General Description

The incumbent is responsible to provide technical process support to the Production Shift teams and the Facility Owner of the process area in the LNG Terminal.

Roles and Responsbilities

The incumbent shall be responsible for, but not limited to the following scope of tasks and duties:

• Provide technical support for routine and non-routine production activities and develop best practices to improve production safety, reliability and efficiency.
• Evaluate current production activities, make recommendations and execute continuous process improvements in the areas of safety initiatives, equipment reliability and operational excellence.
• Troubleshoot for process and equipment problems to ensure greater operational reliability and efficiency
• Measure plant performance including power consumption index, operating index relating to process availability, efficiency and reliability and other relevant field data surveys.
• Undertake energy efficiency and optimisation projects as required.
• Undertake alarm management for assigned area and proactively drive alarms to ensure robust operations.
• Undertake Management of Change (MOC) for terminal modifications and take on lead role for various MOC projects as required
• Support engineering design analysis including preliminary design development, (heat and mass) calculation, technology evaluation and equipment selection.
• Participate in reviews and evaluations such as HAZID, HAZOP, FMEA, SPF, model reviews, Safety Integrity Level reviews, RAM analysis, layout and other process etc and support the design validation process in alignment with contract and regulatory requirements and specifications.
• Review standard operating procedures and start up manuals to ensure compatibility with design limitations and procedures are adequate.
• Lead, review and perform inspection and investigation of equipment and production systems to facilitate optimisation and formulate remedial procedures.
• Assist the Production Manager to report and investigate any related HSSE near miss / violation.
• Custodian of Operation Abnormality Reports, to manage the overall status of the reports, perform initial investigation to determine root cause and to drive root cause analysis and resolution.
• Participate in emergency response and may be assigned to a specific role and responsibility for such purpose.

Work Experience

• Minimum of eight (8) years practical experience in process engineering function in an oil, gas or petrochemical industries.
• Conversant with local/international codes, regulations, standards, best practices in the process.
• Good knowledge of commissioning, operations and troubleshooting of a variety of large and complex processes in the oil, gas or petrochemical industry is critical.
• Knowledge of the LNG / natural gas or other hydrocarbon industries would be advantageous. Candidates with experience in cryogenic plant design, commissioning and start-up are preferred.
• Certified Energy Manager certification will be an advantage.
• Knowledge of Process Safety Management, Process Hazard Analysis and Functional Safety would be advantageous
• Knowledge of electrical, instrumentation, controls and mechanical discipline would be advantageous

• Identify appropriate materials, ensure material compliance with project specifications, applicable codes, and standards such as ASME, ANSI, and local regulations.
• Work closely with process, mechanical, civil, and electrical teams to ensure piping systems are integrated seamlessly with other systems
• Coordinate with procurement, construction, and commissioning teams to ensure timely delivery and installation of piping systems
• Prepare piping-related project deliverables including technical drawings, specifications, data sheets, and material take-offs
• Liaise with suppliers for quotation and technical evaluation of quotation. Review and approve piping construction drawings, isometrics, and support drawings
• Lead piping design reviews, coordination meetings, and vendor technical discussions
• Manage piping engineering scope, schedule, and budget, ensuring project milestones are met

Requirements

• Degree in Mechanical / Piping Engineering
• For degree holder, minimum 5 years of experience in piping design and engineering. For Diploma holder, minimum 8 years of experience is required.
• For senior position, candidate must have at least 10 years of experience, including leadership or project management experience.
• Strong expertise in piping materials, piping arrangement, stress analysis, and design of piping systems
• Must be a self-starter and be able to work with minimal supervision, make sound decisions, take independent action, and provide focused solutions to assigned projects
• Possess strong inter-personal and communication skills and be able to work well with people at all levels in the organization
• Knowledge of international and local standards (e.g., ASME, ANSI, BS EN, PUB Singapore guidelines)
• Must have advanced computer literacy in commonly usedsoftware applications such as Navisworks, Bentley View, AutoCAD, piping engineering software, and MS Office
• Experience in process plant (such as wastewater treatment plant, sludge incineration plant, etc.) is preferred

Responsibilities

• l Handling of the fleet requisitions, sourcing and making the necessary arrangement for delivery to the vessels
• l Monitoring and controlling of the vessels consumables to prevent unnecessary wastage
• l To keep track of the cargo hoses registry, lifting gears registry and PPE of all shipboard personnel
• l Monitoring of the vessels LSA and FFA
• l Appointed as safety committee member to carry out tool-box meetings for all the vessels
• l To arrange and co-ordinate between crew and clinic for medical appointment or consultation and monitoring of the vessels’ medical supplies as per statutory requirements
• l Application of flag state endorsements, Harbour craft licence renewal, etc, via MPA and Digiport, ensuring compliance with regulations of all relevant authorities and the certification of all vessels is maintained in accordance with the relevant Class and Flag State requirements
• l To maintain the personnel files for all crew members and ensure all member files are comprehensive with current documentation of crew credentials that being updated accordingly in a timely manner
• l To assist in planning and oversees the assignment of the officers and ratings for the fleet, crew change rotations, ensuring that rotations are executed in a timely basis, the vessels are properly manned and updated as per MPA requirements via Digiport
• l Providing general support to the ship staffs and making schedule visits to vessels for crewing matters
• l Any other fleet management related tasks and responsibilities as assigned by the management

Job Requirements

• l To be contactable 24/7 and be available to board the vessels as and when required
• l Proficient with computer software
