Primary Scope
· Manage Direct Contracting procurement projects (about 50 projects a year) includes review of the project requirements specifications, justification for the single source and award recommendation prior to seeking approvals from the approving authorities and follow-through with the award/contracting process;
Secondary Scope
· Publish Procurement Performance Dashboards (bi-annually) against efficacy, operational efficiency, supplier performance management, supplier risk management, compliance, etc.;
· Publish Procurement Newsletters (quarterly) on newly created board-wide demand aggregation contracts, sourcing best practices, audit findings, etc.;
· Support the Quarterly Spend Analysis (i.e., analyse demand aggregation opportunity, percentage of buy against demand aggregation contracts, small value purchases, percentage of total suppliers in the top 90% spend, purchasing cycle time, spend by business units/priority areas);
· Develop Procurement Projects Dashboards of management’s visibility;
· Manage annual procurement customer satisfaction survey;
· Manage repository for “best-in-class” requirement specification on all demand aggregation contracts;
· Develop Evaluation Toolkits to simplify evaluation process;
· Conduct exercises to close expired Purchase Orders (Quarterly) with outstanding value;
· Conducts annual benchmarking exercises against government agencies and private sector;
· Support in developing Procurement Checklist & Infographics to strengthen user’ procurement competency;
· Support in launching Supplier Performance Management (Supplier Rating Tool),
Supplier Risk Management, Supplier Development Programme and Supplier Enabled Innovation;
· Innovation; Support in conducting annual briefing to board-wide staff on lessons learnt from Auditor-General’s report;
· Support in conducting procurement briefings to board-wide staff on best practices and case studies;
· Support procurement innovation projects (e.g., Open Innovation Platform);
· Support internal and external auditors on procurement audits and develop corrective actions and improvements plans;
· Support in organizing annual industry forum, e.g., Procurement Connect Series;
· Support in implementing procurement digitalization initiatives for board-wide adoption;
· Support in development of procurement competency roadmap for staff;
· Support in any ad-hoc sourcing projects;
· Follow-up on any procurement actions on Enterprise Risk Management.
Skills required:
1. A degree holder with minimum six months of experience working in the procurement sector.
2. Good command of written English.
