The role will report to the Deputy Vice President, Group HR Services Delivery (HRSD). He/she will lead the Group HRS in supporting the employee life cycle activities, delivering HR services (which includes Payroll related activities) to SingPost Group.

Job Description

• Oversee and manage the employee lifecycle processing - broadly in regard to onboarding, contract management, employee data management in Workday.
• Lead the HR processes such as work pass, L&D operations, WICA and related.
• Lead in ensuring HR processes are in compliance and up to date.
• Appointed lead and point of contact for HR compliance, audit and employee data related matters and activities.
• Drive and conduct regular review to ensure related HR policies are up to date and processes are tight. Recommendations on enhancements and/or improvements to the processes.
• Manage and build good working relationships with multiple stakeholders, i.e. business and support units within the SingPost Group as well as external parties, particularly Ministry of Manpower (MOM) and other government offices.
• Team development and management.

Qualifications

• Degree in related discipline with at least 10 years of relevant work experience
• Minimum 4 years of people management experience, leading a small team of 4-5 HR generalists.

Roles/Responsibilities

1. Responsible to provide BAU support for responsible for ensuring system availability and provide support for applications like Core HR, Self Service HR, Leave Management, Talent Management, Compensation Modules and other ERP financial modules.
2. Responsible to provide operational support and ensure SLI of system availability, online and batch deliverables.
3. Support diverse jurisdictions comprising of SG, MY, CN, International
4. Fine tune applications and systems for high performance and higher volume throughput

RESPONSIBILITIES:

Liaise with hiring managers on recruitment needs, design and implement overall recruiting strategy

Develop, propose, and update job descriptions and job specifications

Perform job and task analysis to document job requirements and objectives

Prepare recruitment materials and post jobs to appropriate job portals/social media/colleges etc.

Source and recruit candidates by using databases, social media, etc.

Screen candidates resumes and job applications

Conduct interviews using various reliable recruiting and selection tools/methods to filter candidates within schedule

Assess applicants' relevant knowledge, skills, soft skills, experience and aptitudes

Monitor and apply HR recruiting best practices

Provide analytical and well documented recruiting reports to the rest of the team using a proposed software

Act as a point of contact and build influential candidate relationships during the selection process

QUALIFICATIONS:

At least 2 years experience as a Recruiter (either an in-house recruiter or a staffing agency recruiter)

Regional recruiting experiences in ASEAN Countries is an advantage

Hands on experience with various selection processes (video and phone interviewing, reference check, etc)

Hands on experience with recruiting software, as well as Human Resource Information Systems (HRIS) or Human Resource Management Systems (HRMS)

Managing team of WSH Coordinator & Supervisor

1. Conduct regular safety walkabout and advise schools to ensure that they comply with the Fire Safety Act.
2. Advise schools on their fire emergency evacuation plans and procedures.
3. Ensure that escape routes are not obstructed by unauthorizedstructures, goods or other disused items.
4. Ensure fire safety equipment, fire safety related systems installed and firefighting equipment are inspected and serviced by Contractors; and are operationally ready at all times. These include the following: fire extinguishers, hose reel system and hydrants, public address system, fire alarm systemand all other fire safety equipment and installations.

The Officer’s duties and responsibilities shall be in accordance with the requirements of Workplace Safety & Health (WSH Officers) Regulations. The Officer shall assist to discharge its statutory duties, particularly in the area of identification of workplace safety and health risks and in recommending control measures

1. To conduct training to other employees and users on risks assessment or the control measures.
2. To exercise due diligence in the assessment of risks and recommendation of appropriate control measures, particularly for blatant safety and health risks;
3. To inspect and rectify any unsafe place of work;
4. To correct any unsafe practice; and
5. To ensure that the provisions of the Workplace Safety & Health Act and its Subsidiary Legislations made thereunder are complied with.

Role and Responsibilities:

HR Executive

ROLES AND RESPONSIBILITIES

A. Onboarding

1. Recruitment of New Employees (including foreign workers and personnels) for the company. Post advertisements, liaise with Agents and collate applications for the requesting depts. Coordinate interviews of potential candidates.

2. Prepare Letter of Employment, confirmation letter and other HR related letters for employees.

3. Purchase PCP (Primary Care Plan) for Foreign Staff on WP and S Pass applications.

4. Apply Approval for Work Permits, S or Employment Passes and all other Entry Permits, Certificates or Licences necessary for the new hirer prior to work commencement.

5. Arrange accommodation for Foreign Workers and Employees. Liaise with dormitory operators, landlords and relevant government authorities respectively.

6. Arrange company Transportation for the workers.

B. Offboarding

1. Prepare appropriate letters for the termination of employment services with the Company.

2. Prepare final payroll and entitlements for the outgoing staff.

3. Settle all matters relating to the outgoing staff accommodation.

4. Co-ordinate handover and collection of company’s properties from the outgoing staff.

5. Arrange departing foreign staff Tax Clearance.

C. Routines

1. Manage of Employees data. Monitor and update particulars, attendance, leave records of all employees. Record keeping of workers and staff licences, course certifications and expiry dates for monitoring and following-up actions.

2. Process Monthly and ad-hoc payroll, including Overtime Calculations and CPF submissions. Annual salary increments or Bonus data, if applicable.

3. Annual Tax reporting, IR21 and IR8A submissions. Adhoc Foreign Staff Tax Clearance

4. Handles all personnels’ enquiries and related matters with MOM and respective authorities.

5. Liaise with Insurance companies Medical Insurance, Work Injury Policiies and claims, etc.

6. Review Training requirements for staff. Discuss with departments heads and source for appropriate courses, including applicable government subsidies and grants. Co-ordinate with departments and arrange staff to attend Training.

7. Assist Management in the organisation of Team Bonding and Team Building events.

8. Manage contingencies, such as Pandemic and other government Emergency exercises.

9. All other ad-hoc duties as assigned by the Management and supervisors.

REQUIREMENTS

1. Diploma/Degree in Business Management or Human Resources Management.

2. Minimum 5 years of experience in Human Resources and Payroll function in construction or building industry.

3. Ability to multi-tasks, set priorities and work independently.
