Job Summary

The job holder (2 years contract) is responsible for ensuring the efficient planning, execution and evaluation of Human Resource Development functions.

The job holder is largely expected to work in an office environment from 8.30 am to 6.00 pm on weekdays and may also be required to travel out of the office for meetings. On occasion, the jobholder may need to work outside official hours on weekends to support in the running of events.

Key Responsibility Areas

Learning & Development

1. Administer and assist in the planning of the overall total company training plan.
2. Coordinate the administrative and logistical arrangements in both internal and external training programmes for staff.
3. Update and maintain overall record of staff training and information-sharing platforms and share monthly/quarterly updates with HODs.
4. Provide administrative support for the organisation’s scholarships and training awards for staff.
5. Facilitate in coordinating training utilising Personal Development Training (PDT) fund and administer reimbursements for this fund.
6. Provide administrative support in the collaborations/partnerships with partners at the national level for staff learning and capacity-building.

HR Management System (HRMS)

1. As the Administrator managing the Learning Management System (LMS) in the HRMS.
2. Ensuring the smooth execution of the training modules for course application, updating of staff’s individual learning plans, course directory, updating and maintaining the job-families’ competencies.
3. Maintaining and updating the training reports generated from the system and ensuring the up-to-date information (training courses, training hours, training cost, etc.) in the training module.
4. Assist the staff in the fault finding in using the training modules.
5. Manage the overall training feedback reports and analysis of data from the HRMS.

Organisational Culture & Engagement

1. Facilitate and organize monthly communication and engagement platforms for staff namely Staff Dialogues and Lunchtime Talk sessions.
2. Facilitate and organize the on-boarding programmes for new staff.
3. Conduct and evaluate the organization culture through the employee engagement surveys.
4. Organise programmes in the promotion of Work-life Balance among staff.

Other Duties

1. Facilitate and administer staff’s participation and representation in national events eg. National Orange Ribbon Celebrations, Community Engagement Games Day, etc
2. Any other duties as directed and assigned by the Reporting Officer.

Description of Division

You will be part of the Regional Team under Service Management Division of KidSTART Singapore Limited (KSL) to oversee the effective implementation of KidSTART programmes in each regional cluster or across the various regional cluster(s), oversee service management and audits of KidSTART Agencies (KSAs), funded healthcare partners and manage relationships of cross-regional partners/stakeholders such as MSF Social Service Offices, Family Service Centres, Preschool Operators, Polyclinics, Hospitals, who are part of the KidSTART eco-system of delivery and ensure alignment with KidSTART Service Model and overall KSL strategy.

Key Responsibilities

1. Service Development

b. Support the development of engagement strategies with preschool chains and centres, including the development of collaboration protocols and attendance tracking system.

c. Review and enhance the collaboration framework between KSL and KSAs as the main KSA liaison officer.

2. Service Management (KSL and Funded Partners)

Job Scope

• Conduct basic audiological assessments by performing otoscopy, Pure Tone Audiometry, Immitance test (Tympanometry and Acoustic Reflex), and Speech test
• Obtain case history from patients or caregivers
• Perform hearing aids troubleshooting
• Assist patients with hearing aid spare-part replacements
• Responsible for proper documentation of audiometric results and patients’ records
• Monitor and keep records of clinic consumables and hearing aid stocks

Job Responsibilities:

• Management of student leaders in student Clubs
  • Oversee, mentor and guide student leaders in club governance, finance, safety and branding of student clubs.

• This position is for Office of Human Resources and Faculty Administration (HRFA).
• HR Technology Management
  • Lead the strategic planning and execution of HR Technology systems/platforms to improve and streamline HR operations, as well as enhancing the user experience for employees, line managers and HR users.
  • Serve as a liaison between HR function and IT/System implementation partner for the SAP SuccessFactors implementation project and ongoing technology initiatives/enhancements.
  • Lead the design and delivery of new/enhancement of HR technology solutions including HRIS (SAP HR ECC, SAP SuccessFactors modules) and other relevant 3rd party HR tools (e.g., Qliksense, Glint, Chronus, Microsoft Office Tools, Document management System) to meet the needs of the organization.
  • Work closely with cross-functional teams to ensure smooth rollout and integration between HR systems and other organizational platforms, aligning to business requirements.
  • Facilitate the change management process for the deployment of new systems or major updates to existing HR systems/modules.

  • Oversee the management of HR data, not limiting to data structure inventory, data accuracy and compliance with data privacy.

• Process Optimisation

• Compliance and Vendor Management
  • Oversee and review users' access for all HR related systems, i.e., HRMS such as SAP HR/SuccessFactors, reporting tool such as Qliksense, electronic document management system, Intranet repository, 3rd party systems, etc. to ensure segregation of duties are being managed appropriately according to internal control guidelines.
  • Participate in the periodic audit review exercise, not limiting to users' access maintenance.

• Training and Documentation
  • Develop training materials, conduct training sessions for users on the use of HR technology platform. Create and maintain documentation, user guide, FAQs to support end-users to navigate the system effectively.
