Job Summary:

The Environmental Control Officer (ECO) plays a critical role in ensuring that road and civil construction projects adhere to environmental regulations and standards. Working closely with road contractors, government agencies, and environmental stakeholders, the ECO oversees environmental compliance, monitors construction activities, and implements mitigation measures to minimize environmental impacts. This role requires a strong understanding of environmental laws, regulations, and best practices in the construction industry.

Key Responsibilities:

· Ensure that all construction activities comply with relevant environmental laws, regulations, and permits.

· Review project plans and specifications to identify potential environmental impacts and develop mitigation strategies.

· Conduct regular inspections to monitor compliance with environmental requirements and address any violations promptly.

· Maintain records of environmental monitoring data, inspection reports, and compliance documentation.

· Monitor air, water, and soil quality during construction activities to assess potential environmental impacts.

· Implement erosion and sediment control measures to prevent soil erosion and protect water quality.

· Monitor noise and vibration levels to minimize disturbances to surrounding communities.

· Coordinate with government agencies, clients, and community stakeholders to address environmental concerns.

· Respond to inquiries and complaints from the public regarding environmental issues related to construction activities.

· Provide environmental training to project staff and contractors to raise awareness of environmental requirements and best practices.

· Develop educational materials and conduct outreach programs to promote environmental stewardship among project stakeholders.

· Foster a culture of environmental responsibility and compliance within the project team and contractor workforce.

· Identify potential environmental risks associated with construction activities and develop contingency plans to mitigate these risks.

· Respond to environmental incidents and emergencies, such as spills or releases, in accordance with established protocols.

· Conduct post-project evaluations to assess the effectiveness of environmental mitigation measures and identify lessons learned for future projects.

Qualifications:

· Registered Environmental Control Officer for Specified Construction Sites with National Environment Agency.

· Previous experience in environmental compliance, preferably in the construction industry or infrastructure development projects.

· Strong knowledge of environmental laws and regulations.

· Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders and facilitate collaborative problem-solving.

· Strong analytical and problem-solving skills, with the ability to assess complex environmental issues and develop practical solutions.

· Attention to detail and the ability to manage multiple tasks simultaneously in a fast-paced environment.

· Minimum 3 years of relevant experience in the construction industry.

· Experience in the implementation of ISO 14001 and Green & Gracious Builder Scheme (GGBS)

Job description:

· Commissioning, Maintenance, Repair & Troubleshooting of marine electrical & mechanical equipment onboard vessels and in company premisses/workshop ( i.e. Burners, Boilers, Scrubbers, EGE, EBG, GCU and supporting systems).

· Ability and willingness to travel on short notice onboard vessels in region, but occasionally also globally.

DESCRIPTION

The Administrative Executive is responsible for providing administrative support to ensure the smooth and efficient functioning of the department initiatives within the hospital. RESPONSIBILITIES

Documentation Management:

• Ensure efficient Civil & Structural and Geotechnical & viaduct design is achieved in accordance with Design Criteria and relevant standards
• Liaise with internal and external parties on all civil & structural and geotechnical & viaduct design matters and advises the Principal Project Manager (PRPM)/ Senior Project Manager (SPM)/Project Manager (PM) regularly
• Co-ordinate the review of Contractor's civil & structural and Geotechnical & Viaduct submission and assists the SPM/PM in conveying a timely response to the contractor
• Identify and resolve potential design related issues during construction phase
• Carry out any other duties as required by the Authority's Project management team, including attending technical meetings and discussions, preparation of minutes of technical meetings and to provide technical meetings and to provide technical support as required in the evaluations of Contractor's claims
• Ensure that the design intent is translated to construction on site by means of correct drawings and specifications

Requirements

• Minimum Degree in Civil/Structural Engineering or equivalent
• Candidates with contractor's (main/sub) experience are welcome to apply.

