1. Responsibilities
· Ensure overall success of a project, or a platform, by ensuring that prioritized user stories are delivered on time, within budget, meet business requirements and comply with governance framework, including security and resiliency.
· Manage and monitor product backlog and MVP, risk and change management to ensure delivery of MVP on schedule, within scope and budget.
· Plan and manage product backlog and MVP, its objectives and desired outcomes, and ensure alignment of the business outcomes of the Authority.
· Plan and lead the development of the business case/concept paper and funding.
· Plan and lead the overall procurement activities, in particular tender specifications compilation, tendering, tender evaluation, recommendation and award.
· Lead the development of the overall product backlog and MVP schedule and activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables.
· Build comprehensive product roadmap and ensure all team members are on-board with delegated tasks and activities.
· Conduct regular work group meetings and provide progress and status reports to stakeholders.
· Perform stakeholder management, including keeping the relevant stakeholders informed of the status the product development on a timely and regular basis.
· Manage processes and procedures covering issue and risk management.
· Conduct Agile ceremonies such as but not limited to sprint planning, daily stand-up, sprint review and sprint retrospective etc.
2. What we are looking for
· CSM (Certified Scrum Master) or CSPO (Certified Scrum Product Owner) or AIPMM (Agile Certified Product Manager and Product Owner).
· Hands-on experience in Agile product management.
· ICT product management and people management skills.
· Knowledge of the Singapore Government’s and/or Authority’s procurement and governance processes will be an added advantage.
· Knowledge of design thinking and workshop facilitation will be an added advantage.
· Results and customer oriented.
· Proven ICT project/product management experience, preferably in medium to large scale ICT projects in government sector.
· Hands-on, delivery focused and pragmatic.
· Possess a proven and successful track record in delivering complex IT projects/programs.
· Hands-on IT professional with full SLDC lifecycle experience.
· Strong understanding and experience of Singapore Government security standards and compliance.
