Job Description – Senior Accountant

Reporting to the Finance Director, you will

• Responsible for the finance function and financial books of the two Singapore subsidiaries
• Provide supervision over the finance and accounting function, ensuring that financial and tax accounting, financial services, closing and reporting related activities are performed in an accurate, timely, and compliant manner.
• Prepare and present periodic financial statements, budgets and financial reports to the management team and key stakeholders
• Review of the related companies accounts, reporting, intercompany transactions and payments
• Manage working capital to ensure adequate liquidity for operational needs
• Responsible for the preparation of tax returns and compliance with tax regulations.
• Oversee the annual external audit cycle of the companies and ensure that all statutory requirements are timely met
• Be the liaison with auditors, tax agents, bankers and corporate secretarial agent
• Manage the payroll and incentive functions of the company, including computing or checking of internal and contract staff payroll and incentives, all CPF and IR8A related matters and submissions;
• Key member in the companies’ process improvements project to streamline and auto-mate manual processes to enhance the efficiency and effectiveness of financial operations and strengthen internal controls.
• Ad-hoc duties/projects as assigned from time to time

Requirements

• Bachelor’s degree in Accountancy with Professional Accreditation (CA/CPA)
• Min 6 years of experience, with a good mix of commercial accounting and audit experience from CPA firms
• Prior experience in using YonYou ERP systems preferred
• Good technical knowledge of accounting standards, tax regulations, transfer pricing and statutory requirements
• Independent, adaptable and able to work in a dynamic environment

The Private Bank Business Risk and Controls Management (PB BRCM) function sits with the PB Business as part of 1st line of defense, under the PB COO organization. PB BRCM actively drives and maintains oversight of the front to back activities and risk profile of the PB business, in close partnership with the business and supporting control functions. The PB BRCM function has responsibility over ensuring proper management and oversight across Non-financial risk taxonomies, including Investment Suitability, AML/KYC, Anti-fraud, Conduct, Cross border activities, Data Privacy, BCM etc. The BRCM function runs various risk governances, risk assessments, controls, reviews and advisory related activities over the PB business.

Job Responsibilities

As a member of Private Bank Business Risk Controls Management (PB BRCM) team, this role will play an important role in assisting the Head of Private Bank BRCM in driving Risk and Regulatory Competency capabilities within the 1st line of defense.

• Specifically, this role will manage other members of the BRCM team, as well as having close interactions with Front office and business partners (e.g. Products / COO).

• Build out of PB Risk Competency Centres in Sales process, Anti-Fraud, Investment Suitability

• Review and enhance PB risk framework and guidelines on key risk taxonomies for compliance with regulatory and policy requirements

• Review and uplift assurance and surveillance testing procedures, including sampling methodologies to focus on higher risk subjects

• Manage and drive implementation of regulatory change and key risks portfolio

• Risk advisory on Sales process matters to Front Office

• Manage key risk governance forums, audit and regulatory inspections.

• Lead special projects, thematic reviews or investigations through the use of analytics (where possible) around certain key risk taxonomies (e.g. Anti-Fraud)

• Deploy use of data analytics to pro-actively identify emerging risk hotspots or indicators

Job Requirements

• At least 9 years and above of experience in financial institution preferably with background in Private Bank business risk, compliance, audit or consulting.

• Strong experience in PB sales processes, Anti-Fraud and application of requirements within Private Bank frameworks, including assurance testing procedures

• Understanding of private bank products (ie investment products such as FX PIVOT, ACCUMULATOR, other derivatives)

• Good track record in managing regulatory and risk change portfolios, projects governances and inspections

• Adept at power point and familiarity in working with data for risk management, particularly in data analytics / automation / visualization skillsets

• Ability to drive thematic reviews and assessments of risk topics or special cases (e.g. plan, execute, report)

• Possesses the necessary communication skills and ability to work effectively with all levels within the organization

• Self-starter, motivated, independent, meticulous with analytical mindset to problem solve and drive topics and solutions

The Program Office Manager in the digital domain is responsible for overseeing and optimizing the management of resources, demand, cost, and pipeline, inflight, completed within a digital program, boatsize or project. This role involves strategic planning, coordination, and governance the execution to ensure the successful delivery of projects within scope, on time, and within budget. The Program Office Manager plays a crucial role in aligning business objectives with digital initiatives, ensuring efficient resource allocation, and maintaining a comprehensive view of the program landscape. Portfolio Reporting & Governance

· Hand-on track portfolio data in Jira/ Confluence and analyses portfolio to identify bottle neck, gaps & issues in the delivery process and improve delivery performance and pain points

· Timely and high-quality reporting/ governance management of lifecycle covering live delivery pack, backlog, status, resource, financial, risk, and dependency profiles

· Accurately and timely update financial of drawdown, utilisation for project and to provide timely billings to respective countries and group via advance excel and macro.

· Accountable for maintain end to end admin process on project including the update list of digital related key pipeline, approved, in delivery and completed initiatives in Jira/ confluence/share point ensuring effective delivery of project data integrity and timely report

· Rectify the key unreconciled financial report Issue where there will be discrepancy found for remediation

· Update advance dashboard, capability track and Kanban board for all workflow status of initiatives in Jira.

· Ability to track aging, portfolio performance and follow up in order to close the project issues on time

· Identify the key non Green initiatives and consolidated report for circulation

· Leverage your technical background to further improve ways of working with comprehend and effectively communicate complex concepts to simplify customer language

· Facilitate clear and concise communication & meeting amount project team, stakeholders, and senior management, ensuring alignment of objectives and timely delivery of key milestones

Frameworks, process assurance, risk management

• Work with various stakeholders (Business/Product Owner, Program / Project Managers., Technical Delivery Managers, SDM team) review and propose refinements to the Ways of Working and associated SDM deliverables, in particular optimizing Agile vs Waterfall frameworks
• Track and manage Risk Appetite statement performance, MRAs, and Audits

Portfolio management

• Assume the Project Manager and/or Lead for specific projects assignment
• Maintain accurate and up to date key documentation, SharePoint and safekeep for all digital initiative’s information

· Resource Management: Coordinate with PM and Tech Lead to provide the changes in allocate resources squad to support digital initiatives. This includes to analyses the resource model impacting portfolio

· Demand Management: Collaborate with stakeholders to understand and prioritize digital project demands. Evaluate feasibility and impact on existing resources.

· Cost Management: Develop and monitor portfolio budgets. Identify cost-saving opportunities and ensure adherence to financial constraints.

· Pipeline Priorities: Work closely with project managers and teams to establish and maintain a clear pipeline of digital projects. Prioritize initiatives based on strategic objectives.

· Delivery Dashboard: Identify project to the digital projects type, updated the project code, and all key data in initiatives from governance perspective. Maintain SOP and dshabord to ensure up to date. Ensure alignment with business goals and regularly updated dashboard

· Assurance: Ensure the quality of Jira/Confluence is accurate and timely with alignment to roadmap for each country. Perform clean up if required.