• Report to QPS and QP (Geo) on all design matters
• Ensure that the contractor's design are in compliance with LTA's specifications and requirements
• Assist to check on the design calculations
• To liaise with AC and QP(D) to ensure that all permits and applications as required by BCA are endorsed in tandem with the progress of the Works
• Lead in the review of Contractor’s submissions required of the Consultant and coordinate with his respective QP(S) and the Contractor’s design teams to ensure prompt resolution of all design-related issues arising from the reviews of the Temporary and Permanent Works.

Responsibilities:

• The Senior Design Engineer (SDE) shall be an engineer in the civil/structural discipline with at least a degree recognised by the Professional Engineers Board of Singapore
• At least ten (10) years of relevant experience on projects similar in nature to vehicular tunnel, including at least five (5)years in the design of geotechnical works for deep excavation

• Assist Principal Project Manager (PRPM)/ Senior Project Manager (SPM)/ Project Manager (PM) in day-to-day management of the contract
• Advise the PRPM/SPM/PM on site quality and safety issues.
• Determine any non-conformances on works
• Liaise with Contractor to rectify any non-conformances and document them properly
• Ensure that decisions on site issues are conveyed to the Contractor within a reasonable time frame.
• Ensure that works are carried out according to specifications, drawings and programme without compromising on quality and safety
• Provide feedback to the PRPM/SPM/PM on quality and safety matters and suggest quality improvement measures for implementation on site
• Supervise installation of instrumentation and monitoring of instrumentation
• Lead a team of supervisors to ensure full time supervision of works on site by supervisor /client

Job Requirement

• Minimum Degree in Civil and Structural Engineering
• Minimum 5 years relevant experience in project/construction environment
• Proficient in relevant software programmes for planning and project work
• Pro-active team player with good analytical and communication skills
• Required to have at least 2 years of viaduct and/or flyover construction experience

• Project specifications, construction drawings and Building Control Act and Regulations.
• To be overall in charge of the management and control of a team of site staff or Resident Technical Officer(s)
• To provide administrative control on the site staff, instil and maintain discipline, and punctuality, keep daily records of staff attendance, keep records and process the staff leave entitlement, sick leave, in-camp training and other matter concerning the site staff administrative matters, discipline and welfare.
• To oversee in all aspects relating to the construction of the Project, keeping and submitting records.
• To provide full support and assistance, as and when directed by the Superintending Officer.
• To check and assess temporary works by the Contractor to ensure that the works are safe and in compliance with all relevant Regulations.
• To ensure that Contractor’s working procedure complies with the agreed method statement and relevant workplace safety and health regulations and to direct modification to the procedure, if necessary, to comply with the agreed method and safety and health regulations.
• To inspect completed work and prepare defects list if necessary.

Requirements

• Degree in Civil and Structural engineering
• At least 5 years of civil engineering experience, of which 3 years must be of Geotechnical such as cut & cover tunnel and deep excavation works.

Possessed a valid RE Cert

• Ensure that good safety and high quality of work are being carried out by the Contractor in compliance with the statutory requirements
• To provide wherever and whenever necessary standing supervision for the construction of civil and structural works in accordance with the Project specifications, construction drawings, and Building Control Act and Regulations.
• To assist SRE in the management and control of a team of site staff or Resident Technical Officer(s)
• To assist SRE in administrative control of the site staff, instill and maintain discipline, punctuality, and keep daily records of staff attendance, and other matters concerning the site staff's administrative matters.
• To oversee all aspects relating to the construction of the Project, keeping and submitting records.
• To provide full support and assistance, as and when directed by the SRE or client
• To check and assess temporary works by the Contractor to ensure that the works are safe and in compliance with all relevant Regulations.
• To ensure that Contractor’s working procedure complies with the agreed method statement and relevant workplace safety and health regulations and to direct modification to the procedure, if necessary, to comply with the agreed method and safety and health regulations.
• Any other Adhoc tasks are given by management

Requirements:

• Min 4 years of civil engineering experience
• Min 2 years of experience in geotechnical and deep excavation works
• Degree in Civil Engineering
• Accredited as a RE with IES
