[What you will be working on]

Lead the IT Governance and Security Team to:

- Develop frameworks and processes to support both Enterprise and Teaching & Learning business objectives of ITE

- Develop, implement and monitor reporting mechanisms for governance, security and risk practices to support compliance and highlight areas of exposure.

- Provide guidance to other IT and business units in the conducting and updating of risk assessment for IT projects and systems.

- Review to identify security risks and breaches to ensure the organisation’s assets and information are appropriately secured at all times.

- Communicate security basics to the general user population including formulating Security Awareness program to raise user awareness and understanding of basic security concepts

- Develop and updating of the IT Business Continuity Plan.

- Monitor and review compliance with risk management strategies and practices to ensure ICT-related activities are meeting Singapore Government Instruction Manual and relevant ICT security best practices.

- Working with project teams to collate, track deliverables and ensure timely update to IT & Digitalisation Steering Committee.

- Work with project teams to ensure timely submission on various polls, monthly/quarterly/yearly submission requests from internal and external bodies - Work collaboratively with other corporate oversight functions to identify and implement consistent and effective approaches to risk governance and control-based activities

- Work with internal units to conduct regular reviews and audit of IT systems and applications to ensure statutory compliance

- Liaise and support internal and external auditors to facilitate IT audits, reviews and timely closure of audit outcomes

- Provide secretariat support to IT & Digitalisation Steering Committee

- Lead in the investigation of cyber security incidents by working with other government agencies

[What we are looking for]

- Possess suitable academic or professional credentials in Information Technology, Computer Engineering, Computer Science or related fields.

- Possess relevant IT Governance, security and project management certifications (eg COBIT, CISSP, CISM, PMP).

- Minimum 5 years’ experience in either IT Governance and/or IT Security & Operations.

- Having experience in leading cross-functional teams in IT Governance and/or IT Security & Operations would be an advantage

- Possess leadership qualities as well as good people and collaboration skills. - Good presentation, verbal and written communications skills.

- Diligent, resourceful and able to multitask in a dynamic work environment - Meticulous in planning and tracking - Familiarity with tendering procedures, ICT Security Standards in Singapore Public Service and managing IT budgets would be an advantage.

The Senior Manager plays a pivotal role in supporting the Assistant Director (Policy & Administration) in policy review, digitalisation and strategic planning related to PA registered Trainers/Private Operators, courses, Interest Groups (IGs), and IG leaders. The responsibilities include monitoring the management of Trainers, IGs, case management, and course modules within the onePA system and future IT systems to facilitate effective community outreach. Additionally, the Senior Manager is responsible for maintaining records of quality service cases, overseeing feedback management from internal and external stakeholders, managing audits, and addressing audit observations to enhance the quality of training providers.

Furthermore, the role involves administering the Appointment and Renewal of Talent Advisory Panel members, overseeing the management of PA registered Trainers and Private Operators, identifying their training needs, and coordinating workshops to upgrade their skills and competency. The Senior Manager is also tasked with collating and reviewing regular reports on course participation and IG membership, generating data from the onePA/IT system for operational purposes, and preparing reports and materials for division/section meetings, presentations, and other briefings/workshops.

In addition, the Senior Manager liaises with PA registered Trainers/Private Operators, and Constituency Office Staff to align PA key messages, communicates with internal and external stakeholders on the dissemination of information and policies, and ensures the smooth operation of day-to-day office and administrative functions. Supervisory responsibilities include ensuring team compliance with Government Instruction Manual on Procurement rules and regulations, monitoring the Division's and team's budget utilization, guiding the Manager to optimize resource utilization, and overseeing the update of office inventory, maintenance of office equipment, and disposal of documents after the mandatory period.

Finally, the Senior Manager assists in other projects and duties as instructed by division's senior officers/management.

Key responsibilities include:
 

Training for PA Staff and GRLs

• Supports the conduct of courses (face-to-face, virtual or blended) to enhance the capabilities of GRLs and PA Staff.

• Assists to prepare training materials (facilitator’s guide, learner’s guide, PowerPoint, e-learning course wares etc) and learning aids (learning posters, videos, activity props, etc) for the conduct of the course.

• Assists in reviewing the course through evaluation forms, surveys and focus group discussions with learners.

Management and Organisation of Training Programme

• Manages all training supplies, activity props and learning aids.

• Works in taskforces and project teams to enhance NACLI’s training quality.

• Collates and reports GRL and PA Staff training data such as course schedules, course runs, attendance, number of learners, learners’ profiles etc.

• Compiles data on speakers’ profiles for leadership dialogues / Community of Practices (CoPs) and leadership programmes, where relevant.

Stakeholder Engagement

• Liaises with NACLI departments, PA Divisions (Constituency Offices, HQ Divisions, etc) and vendors to facilitate and implement GRL and PA staff courses.

• Liaises with NACLI departments, PA divisions and vendors to schedule training dates, coordinate venue for training, and ensure all administrative and logistics support are provided to create a conducive learning environment for learners and facilitators.

Finance & Support

• Assists in procurement process such as preparing specifications for GeBIZ ITQs, selection committees and awarding of contracts in liaison with NACLI’s Training Operations department.
   
• Provides secretariat or manpower support for meetings and other NACLI programmes which may be conducted during weeknights and weekends.

• To work on various quotations and tenders for all sub projects for the GSPD.

• Support and facilitate the place making commission through all modes of communications and to ensure that all the short and long term plans are well coordinated.
• Pilot and promote engagement efforts in the precinct development neighbourhood programs.

IPOG staff are also to perform the following duties:

To implement meaningful and innovative national and community programmes             

• Scheduled duties to cover weekday night programmes and weekend programmes
• Scheduled to manage and execute national programmes for WGS that requires multiple meetings, rehearsals and planning. Some of these events are Annual Bazaar, Monthly Cultural Events, Bulan Bahasa, etc.

To foster strong partnerships and networks

• Appointed as secretariat to various committees such as Programme Advisory Committee, Precinct Development Inter-Agency Committee, WGS Social Network Committee, Facilities Management Committee, Integrated Programming Committee, Kurnia Operations Committee and M3
• Scheduled to attend monthly CCC and CCMC meetings in the evenings
• Multiple ad-hoc ‘after office hours’ engagements and meetings with MMOs, VWOs and other non-government organisations whom are volunteers and can only meet after work

To assist in facilities management services of common properties at Wisma Geylang Serai

• Scheduled to perform random surprise checks on facilities, security, cleaning and tenants at odd hours

To assist in the day to day operations of Malay Muslim Organisations (MMO) office

• Manage Kurnia (MMO Hub) as and when required of which operating hours are beyond office hours
