Role Summary

The Manager of Project Procurement will lead procurement, supplier relationships, and supply chain management activities for RGE’s projects, especially renewable energy projects. The candidate will manage the procurement lifecycle for all project equipment purchases, including related services. This encompasses sourcing, evaluation and negotiation to contractual completions, for solar panels, energy storage systems, electrical & transmission equipment, subsea cables, and related EPC contractors. A key focus is ensuring all equipment suppliers and contractors meet stringent costs, quality and timeline requirements, and adhering to applicable local content requirements and project-specific standards.

The role will be based in Singapore and reports directly to RGE Group Head of Procurement.

Key Responsibilities

• Develop & execute procurement strategy for required equipment supplies, aligning with the projects’ budget, technical specifications, timelines, as well as minimizing sourcing & delivery risks.
• Liaise with Project teams to determine project requirements clearly, including Notice to Proceed (NTP) date, project specifications, services required etc.
• Implement structured supplier bidding, evaluation, and selection processes to secure components that meet quality and regulatory standards, with a focus on China supply chain in the case of solar renewable energy.
• Proactively source for & conduct thorough checks on new suppliers before considering their participation in tenders, and obtain market references for the relevant project specifications.
• Build & maintain strong relationships with a network of equipment suppliers and EPC contractors, focusing on tier-1 vendors globally, especially from China for solar energy.
• Establish bid standards and prepare procurement documents to solicit bids and contracts for the purchase and /or lease of materials and services.
• Work with project teams for technical evaluations & cost comparison among bidders, as part of technical and commercial bid evaluations before award. This is to achieve the company’s objective of optimal TQC (Time, Quality and Cost)
• Lead negotiations with suppliers and EPC contractors to obtain favourable pricing, as well as secure optimal terms & conditions to meet required specifications & minimize execution risks.
• Work with legal and project teams to draft, review, and execute contracts, focusing on safeguarding project interests and risks mitigation.
• Document all prices with other internal benchmarking results in Commercial Evaluation Summary for management approval before award.
• Proactively manage risks & develop contingency plans related to supplier & EPC contractor quality & delivery delay issues, cost overruns and supply chain disruptions.
• Provide necessary support to project teams during project execution.

Requirements

• Bachelor Degree in Engineering, Supply Chain Management or related fields; advanced degrees or certifications (CPSM, PMP) preferred.
• Minimum 10 years in Project Procurement or Supplier Management roles, with proven experience in renewable energy or large-scale infrastructure projects, such as Oil & Gas, Power, Energy Transmission & Distribution projects.
• Demonstrated successful track records handling end-to-end procurement for large scale projects from supplier sourcing to tender award and construction commencement.
• Familiarity with solar PV, BESS, balance of plant, transmission, electrical & subsea cable equipment an advantage. Experience in supporting projects in countries such as Indonesia / China / Brazil / India an added advantage.

· Work closely with Cloud Portfolio Director and the Cloud Engagement Lead to derive and implement a technical roadmap that is align with the IT architecture and cloud strategy.

· Work closely with a team of engineers of different domains to implement new and enhanced services the cloud platform.

· Be the solution engineer for the cloud platform, which includes new services via IaC on IaaS across Hybrid Cloud.

· Leverages on software as the primary tool to optimizing systems, building infrastructure and removing mundane work through automation. Scale sustainably via automation and evolve services/solutions, leveraging IaaS across hybrid cloud to drive changes that improves reliability and velocity.

· Engages in and improves the full lifecycle of cloud platform solutions from design, deployment, operation and refinement with accuracy and in compliance with organization policies and security requirements.

· Automate repetitive tasks and optimize cloud operations.

· Support services before go-live through activities like system design consulting, developing software platforms and launch reviews. Maintain post-live cloud operations by measuring and monitoring availability, latency and overall system health with any prompt and remediate actions.

· Support cloud adoption including new system and legacy system migration from traditional infrastructure to GEL Cloud platform

· Deploy product updates as required while implementing integrations when they arise. Specifying, documenting and developing new product features, and writing automating scripts.

· Takes accountability in considering business and regulatory compliance risks and takes appropriate steps to mitigate the risks.

· Maintains awareness of industry trends on regulatory compliance, emerging threats and technologies in order to understand the risk and better safeguard the company.

· Highlights any potential concerns /risks and proactively shares best risk management practices.

