About the Scientific Data Strategy Office at A*STAR
With data at the core of A*STAR's vision to be Singapore's Data, AI, and Hybrid Compute node for scientific research, the newly established Scientific Data Strategy Office (SDSO) is responsible for strategizing the delivery of Whole-of-A*STAR data products and services. The SDSO also advocates for data literacy and partnerships to create value while ensuring safe usage of scientific data through best practices.
To realize these ambitions, the SDSO is tasked with:
1. Establishing A*STAR's scientific research data management framework:
- Developing and updating policies to promote good data management practices.
- Enforcing data security and compliance with standards, agreements, and regulatory requirements.
- Collaborating with other public or private sector data departments on data quality, standards, and interoperability.
2. Establishing A*STAR's scientific data architecture:
- Defining data products from new and existing cross-domain scientific data assets to support research use cases.
- Forging strategic data partnerships at both national and international levels to enrich A*STAR's data assets.
- Developing best practices for data engineering to transform data assets into products.
3. Establishing A*STAR's scientific data advocacy framework:
- Defining data services from new and existing cross-domain scientific data assets to empower Whole-of-A*STAR to be more data-driven through self-help.
- Developing data advocacy initiatives to raise awareness and literacy in scientific data management, products, and services.
- Connecting A*STAR's data framework with other national (e.g., MOH's TRUST and GovTech's enTRUST) and global data frameworks.
Job Descriptions
We are seeking an experienced Data Management Specialist (DMS) to join A*STAR. Reporting to the Director of the Scientific Data Strategy Office (SDSO), the DMS will support the development and implementation of A*STAR's scientific research data management activities, enhancing data accessibility, quality, and security to foster innovation and collaboration across research teams.
Key Responsibilities:
- Framework Development: Develop and enhance A*STAR's scientific research data management framework and guidelines, including data classification, ownership, and stewardship, leveraging proven frameworks and best practices.
- Policy Implementation: Define and implement data exploitation policies and processes across research teams and departments within A*STAR, ensuring data access, quality, and usability.
- Service Definition: Define and maintain data management services to promote and ensure the safe and secure usage of A*STAR scientific data.
- Data Sharing: Develop data sharing policies and agreements to support external data exploitation for scientific research purposes.
- Quality and Standards: Provide requirements on data quality, standards, and interoperability/collaboration within and beyond A*STAR.
- Evaluate Impact: Establish an evaluation framework to measure the value and impact of the SDSO's data management strategies and initiatives.
- Advise on Trends: Provide insights and updates to A*STAR management and research staff on industry trends, standards, relevant data laws, and regulatory requirements related to data management, recommending appropriate modifications to existing policies and practices.
Job Requirements:
- Experience: 5-8 years of experience in data management, with prior experience in developing and implementing data management frameworks and policies.
- Education: Bachelor's degree in Computer Science, Data Analytics, Data Science, Data Engineering, Information Management, or a related field. A Master's degree or certifications in data management are preferred.
- Technical Skills: Deep understanding of data management strategies, practices, policies, procedures, data security standards, and privacy laws.
- Analytical Skills: Strong analytical capabilities to assess the efficacy of data management strategies.
- Mentorship: Ability to mentor junior officers.
- Communication: Excellent communication, presentation, and interpersonal skills.
- Organizational Skills: Strong organizational skills and attention to detail.
- Proficiency: Proficient in relevant data engineering tools and applications.
- Contextualization: Ability to contextualize government policies and industry best practices in data management within A*STAR's context for scientific data.
- Collaboration: Ability to work effectively with various data-relevant stakeholders across A*STAR entities.
