The Antimicrobial Resistance Interdisciplinary Research Group (AMR IRG) is a unique translational research and entrepreneurship program aimed at solving the growing threat of resistance to antimicrobial drugs. In synch with the National Strategic Plan for Antimicrobial Resistance, the AMR IRG was launched in January 2018 as a research programme funded by the National Research Foundation, under its Campus for Research Excellence and Technological Enterprise (CREATE) programme.

AMR IRG is made up of biologists, engineers, and clinicians from MIT and Singapore, at career stages ranging from student to postdoctoral researcher to research scientist, all of whom work closely with a core team of research specialists. Optimization of antimicrobial use was is identified as a top priority in combating the rise of antimicrobial resistance. Multi-plex nucleic acid tests to detect common pathogenic bacteria and viruses from bodily fluids are commercially available and are trusted by clinicians. However, the cost of these tests and the turnaround times required (longer than an office visit) limit how fequently they are used. A team in AMR IRG is working to develop a multi-plex protein panel and test that can address this gap while retaining performance metrics that are required for clinical adoption. We are looking for a dynamic Software/Application Manager who is capable of overseeing software development projects while also taking charge of the testing process. In this role, you will be responsible for managing the entire software development lifecycle, from planning and design to deployment and maintenance, while also leading the testing efforts to ensure the delivery of high-quality software applications.

Key Responsibilities:

• Software/Application Management:

1. Lead the software/application development team, including developers and other relevant personnel.
2. Plan, design, and oversee the entire software development lifecycle, from concept to deployment and maintenance.
3. Collaborate with project stakeholders, including project managers and business analysts, to define project requirements and timelines.
4. Ensure software/application projects adhere to established coding standards, best practices, and quality benchmarks.
5. Manage software/application release schedules and coordinate deployments.
6. Stay updated on emerging technologies and industry trends to guide technical decisions.
7. Oversee the acquisition and development of software systems in organisational units
8. Monitor results and quality of different software solutions and projects impletemented
9. Oversee the development of Proof-of-Concept/ solutions and provide technical expertise on the development of software and platform features, ensuring that appropriate security and risk factors are considered.

• Testing Responsibilities:

1. Develop and maintain comprehensive test plans, test cases, and test scripts.
2. Execute manual and automated tests to identify defects and issues in software applications.
3. Create and maintain test documentation and provide regular reports on test progress and results.
4. Ensure that testing is carried out in a structured and organized manner, adhering to established testing standards and best practices.
5. Identify and report defects, track their resolution, and verify fixes.
6. Continuously improve the testing process by incorporating industry best practices and tools.

Qualifications:

• At least a Bachelor's degree in any of these faculties - Computer Science, Information Technology, Programming & Systems Analysis or equivalent
• At least 6 years of experience in a relevant industry or consulting role. Management consulting experience gained through a Big 4 or boutique consulting firm is highly desirable
• Experience in engaging and managing a variety of stakeholders
• Prior experience of leading team for projects and pursuits
• Excellent written, communication, and presentation skills in English (additional local language skills are considered an asset)

Job Description:

• Identify and manage potential technology risks through risk assessment process.
• Perform risk monitoring including continuous assessments to monitor technology risk such as Risk Control Self-Assessment and Control Testing.
• Monitor the risk landscape and emerging threats to the company, understand the evolving risks and new technologies in managing such risks.
• Recommend and implement improvements to mitigate identified risks.
• Evaluate and manage risks associated with third-party vendors, service providers and business partners.
• Prepare and provide necessary reporting to Line 2 Technology Risk Oversight on Technology Risk matters.
• Provide advice on technology risk management.
• Support audit and regulatory inspection in relation to technology risk domain.
• Propose and implement continuous improvement initiatives for technology risk management processes.

Key Requirements:

• Minimum diploma or degree in computer science, information technology or equivalent.
• Minimum of 5 years’ relevant experience; preferably in Insurance / Financial industry, or with experience in IT audit.
• Familiarity with MAS Technology Risk Management, Cyber Hygiene, MAS Outsourcing and MAS Business Continuity Management requirement is preferred.
• Good understanding of industry-leading practices and control frameworks (e.g., COBIT, NIST CSF, ISO 27001)
• Practitioner and holder of IT risk certification, such as CISSP, CISA, or CRISC
• Familiarity with office productivity, usage of open-source frameworks and business intelligence tools, including (but not limited to) Microsoft Office, PowerBI &/or Tableau.
• Demonstrable ability to identify and analyse risk and control issues, challenge the status quo, and work with cross-functional teams to ideate pragmatic solutions that strengthen the control environment.
• Possess good interpersonal, communication, and presentation skills to engage stakeholders from different businesses and levels.
• Meticulous and able to work independently as well as in a team.
