Job Description: Assistant IT Manager

Responsibilities

• Analyse business, work with key business stakeholders to incorporate IT applications and operation processes with technology solutions.
• Project management, tracking, monitoring and status reporting to stakeholders. Defining deliverables, resources and workplans for projects. Ensuring the timely delivery of projects.
• Assist the department head in organising, planning and implementing IT strategies.
• Ensure that all networks (including internet and wireless), systems, security and application infrastructure are running efficiently.
• Responsible for tasks related to IT operations, governance and risk management.
• Manage a team to ensure smooth running of daily IT operations, ensuring timely resolution of issues, fulfilment of requests and provision of IT related information.

Requirements

• Relevant working experience with IT Infrastructures and application support.
• Experience in Point of Sales (POS) and ERP systems like SAP and Navision/MS Dynamics is preferred.
• Strong technical skills and knowledge in IT infrastructure areas which includes Microsoft 365 Implementations and Deployments, Directory Services (e.g. Microsoft Active Directory), messaging and collaboration technologies (e.g. Microsoft Teams), Network infrastructure (e.g. LAN and WAN network routing). Familiarity with Microsoft Azure, AWS cloud infrastructure would be advantageous.
• Experience in setting up ticketing systems like JIRA, DevOps, etc
• Candidates proficient in Mandarin and French are preferred to support openings in North Asia and Europe.
• Process-oriented and good problem-solving skills.

Own and oversee the Organizational Risk Management processes for the purpose of highlighting potential high-risk areas to the management team.

Key Responsibilities:

1) Outsourcing, New Product/Business check

• Reviewing outsourcing and third party management related documents such as policy, procedure, manual, and outsourcing register to comply with the new MAS outsourcing Notice, Guidelines and related documents.
• Ensuring, facilitating and supporting outsourcing process and framework are compliant with MAS Outsourcing Guidelines including consolidation of outsourcing reports to MAS
• Support other departments in new and periodic third party management reviews.
• Facilitate and provide support in setting up New Product Committee to study/review new products or businesses

2) Business Continuity Management

• Review and maintain the BCM framework to ensure compliance with regulatory requirement.
• Control, facilitate and consolidate BIA/BCP results from the business units
• Plan, coordinate and conduct BCP test, including call tree exercise.

3) Organizational Risk Management, Operational Risk Management

• Develop, review and maintain risk management tools to perform the required assessment
• Enhance the effectiveness of the existing Organizational Risk Management framework
• Control, facilitate and consolidate Organizational Risk Register to report to senior management
• Provide key support to facilitate the completion of the Residual Risk Assessment, working closely with the business units to identify key risks and controls, evaluate inherent and residual risks, and establish mitigation plans as needed
• Identify and assess key operational risk areas and control gaps. Work with the business units to mitigate the risk and improve controls where necessary
• Organize and facilitate Risk Committee and Operational Risk Committee in risk cartography process (bank’s risk assessment exercise) to identify the key organizational and operational risk and coordinate validation meetings with business units to review the key risks which will affect their areas and will assess and ensure there are action plans in place.

4) Branch Self Audit (BSA), Control Self-Assessment (CSA), Branch Manual List

• Managing Branch Self Audit
• Managing Control Self-Assessment Framework/activities and report to Head Office (HO)
• Managing a process to ensure Policies, Practice Guides and Procedures are reviewed and refreshed on a regular basis

5) Environmental Risk Management (EnRM)

• Maintain and develop a framework which appropriately manages environmental risks to meet expectations from the regulators with coordinating with related departments.

6) Others

• Assisting and supporting HO in all Organizational & Operational risk administration & projects deliverables
• Responsible for projects as and when assigned. Mentoring junior staff.
• Any other ad-hoc assignment as required

Requirements:

• Bachelor’s degree holder
• At least 4 year of relevant experience (especially hands on experience in outsourcing/ BCP management) in organizational/operational risk management in financial institutions
• Possess good communication skills required to engage stakeholders, escalate issues in a timely manner to management for direction and resolution
• (Preferable) Proficient in Japanese to liaise with Japanese counterparts & handle Japanese documentation

Main Tasks

About the Role

To augment our manpower resources in the School, we are looking for a suitably qualified candidate to join our Academic Programmes Office (APO).

Reporting to the Head of Graduate and Special Programmes, the incumbent shall build and preserve trusting relationships with students (current & prospective), alumni and valued partners (faculty & industry). The candidate must be creative and driven in building and maintaining the University’s positive image to our internal and external stakeholders and drive a wide range of administration duties to support the smooth functioning of APO.

This role is offered on a 3-year renewable contract basis in the first instance, with the prospect of a regular open employment contract thereafter subject to satisfactory job performance during the first 3 years.

Remuneration is based on a 12-month salary structure, with annual variable bonus subject to the incumbent’s performance and the University/School’s prevailing remuneration policies.

The incumbent will be emplaced at an appropriate appointment grade based on his/her individual merits.

Key Duties and Responsibilities:

Academic Programmes Development

• Secretariat support to programme development/working committees and accreditation committees
• Liaison work with Ministry of Education, NUS community, Polytechnics, and other relevant institutions/organizations
• Marketing and operational follow-through (i.e. processes and systems)
• Promote high-quality customer service processes. Understand customer needs and develop plans to address them.

Academic Programme Support and Financials

• System support (from the business user’s viewpoint) to maintain existing or launch new degree programmes
• Process applications for admission into the various degree and continuing & lifelong education programmes, based on established admission criteria, in a timely manner.
• Support programme delivery such as programme staffing from nomination to engagement, class scheduling, module registration and examination matters (scheduling/invigilation/logistics planning/present required data at the Board of Examiners).
• Support student-related activities such as registration, orientation and attending to programme/ candidature-related enquiries.
• Fee reviews for existing and new programmes.
• Assist in student financial advisory and programme quality assurance activities.
• Revenue model design and maintenance for programme partnerships

Engagement

• Plan, coordinate and organize events/ activities to support the School’s alumni outreach objectives and priorities.
• Identify new industry partners and work closely with existing industry partners to solicit mutually benefitting projects for sponsor companies and students.
• Manage the process of assigning industry projects to students.
• Participate in outreach and networking events, and support communication/marketing initiatives.
• Cultivate and maintain long-term relationships to promote the University’s continuing and lifelong education objectives.

General duties

• Review relevant data and analyze statistics for reporting to senior management and internal/external stakeholders.
• Review and streamline processes and systems for optimal efficiency and stakeholder experience.
• Oversee communication matters within APO.
• Adhoc projects that require maturity in handling and delivery - as SCALE is a new school with much scope for growth (both in diversity as well as in volume of offerings), such adhoc projects frequently feature in the work of the unit

Requirements:

Academic & Professional Certification

• At least a good bachelor’s degree in any discipline from a reputable university
• Strong English language proficiency is essential and proficiency in Mandarin will be an advantage to attend to Mandarin speaking clients locally and in the region
• IT savvy and proficient in MS Office applications
