Summary of Position

• This role will support our Tuas Mill in the areas of facility management which includes both hard and soft services
• The individual will support to manage the Utilities operation and management, soft services like canteen, pest control, employee transportation, landscape, and waste management and any other services as and required based on business requirements
• The individual is expected to act as a self-driven, motivated, good communication, analytical and leadership skills

KEY ACCOUNTABILITIES:

General:

• Assure compliance with KC site Environment, Health, and Safety Management System (EHSMS) and Quality Management System (QMS) requirements, policies, and procedures
• Provide leadership and direction in the operations and maintenance of utilities equipment’s, building services, and facility soft services
• Training, mentoring, and coaching of direct report and improve their skills, knowledge, and performance
• Improve facility level energy usage and optimization, water conservation and recycling
• Identify reliable, cost-effective service providers with buyers and qualify them as per the established guideline by KC

Hard services (80%):

• Manage and lead critical utilities asset performance by implementing sound systems and practices for reliable operations.
• Communicate and follow up effectively with cross functional teams for the effective and optimized performance of the asset.
• Drive and lead short- and long-term action plans to improve asset performance.
• Asset life cycle analysis and develop roadmap for replacement due to ageing, obsolescence and frequent breakdown which increase maintenance cost.
• Prepare and review both Capex and Opex facility budget with mill leadership.
• Establish and promote good quality awareness and compliance to the set plan among the team.
• Set, discuss, review, and communicate yearly objectives with team members.
• Skill gap analysis for team members and close gaps by training, on job and cross functional training
• Develop master PM for all the facility system and compliance to completion
• Plan, organise and control all the activities of preventive maintenance. Adjust maintenance schedule to maximise productivity. Implement the most cost-effective maintenance options. Establish database to monitor PM issues/items. Provide solutions and coordination with the help of external or internal resource on maintenance related issues.
• To collect technical information, manuals, and drawings relative to machine for maintenance and reference. To draw up the Maintenance related SOP/manuals for implementation/compliance. To draw up and ensure implement safe working practices and procedures. Problem solving on maintenance related issues.
• Provide support to the engineering projects.
• Support quality, safety fire and any other audits with cross functional teams as and when required
• Coordinate activities to drive problem-solving capability, by leveraging industry tools, digital solutions, and methodologies, and collaborate with regional Engineering teams to enhance technical capabilities
• Facilitate initiatives to drive mill Cost saving programs on indirect cost

Soft Services (20%):

• Set and monitor the service provider performance based on the agreed SLA’s
• As part of continuous improvement, drive operational and cost efficiencies by monitoring the service usage and optimize together with service providers

Overview:

To lead a team of personnel (Yard and contractors) on the efficient operation of activities carried out onboard vessel (offshore newbuilding, repair, conversion and modification) or workshop and ensure that works are completed within stipulated schedules with skill, efficiency, quality and innovative solutions. Operation activities include practical design, practice procurement, project management, construction, installation, testing and commissioning. Responsibilities:

• Administers, monitors and continuously ensures that all operations conform to safety requirements and maintains high safety standards.
• Based on defect list given by ship owner, plans, prioritises and executes repair activity based on available resources and facilities. Provide information to APM for any CM39 requisition

Preferred Requirements:

• Preferably with 2 years’ working experience in a similar capacity.

• Monitor and brief staff's safety regulations at work
• Monitor and supervise good house keeping practice at incineration plant
• To plan proper schedules of steam distribution as well as arrange advance notice to other department if there is any interruption in stream supply
• Strictly follow ESH procedures, issue all necessary PTW and monitor contractor works
• To compile and review monthly operation reports (e.g. cost, productivity, quality, non-conformances, etc.)
• Comply with legal requirement such as NEA continuous air emission monitoring unit, PUB sewage water discharge limit, MOM boilers inspection, air compressors and etc.

Others:
• To undertake any other duties that may be assigned by the Management from time to time
• To assist and support the Operation Maintenance of Incineration plant for Technical support (advice, material selection, purchasing order, maintenance history records, and preventive maintenance plan)
• To train and guide the Incineration staff for operation and maintenance for continuous improvement

Requirements:
• Candidate must possess at least a Diploma/Bachelor's Degree in Chemical Engineering or equivalent.
• Min. 5 years experience in operating incinerator, waste heat boiler, cooling tower and demin water plant
• Steam Engineer Grade 1 or 2, preferably Grade 1
• Prefer to have Managing WAH, confined space and other related certificates

· Perform QC inspection at various stages of production and identify non-conformance quality issues.

· Perform QC inspections on incoming, WIP and outgoing parts in accordance with work instructions

Responsibilities:

• Develops and update piping specifications according to P&lD, contract scope of work (i.e. GTD, SOW) and class/rules requirement (ABS, DNV), etc.
• Builds Caesar II model for pipe stress analysis and Prepares pipe stress philosophy, pipe stress critical line list
• Analyze calculation output and guide piping deigners
• Runs pipe stress analysis and conduct checks (stress, deflection, equipment nozzle, flange, fatigue, blast case if applicable)
• Optimize support load if the load is found too high and provide solutions if stress results fail
• Generates load restraint summary for pipe support modellers and stress Isometric and/or stress mark up
• Prepares report for clients and resolve owner comments
• Issues pipe stress analysis report and perform trunnion calculation
• Updates Caesar.II model base on modeller feedback/site feedback and conduct all relevant stress checks
• Verifies types of primary pipe support based on pipe stress analysis results (rest, guide, hold-down and line stopper)
• Performs visual check and calculate pipe support load for non-critical line
• Performs Compressor equipment check, Expansion joint check and Spring hanger in stress analysis.
• Carries out inspection at site and onboard vessel to do as built

Requirements:

• Minimum Bachelor Degree in Engineering
• At least 5 year of piping engineering related working experience or similar activities as described above

Job Overview:

The Piping Material Engineer will be responsible for providing technical expertise in the selection, specification, and procurement of piping materials for FPSO (Floating Production Storage and Offloading) projects in the oil and gas industry. The role includes ensuring compliance with relevant standards, codes, and project requirements, as well as supporting the design, procurement, and installation phases of piping systems.

Key Responsibilities:

• Material Selection:Identify and select appropriate piping materials based on project specifications, industry standards, and client requirements for FPSO systems.
  Ensure compatibility of materials with process fluids, temperatures, and pressures encountered in oil and gas environments.
  
• Technical Specifications:Develop and maintain piping material specifications, including MTOs (Material Take-Offs), datasheets, and valve specifications.
  Ensure all materials comply with relevant industry codes such as ASME, API, ASTM, and company standards.
  
• Vendor Management & Procurement:Assist procurement teams by evaluating and approving material suppliers and vendors.
  Review technical documentation from suppliers, including manufacturing processes and certifications, to ensure materials meet project standards.
  
• Design & Engineering Support:Collaborate with piping designers and stress engineers to ensure materials are fit for purpose and can withstand operational stresses.
  Provide input during detailed engineering to ensure proper material handling, storage, and installation methods.
