Outcomes: 

1. Review and Approval of High-Risk Client Assessments: Review 100% of escalated high-risk client cases within 2 hours, providing constructive feedback to the compliance officer on any oversight or areas for improvement. Present each case to the Head of Compliance for final approval within 4 hours.
2. Timely Management of Screening Alerts: Ensure that no name screening alerts remain outstanding for more than 24 hours, and no transaction monitoring alerts remain unresolved beyond 48 hours.
3. Quality Review and Reporting: Conduct quality reviews of Low/Medium/High-Risk (L/M/HR) cases, covering at least 20% of each risk category. Prepare a findings report with suggested remediations to improve overall quality and adherence.
4. Investigation Timeliness and STR Filing: Complete and/or review  that at least 80% of investigations within 15 calendar days, ensuring that any required STRs are filed within 15 calendar days of closing the investigation.
5. Enhancements to on-board and on-going monitoring Processes: Identify and recommend key improvements in conducting client risk assessment, transaction monitoring or screening processes, implemented with Product and IT teams.
6. Supplement the roles and responsibilities of the Head of Compliance and Risk during his absence, ensuring seamless continuity in compliance operations, and effectively manage any tasks delegated by the Head of Compliance and Risk
7. Regulatory Monitoring and Policy Updates: Monitor regulatory changes across all jurisdictions where Sleek operates, update the obligations register, and ensure compliance policies remain current and aligned with regulatory requirements.
8. Training Development and Delivery: Be a key contributor to designing, developing, and running training programs for compliance officers and Sleek employees, ensuring a strong compliance culture organization-wide.

To do this, you will have a minimum of 6 years experience as Senior Compliance Officer, or Internal Auditor and you will be located in Singapore.

The successful incumbent will Assistant Director, Operations / Lead Reintegration Mentor in ensuring the smooth running of the daily operations at Selarang Halfway House (SHWH) or future new site at Cosford and is responsible for the safety and welfare of the residents and the overall security of the Halfway House premises. They will work closely with the SHWH Case Managers to aid residents with their reintegration back to society.

Major Duties and Responsibilities

1. Oversee security screening to ensure contrabands are not brought into the house.

2. Facilitate the daily operational routine of SHWH or future new site:

a) Ensure the day-to-day needs of the residents and operational requirements of the halfway house are being met.

b) Facilitate the process of residents checking in and out of the halfway house on a daily basis and provide daily updates on the headcount and other activities/incidents (if any) throughout the tour of duty. Any unusual movements should be highlighted and reported to the relevant parties.

c) To ensure that there is seamless transition during the handing and taking over of shift duties. The jobholder is also responsible in ensuring that all outstanding matters have been clearly communicated to the next duty personnel and are promptly followed up with.

d) Provide logistical support to residents during their stay in SHWH or future new site. To assist occasionally with carrying & moving of bulky/heavy items.

e) Conduct patrols and searches in the SHWH Living Units to ensure the safety of residents.

3. Work closely with Case Managers in the case management of residents, including monitoring and maintaining proper records on the progress, movement, and other relevant information pertaining to the residents.

4. Assist in handling any grievance procedure and carrying out preliminary investigation of incidents and/or disciplinary issues (when assigned).

5. Identify any defect(s) or work(s) to be carried out pertaining to the halfway house’s estate management issues during daily tour of duty and to feedback to Singapore Prison Service Corporate Services Team for follow up.

Job Summary

The VOS shall work closely with the Project Manager and Offshore Manager / back deck supervisor taking the lead and responsibility so that all offshore spreads are prepared and ready for offshore operations with a particular attention to mobilisation plans, SAT’s, certification, bridging documentation.

The VOS shall ensure both an effective and efficient execution of the agreed work during preparation and execution of a project in such manner that the QHSE, technical and contractual requirements are met. This role requires VOS to maintain effective communication with project team members and, critical equipment suppliers. The VOS shall engage with 3rd party naval arch for design of structural sea fastening for project equipment, liaise with class on inspections and select & supervise the sub-contractors during mobilizations and demobilisations.

