Your Role

You will assist the Manager, Quantity Surveying in the pre-contract or post-contract and procurement administration. In addition, you will also be involved in budgeting, controlling of cash flow and cost, processing of claims, contract payments and settlement of final accounts.

The Requirements

• Possess a Degree in Quantity Surveying or its equivalent
• Be able to work independently with minimum guidance and under pressure to meet tight deadlines
• Have good knowledge of the market updates and construction cost trend

1. Tendering and Quotation Preparation

• Analyze project requirements provided by the main contractor or client.
• Prepare competitive bids or quotations for subcontracted works based on the scope, materials, labor, and other costs.
• Identify cost risks in the tender documents and include them in pricing.

2. Contract Review and Negotiation

• Review the main contract and subcontract agreements to identify key terms, such as:Payment schedules.
  Scope of work.
  Retention clauses.
  Liquidated damages.
  

3. Progress Claims and Payment Certification

• Prepare and submit progress claims to the main contractor based on work completed.
• Justify claims with proper documentation such as work progress reports, BOQs, and invoices.
• Resolve disputes regarding payment amounts or delayed certifications.Identify variations in the scope of work requested by the main contractor or client.
• Prepare and submit variation claims, including supporting documents like revised drawings or site instructions.
• Negotiate additional costs and time extensions caused by these changes.

Familiarity with Singapore Standards for Demolition Works

• SS 557: Code of Practice for Demolition:Outlines best practices for planning and executing demolition works.
  Includes safety measures, methods of demolition, and environmental considerations.
  
• SS 536: Code of Practice for Earthworks:Relevant if excavation or site clearance is part of the demolition.
  
• SS 603: Environmental Management:Guidelines for minimizing environmental impact, such as noise, dust, and waste
• Familiarity with National Environment Agency (NEA) guidelines for managing noise, vibration, and waste disposal during demolition.
• Adherence to the Environmental Protection and Management Act (EPMA) for controlling dust and emissions.
  

JOB SCOPE

• Manage Pre-Tender to post-contract QS services and responsible for contract documentation
• Responsible to prepare necessary documentation from shortlisting to award contracts, process include evaluation, comparison, and recommendation
• Prepare budget and cost control monitoring to ensure the project cost is within the allocated budget
• Prepare and analyze cost comparison
• Responsible for measuring quantities and taking off
• Prepare Variation Orders, claims, final accounts, settlement, and payments
• Preparation of Monthly Progress
• To negotiate on pricing
• Any other adhoc duties assigned by Management

JOB REQUIREMENT

• 5 YEARS OF EXPERIENCES IN CONSTRUCTION SECTOR
• POSESSES A DEGREE IN QUANTITY SURVERYING/CIVIL ENGINEERING OR EQUIVALENT
• ABLE TO WORK INDEPENDENTLY
• STRONG NEGOTIATION SKILL
