services routes and contractor’s setting out and report any deviations to the Authority’s appointed consultant team.
• To verify reports and claims submitted by contractors.
• To record all variations as instructed or approved by Authority’s appointed consultants.
• To attend to Authority’s appointed contractor’s queries and co-ordinate works by Authority’s appointed main contractor and his appointed direct contractors.
• To inspect and take over completed works.
• To supervise and witness testing commissioning of M&E services or systems.
• To provide weekly reports of site activities and problems on-site, including how they were resolved.
• Attend meetings in the Authority and the Authority’s appointed consultants’ offices when necessary to discuss issues arising on-site.
• To familiarize with the drawings, and contract specifications and highlight deviations.
• To monitor and report on the contractor’s progress and performance and maintain site records of the works which should include all circumstances and events occurring during the construction stage.
• To attend TOP or CSC inspections by Registered Inspectors, BCA and all other relevant authorities’ representatives for each respective discipline.
• To carry out and report assessment on Construction Quality Assessment system (CONQUAS).

Requirement:

• Diploma from Polytechnic in relevant discipline or hold an equivalent qualification.
• Preferably 5 years local supervision as a resident technical officer for Architectural, Civil, and Structural works.
• Be conversant in local legislation, regulations, and codes

• Handle clients' enquiries and provide insurance advice on quotations, renewals and other requests.
• Identify the clients’ insurance needs and prompt delivery of solutions.
• Maintain close relationship with existing clients and develop new business opportunities.
• Process commercial insurance claims and prepare documents related to transacted business.

Requirements:

• Diploma in any discipline with CGI certificate.
• At least 2 years of handling general insurance & corporate insurance experience.
• Proactive, meticulous and customer service oriented.
