Reporting to the Deputy Director, Human Resource, you will manage your team and provide full spectrum of HR support to the assigned BUs (approximately 200 to 250 headcount).

Job Responsibilities:

• Handle full cycle of end to end HR operations for the assigned BUs which includes recruitment, on-boarding/off-boarding activities, performance and talent management.
• Partner HODs to improve work relationship and resolve complex employee relations, thereby improving work productivity and promoting employee retention.
• Provide HR consultancy and advice to HODs including rendering guidance in HR Policies and interpretation.
• Supervise the team in benefits administration including yearly leave initialisation, workmen compensation claim submission and all medical claims matters.
• Liaise with Finance department in the yearly employee insurance review and renewal.
• Support in HR transformation initiatives which involves work processes improvement and embracing new ways of working.
• Responsible for review of HR policies.
• Involved in key compensation and benefit activities such as Salary Increment, Performance Bonus, Promotion and Manpower Budgeting exercise.

Requirements

• Degree or Diploma with at least 10 years of HR generalist and/or HRBP experiences in HR Operations, compensation and benefits, recruitment, employee engagement and retention. Prior experience in payroll processing is not a must but will be advantageous.
• At least 3 years in a HR managerial role or similar capacity. Candidates with more years of relevant experiences can be considered for the Senior Manager position.
• Strong Ms Excel skills and experienced in using HRIS like Prosoft Unit 4.
• Strong written and verbal communication skills.

MAIN DUTIES AND RESPONSIBILITIES

Recruitment & Onboarding:
1. Administer and track the end-to-end recruitment process from pre-employment to onboarding.
2. Facilitate the New Hire Onboarding/Orientation programme and conduct the First-Day-at-Work orientation.

Maintenance of HR Documentation & Records:

Employee Insurance:

3. Assist staff on Letter of Guarantee (if necessary) and claims submission.
4. Answer queries relating to insurance matters.

Training:
1. Collate training needs in an organization training plan, identify suitable training providers/resources/courses for staff when necessary.
2. Update staff training records in a timely basis.
3. Manage the Academic Program sponsorship and scholarship process.
4. Administer the application for and receipt of training funds from government agencies/ministries.
5. Upon receipt of staff training nomination form submissions, to perform first-level checks.

Performance Management:
1. Ensure performance management appraisals are duly completed and tracked as per timeline; including follow-up.
2. Ensure all performance management forms are filed.
3. Compile performance report for review/analysis

Payroll:
1. Administer payroll-related activities from ensuring all salary matters and pay records are updated in the payroll system, to initializing and processing pay records.
2. Verify downloaded claims for salary processing.
3. Prepare bonus & salary increment spreadsheets for review and approval by approving managers.

Other HR work:
1. Continuously review and provide inputs on streamlining of HR policies and processes.
2. Liaise with government agencies for funding of childcare leave, maternity leave, career support, Skills Future and other initiatives.
3. Prepare and complete government surveys.
4. Assist in employee engagement activities.
5. Administer the annual Conflict-of-Interest Declaration exercise
6. Prepare management reports as required.
7. Provide documentation and prepare data for audit purposes.
8. Process immigration pass applications/renewals/cancellations on a timely basis
9. Notify IRAS on tax-clearance matters for staff on immigration passes who leave the organisation.
10. Respond to inquiries on HR-related matters and provide guidance and interpretation to staff and managers on policy matters.

QUALIFICATIONS:
1. Degree preferably in a HR-related field

RELEVANT EXPERIENCE AND SKILLSETS:
1. At least 5 years’ relevant HR experience in a HR Shared Services role (including payroll experience).

2. Strong working knowledge of multiple human resource disciplines including compensation and benefits, payroll, employee relations, performance management, Singapore Employment Act, Employment of Foreign Manpower Act, CPF Act, and the Tripartite Guidelines on Fair Employment Practices.

• Ensuring Safety of the vessel and her crew always remains of the highest priority.
• Oversee and manage entire technical requirements and operation of Offshore vessels such as DP2, DP3 Subsea Dive Support (DSV), PSV, AHTS, and other assets.
• Responsible and accountable for the performance of the technical and purchase personnel under your responsibility including but not limited to providing them with direction, performance management and any skill upgradation in line with company’s requirements and policy.
• Monitoring technical costs of managed vessels and ensuring follow-up of cost control with vessel Master and Chief Engineer.
• Project Management, Plan, manage, monitor, and execute vessels repairs, dry dockings, and conversions within agreed budgets.
• PIC for any client’s surveys, inspections including OVID, MWS, and coordinate with relevant departments to close out the findings in the punch list before mobilization.
• Manage the direct interface with the clients, intermediaries, ship owners and other stakeholders involved, ensuring active involvement, timely responses with a broader overview of actions, and its consequences.
• Developing programmes for continuous improvement and to ensure that Technical Management staff and the Vessel Engineers are kept aware of new or changing regulations and industry initiatives.
• Ensure reporting monthly to clients on plan ahead for each vessel as well as review of monthly costs, monthly reports, PMS data etc. and accordingly, prepare reports for the MD for his review.
• Approving orders, invoices, and payments up to limit of authorisation.
• Responsible for implementing and maintaining a safe, cost efficient and environmentally sound operational standard in compliance with the Company’s Safety and Quality Management System as well as the International Marine regulations, IMCA and the vessels’ Classification.
• Work with all teams for tender bids, submissions etc. as well as operating cost forecast.
• PIC for any emergency response, clients interface, and with Incident accident investigations, High Potential Near Misses and Technical incidents.
• Additional works and tasks as advised by the MD.

REQUIREMENTS OF THE JOB (Essential skills, qualifications, and experience):

• Previous experience in an offshore and marine operations related company, ideally within a Ship Management or with Ship Owners, owning and operating high specification DP Subsea and Offshore vessels.
• Prior experience either as Technical Manager (Offshore) for a minimum of 5 years or as an Offshore Vessel Manager for a minimum of 8 years.
• Prefer to have sailed as a Senior Marine Engineer or Chief Engineer on Offshore vessels (Subsea, OSV etc.).
• Recognised marine qualification/experience either at sea or shore-based experience.
• Ability to manage and administer personnel under your responsibility.
• An acute understanding of how the offshore business works, with tight deadlines, clear and apt responses.
• Ability to communicate efficiently and effectively.
