Job description

• Design and qualify electronic systems and/or electrical systems through prototyping validation.
• Establish procedures for qualification of electronic/electrical system, and manual documentation for a team to adopt.
• Conduct failure analysis of electronic/mechanical system to verify the cause of failures, and assist in arriving at the corresponding solution.
• Assist with production quality control and production processes when needed.
• Ensure compliance with company programs procedures and applicable quality system regulations and standards.

Position Responsibilities

• Conduct tests necessary to evaluate prototype, such as using equipment such as oscilloscope, power supply, measurement tools etc.
• Independently perform some level of failure analysis.
• Supports equipment development efforts for new products, and process improvements. These efforts may be the internal development of process equipment or coordination with an external equipment integration company.
• Supports processes. This support might include daily support of production operations as well as leading reliability and yield improvement activities for products.
• May be expected to work on complex problems where analysis of situations or data requires an evaluation of many tangible and intangible factors. Individual will be required at times to make complex technical recommendations on design quality and reliability.
• Writes Process Specifications and Manuals when applicable.
• Supports Return Merchandise Authorization process by providing root cause analysis report.
• Collaborates with Technical Experts from other software/hardware partners to implement new Product/ Process activities across the facilities following Technology Roadmaps and Design Engineering activities.
• Performs other position related duties as assigned.

• Reports any observed or informed process and/or product non-conformities.
• Finds resolution of Quality Situations at the area of responsibility.
• Complies with all the requirements in the operational procedures at the area of responsibility in order to meet the requirements of all applicable Quality System regulations.

About the role:

1) Project Preparation, Evaluation and Execution

• Initiate and monitor the master project schedule up to FID
• Develop high-level project descriptions including layout drawings and process drawings(P&ID)
• Prepare specifications in line with company standards and estimate costs for the proposed new, modifications or expansions project
• Take lead in preparation and completion of the ITB document including Basis of Design (BoD).
• Develop bid & piping packages for smaller project portions and work with Managers to develop bid packages for larger turnkey construction project portions.
• Take lead in technical clarification with the guidance of Managers to fully assess completeness of tender proposal and detailed comparison with every tenderer
• Provide the necessary inputs on technical evaluation to identify the most appropriate proposal for awarding of tender
• Review consultant and contractor drawings, specifications and documentation in liaison with Team.
• Assist commissioning team during the commissioning stage
• Liaise with the procurement team for purchasing of equipment / material according to the approved vendor lists and prepare Request For proposal (RFP) for obtaining quotes from bidders, Tendering & BQ evaluation
• Be responsible for project record-keeping. Perform overall quality control of the work (budget, schedule, plans, and personnel’s performance) and report regularly on project status
• Provide an on-site technical and engineering service between contractor and company to maintain control of construction, including site safety supervision and Safe Work Permit coordination
• Supervise and review Contractor Quality Inspection and Test Programmes. Coordinate specialist Third Party Inspections
• Review technical problems arising during construction, ensuring significant matters are formally resolved between contractor and company.
• Investigate variation orders and make recommendations
• Monitor site OHS and environmental performance.
• Report to Project Manager and liaises with other discipline lead engineers to ensure proper coordination and interface among different disciplines
• Ensure that pertaining engineering activities (process, civil, marine, mechanical, piping, electrical, instrumentation and control, painting and insulation) are carried out in accordance with project requirements

2) Project Governance

• Support, deputise the Project Manager, and be accountable for the success of the project
• Support the Project Manager to evaluate the risk level; to seek mandate from the executive board prior to signing off; to provide leadership for the VPM roles and internal customer to manage project stakeholders; to coordinate all applicable project work streams

3) Compliance

• Take lead in overall compliance to Project Management (PM) requirements.
• Conduct What-If risk assessment on changes under MOC
• Conduct Peer / Design Review as part of VPM requirement
• Keep abreast with the requirements of local legislative requirements and Corporate, Codes, Standards, and regulations
• Review of Method Statement and JSA(New)

4) Post Implementation Review

• Conduct project review on project and technical accomplishments
• Close-out the project and participate in a post implementation review

5) Stakeholder Relationship & Management

• Plan and deliver stakeholder engagement activities to develop effective project working relationships and to ensure that stakeholder needs and concerns are identified and met
• Manage internal and external stakeholder to ensure project is completed timely and safely
• Liaise with tax, legal, insurance, and treasury corporate departments / advisors on matters like e.g., contracting plan, and project execution plan

6) People Management

• Coach and guide other Project Team Members

About you:

• At least 5 to 8 years Oil & Petrochemical experience. 5 years project management experience, in similar industry
• Certified - Project Management
• Certified - Construction safety course for Project Managers
• Degree in Engineering preferably Mechanical or Process.
• Preferable to have piping experience.
• Experience in Construction and Maintenance of Jetty and Jetty topside equipments)
• Conversant with International standards such as API, ASME, ANSI, OCIMF, NFPA, Singapore Standard, Code of Practice.
• Preferable to have worked in Oil/Chemical Terminal experience
• Project or work exposure in tank engineering, construction or maintenance.
• Project or work exposure in process design or rotating equipment / terminal equipment maintenance,

• Project proficiency with Engineering and Operational knowledge background and experience in managing tank farms and similar projects.
