Roles and Responsibilities:

• On behalf of the Owner’s Engineer (OE), the T&C Lead Engineer shall support the T&C Manager for overseeing all testing and commissioning activities of the IWMF Contractors, including the coordination of testing and commissioning activities of stakeholders.
• The T&C Lead Engineer shall support the T&C Manager to lead the OE’s proposed testing and commissioning team and coordinate with its Resident Site
• Supervision (RSS) Team and OE’s design team as well as the Contractors to review the development of the Contractors testing and commissioning plan and the Contractors execution of their plan in order to achieve the Project milestones for each of the EPC Contracts (EPC Package 1 – Waste to Energy/Materials Recovery Facility and EPC Package 2 – Sludge Incineration Facility/Food Waste Treatment Facility).
• The T&C Lead Engineer shall support the T&C Manager to oversee the whole of each Contractors testing and commissioning activities, and the interfaces between EPC1 and EPC2 and TWRP as relevant, which should commence from dry/cold to hot commissioning to successful completion of entire commissioning process and trial run, including optimisation of plant operation with the Contractors and O&M teams.
• Participate as required by the T&C Manager in regular T&C Coordination Meetings with the Contractor and/or Other Contractors on adjacent sites (that is attended by Client representatives or similar others also)
• Any other matters that may from time to time be delegated by the T&C Manager.
• The OE’s T&C Lead Engineers are estimated to be mobilised to site at least 6 months prior to the commencement of actual testing and commissioning by the Contractor in order to familiarise themselves with the Works and the Contractors plans for the T&C and the expectations of the Client.

Requirements:

• The T&C Lead Engineers shall have at least 5 years of hands-on relevant experience in testing and commissioning (and operation) of large scale solid waste management projects (Waste to Energy - WTE, sludge incineration, materials recovery and food waste treatment), OR experience with large scale industrial/process/utilities projects (i.e. waste, water, oil & gas, power) testing and commissioning.
• The T&C Lead Engineer to have a relevant engineering degree or certification.

• Prepare M&E works schedule based on the project master schedule
• Accountable for all M&E works, site inspections, monitoring of progress of work & variation order
• Responsible in ensuring that all M&E works of the sub-contractors are in compliance to the Company’s and authorities’ requirements

Job Description:

• To review customers’ design and documents (CAD data, drawings, specifications, etc.) for better manufacturability and to provide proposals/feedback or seek clarifications from customers.
• Perform process planning, generate part arrangement, Cam editing instructions and production documents for manufacturing processes.
• Liaise with Cam section on generation of soft toolings to support production.
• Liaise with tooling vendors on fabrication of hard toolings.
• Perform initial DFM review prior to confirmation of customer’s design or order.
• Work with Material Planners and Purchasing on the processing and material positioning for the product.
• To monitor and follow-up on production feedback via Engineering Change Request and to take the appropriate actions to implement upon appropriate approval process.
• To handle customer inquires/problem solving matters on engineering related issues.
• To maintain proper documentation and filing of parts tooled or reviewed.
• Support company’s continuous productivity and quality improvements (e.g. panelization utilization improvements, process flow simplification, update department checklist/guides, etc.).
• To conduct technical training to relevant staff as and when necessary.
• Work with Process and Development Engineering Teams on process capabilities, design guidelines and new product developments.
• To carry out any other tasks assigned by superior.

Job Requirements:

• Min Degree/Diploma in Electrical/Electronic/Mechanical Engineering
• Familiar with Cam and In-Plan system (Genesis etc)