Our Requirements

· Strong hands on experience with using and designing VMware Cloud Foundry solution including NSX-T, vRealize Suite, vSphere/vCenter is mandatory.

· Strong hands on experience with using and designing Public Clouds (AWS, GCP or Azure) landing zone and infrastructure layer

· Strong working experience on patch management for operating systems and middleware is mandatory. Eg, Windows, RedHat, Websphere, Weblogic, MSSQL etc.

· Hands on experience with creation and maintenance of VMware server templating/blueprints such as RedHat, Windows server templates.

· Hands on experience with infrastructure-as-code, orchestration, configuration management and provisioning tools is mandatory.

· Systematic problem-solving approach, coupled with effective communications skills and a sense of ownership and drive.

· Strong experience in a Continuous Integration/Continuous Delivery (CI/CD) environment with strong appreciation of change/version control process and methodologies.

· Worked with DevOps and Automation tools (E.g. Selenium, SOAPUI, Bamboo, Jenkins, Ansible, Marvin, Github, Bitbucket, Nexus, Jira, Confluence etc).

· Must code, debug and optimize code and automate mundane tasks.

· Experience in scripting languages such as Bash, Batch, Powershell, YAML etc.

· Experience implementing distributed solutions in a secured multi-tier heterogeneous environment is mandatory.

· High level of integrity, takes accountability of work and good attitude over teamwork.

Position Overview:

• Assist in the development of algorithms for image and video processing, including tasks like image restoration, enhancement, and segmentation.

Role Summary:

As a Pre-Sales Engineer, your responsibilities include understanding client needs, designing robust scalable solutions, and delivering compelling proposals. You'll need a solid grasp of enterprise software and cloud technologies, effective communication skills, and the ability to collaborate with both technical and non-technical stakeholders. Your role involves presenting to diverse audiences, from lower-level influencers to high-level decision-makers, adjusting technical depth to suit each audience's needs.

Key Responsibilities:

• Provide pre-sales technical expertise through product presentations, demonstrations, and ongoing consultation.
• Drive adoption of our solutions within strategic accounts, translating technical features into value drivers.
• Develop and deliver materials to improve product knowledge among the sales teams and partners. Maintain up-to-date knowledge about our solution and competitor landscape to help craft effective sales strategies.
• Act as a reference point during pre-sales activities, showcasing in-depth technical & functional knowledge of our solutions.

1) Product Pre-Sales Consulting:

• Provide technical & functional direction and consulting to prospects and/or partners as part of the pre-sales process.
• Apply standardized approaches to contribute to commercial proposals.
• Maintain a broad understanding of the market to identify additional opportunities.

2) Product Demonstrations:

• Ensure out-of-the-box demonstration environments are available and tailored to client needs.
• Establish demo datasets and scripts for efficient responses to client inquiries.

3) Product Innovation and Continued Expertise:

• Develop a learning path to deepen expertise in solution functionalities.

4) Product Bid Response Efforts:

• Lead RFP/RFI response efforts, collaborating on technical & functional responses and commercial proposals.

Requirements:

• 4+ years of solution engineering or pre-sales experience in SaaS/enterprise software sales.
• Proficiency in server-side technologies, data management as well as HTML, CSS, JavaScript, and SQL.
• Strong understanding of SaaS/enterprise software technical aspects, including integration, security and scalability.
• Excellent written and verbal communication and presentation skills in English, with the ability to engage effectively with various levels of internal and external stakeholders.
• Willingness to travel (<25%).

Manage construction of assigned projects from start of construction to Commercial Operation Date (COD), ensuring compliance with assigned targets in terms of schedule, cost, while making sure all the internal requirements (e.g. HSE) are fulfilled.

Responsibilities

• Track and monitor project schedules and budget, flagging out any potential deviations in terms of timings and costing, using the corporate tools and platforms
• Manage contractors and other third parties in an effective and efficient manner to ensure projects run smoothly
• Identify potential risks in terms of construction and progress, making sure these are flagged to the senior project manager

Education/Experience

• Diploma or Bachelor’s degree in Engineering
• At least 3 years of working experience in construction / installation projects
• Prior renewable energy or construction industry experience, particularly solar preferred

• Good project management skills with ability to report in a clear and concise manner
• Excellent interpersonal skills with strong verbal and written communication abilities
• Skilled in project management frameworks (eg. Gantt Chart/Scrum/PMP)
