• Support the independent oversight of the AML/CFT program in Singapore and across the APAC Region.
• Assist the Singapore MLRO with the execution of the Singapore AML/CFT program, including by filing Suspicious Transaction Reports and serving as back-up primary point of contact for financial crimes related matters.
• Act as a regional point of contact for financial crimes escalations, including to review, comment, and disposition or further escalate issues, as appropriate.
• Provide review and analysis of customer relationships for financial crimes risks and assess effectiveness of mitigating controls.
• Conduct research and collating feedback for regulatory questions and enquiries.
• Monitor regulatory change, ensuring active identification, response and/or escalation of money laundering, terrorist financing and other applicable financial crimes-related topics, as appropriate.
• Produce financial crimes-related metrics and risk reporting.
• Assist in the review and credible challenge or financial crimes processes and controls across the APAC region.
• Identify, analyze, and appropriately escalate financial crimes risk-related issues.
• Lead or participate in moderately complex initiatives and deliverables within functional area and contribute to large-scale planning related to functional area deliverables.
• Provide support on financial crimes-related internal audit and compliance testing matters.
• Maintain an awareness of emerging financial crimes trends/risk across the enterprise and develop strategies to apply lessons learned that proactively address these risks.
• Deliver AML/CFT training.
• Establish and maintain strong working relationships with the Front Line, Compliance partners, legal, audit, and other FCRM managers for effective risk management.

Required Qualifications:

• 4+ years of Financial Crimes, Operational Risk, Fraud, Sanctions, Anti-Bribery, Corruption experience, or equivalent demonstrated through one or a combination of the following: work experience, training, military experience, education
• Knowledge and strong understanding of Singapore AML/CFT regime and international/industry practices, to include BSA, USA PATRIOT Act, OFAC, and global sanctions.
• Experience in managing the preparation of policy and procedure documents, investigative reports, and Suspicious Transaction Reports.
• Excellent verbal, written, and interpersonal communication skills for effective communication with stakeholders verbally or via written form.
• Good understanding of KYC & AML requirements for various client types, lines of business, and products.
• Excellent analytical skills, lateral thinking, and problem-solving ability with high attention to detail.
• Ability to develop and manage business relationships with various stakeholders, including front line businesses and audit.
• Ability to independently prioritize work, meet deadlines, achieve goals, and work under pressure in a dynamic and complex environment.

Desired Qualifications:

• 6+ years of AML/CFT related experience in a financial institution or combined with experience in a related government/regulatory body.
• BS/BA degree or higher.
• Certified Anti-Money Laundering Specialist (CAMS) and/or Certified Fraud Examiner (CFE) or other similar designation considered a plus.
• Understanding of Process, Risk and Control and experience with RCSA (Risk Control Self Assessments) considered a plus.

Job Responsibilities:

1. Be familiar with the processes of bulk trade and supply chain finance, strictly control the risk control in the early, middle and late stages, formulate and implement countermeasures, and be familiar with upstream and downstream products, operating conditions and transaction processes.

2. Establish and continuously improve the risk management system, system, methods and procedures suitable for the company.

3. Conduct risk research on various businesses of the group and provide support materials for risk control planning of new business models.

Actively assist the business in formulating business plans to avoid risks, propose prevention and resolution control measures, and cooperate with the operations director to formulate risk management countermeasures for different project types.

Comprehensively organize and manage business risk review and business supervision

4. Carry out risk management evaluation according to the annual risk management assessment plan, and provide support materials for phased and annual risk management evaluation reports.

5. Responsible for tracking changes in national laws, regulations and industry regulatory policies, and timely put forward various legal risk management suggestions and opinions.

6. Responsible for reviewing, improving and managing the company's related contracts, agreements, legal documents and other legal documents, handling the company's litigation and non-litigation business, issuing oral or written legal opinions, and improving the company's legal affairs management system.

Job requirements:

1. Bachelor's degree or above in finance, trade, management, law and other related majors.

2. 5 years or more of relevant work experience, with experience in risk control in bulk trade and supply chain finance industry.

3. Familiar with national economic laws, regulations and policies such as finance and investment, contract law. Those with solid basic knowledge of law are preferred.

4. Strong ability to judge and analyze legal issues, business execution and communication skills, clear thinking, and able to withstand work pressure.

5. Work rigorously and responsibly, be down-to-earth and serious, have a high sense of responsibility and have strong teamwork ability.

6. Good oral and written expression skills, strong moral integrity when handling sensitive information and facing multiple pressures.