About the Role:

The Vessel Operations Superintendent role has the responsibility to organize, lead and support vessel day to day operations such as:

• Assist the Vessel Resource Manager as instructed and ensuring project equipment is mobilized and demobilized in an efficient and timely manner.
• Liaising with project manager, equipment resource manager and subject matter experts to ensure that all pre-requisites and activities for planned mobilisation of geophysical and geotechnical equipment are executed timely.
• Actively involved in Action Tracker Coordination Meetings and Corrective Action Registers are maintained and closed out in a timely manner.
• Oversees and maintains the inventory of the parts for a specific project with the support of the back deck supervisor / offshore manager / technical coordinator. Reorder project consumables as necessary timely.
• Supervises shore contractors for maintenance, mobs and demob activities and ensures logistics and procurement plans are planned and conducted safely and efficiently in coordination with the central logistics team.
• Leads vessel readiness and port call activities such as bunkering, agency selection, logistics of spares and consumables with purchasers, offshore manager / party chief and project manager.
• Prepare mob/demob plan and activity scope, liaise with procurement to select contractors including naval arch. Prepare basic deck layout using ACAD and lead the 3rd party naval arch to obtain equipment sea fastening drawings. Submit the sea fastening drawings and calculations to class as necessary for approvals. Arrange for class surveyor inspections.
• Review equipment Installation structural / piping drawings for mobilisation and demobilisation. Ensure compliance to the inventory required for project specific tools with vessel equipment.
• Interfacing with Master, Technical Supt and Vessel Manager for owned vessels to ensure that all mobilisation and port call planning concerning project equipment is carried out as planned on time and on budget.
• Leads marine assurance processes for the vessels with support from the vessel resource manager, project, and marine team.
• Working closely with procurement teams to manage vendors, raise purchase requisitions follow up with goods receipts (GRN) and vet service invoices from the vendors for works performed onboard.
• Leading efforts with the operations and project teams on keeping on top of leading and lagging Quality and HSE KPI’s

Core day to day activities

• Execute any specific mobilization activities, including development of procedures, task plans, lift plans, as instructed.
• Manages and monitors vessels preparation, if needed - On-hire surveys to the satisfaction of the project team and to satisfy COMPANY’s assurance process.
• Liaise with various local subcontractors as necessary, in conjunction with SCM / Procurement teams.
• Identify in advance need of additional support from installation engineers for critical activities,
• Ensure that all work performed complies with the requirements of the Project and is carried out in accordance with the rules and the methods of the Company.
• Ensure that all aspects of project Safety, Health & Quality are implemented on each of the work sites and report to Project’s HSE organisation as necessary.
• Supervises the 3rd party contractors during mob/demob and maintenance activities onboard the vessels in line with company’s QHSSE policy.
• Coordinate with logistics department to ensure spares and consumables arrive the mob/demob port ahead of schedule.
• Attend daily conference call with project manager and vessel to ensure regular follow up of project needs in terms of personnel, equipment, planning during mobilisation, fieldwork, and demobilisation phases.
• Ensure project consumables such as operational equipment (internal and external), survey consumables required on top of vessel standard consumables are defined and delivered to the vessel timely by vendors.
• Supporting activities and tasks delegated by Vessel Resource Manager in marine assurance process compliance requirements.
• Plan and schedule all mobilization and demobilization activities on the allocated existing / new build / 3rd party vessels. Ensure that all stakeholders stick to a prescribed plan and deviations are addressed proactively.
• Check that delivered project equipment are function-tested and calibrated with appropriate certification.
• Validate sequence and associated schedule changes initiated by the project

About you:

The Vessel Operations Superintendent (VOS) will be a qualified and experienced Marine / Mechanical Engineer / Naval Architect with operational and maintenance knowledge of electrical, and mechanical (hydraulics) systems. The VOS should possess a minimum 5 years’ experience coordinating and supervising mobilization and demobilisation activities onboard offshore vessels while working for an IRM or EPC/EPCI marine contractor.

Vessel Resource Manager's Responsibility shall include the following but not limited to:

About You

Vessel Resource Manager (VRM) will be a qualified and experienced Marine Engineer / Naval Architect with operational and maintenance knowledge of electrical, and mechanical (hydraulics) systems. Ideally the VRM should have sailed as a minimum 2nd Engineer (unlimited) and / or possess a minimum 8 years of shore experience managing various types of Offshore Vessels (DP1/2/3) including preparation of technical budgets and understands BIMCO charter party contracts. It is desirable if he has a high-level knowledge of geophysical survey and / or seabed light-geotechnical site investigation, and technical equipment used to conduct such operations.

• Prepare and maintain all the check in and check out record in the system
• Liaise with HQ and Site for dormitory related matters.
• Attend to company request and handle workers’ problems
• To conduct random room inspections to check on general upkeep and also to verify that only authorized persons reside in the units
• Perform joint inspection for taking over of non-renewal units and handing over of new tenancy units
• Responsible for the all the administration related matters in dormitory
• Maintain accurate inventory records e.g. in and out reporting and perform regular stock checks.
• Organize storage areas to ensure accessibility and neatness.

Requirements:

• Min 1 year experience in dormitory management
• Good interpersonal, communication and leadership skills.
• Alert and possess good observational skills.
• Experience in the Security Industry will be an advantage.
