• CONQUAS Standards & Guidelines: In-depth knowledge of BCA’s CONQUAS standards, especially in structural, architectural, and M&E works criteria, assessment scoring, and inspection guidelines.
• Inspection Techniques & Tools: Proficiency in inspection techniques and tools that align with CONQUAS criteria, including non-destructive testing (NDT) and visual inspection practices.

5. Training & Development

• CONQUAS Training for Team: Train the construction team on CONQUAS requirements, quality assessment protocols, and best practices to enhance work quality and scoring.
• Continuous Improvement: Promote continuous quality improvement initiatives that reflect CONQUAS requirements, addressing observed quality gaps with updates to procedures.

6. Qualifications

• Education: Diploma/ bachelor’s degree in civil engineering, construction management, or related field
• Experience: 3-5 years of experience in a QA/QC role within the construction industry, with added experience in managing Quality Marks assessment processes or certifications a significant advantage
• Certifications: BCA-Approved CONQUAS training or relevant quality certification such as ISO 9001:2015 in Quality Management Systems.
• Skills: Strong analytical skills, attention to detail, and the ability to assess and improve quality standards.

Primary Objectives of Position

• Manage and maintain the NEL OCS System so as to ensure that the safety, reliability and availability of such services meet all regulatory requirements for MRT operation.

Major Responsibilities

• Liaise with external agencies on all matters pertaining to the NEL OCS system and equipment.
• Meet Operational targets for availability and reliability of Power Supply
• Ensure all equipment is operated and maintained in accordance with manufacturer recommendations and in compliance with legislative requirements.
• Procure all necessary tools, spares and services pertaining to the operation of the system.
• Plan and implement a cost effective and comprehensive maintenance program.ss
• Prepare and review maintenance contracts. Certifying outsourced maintenance contractor’s work, invoices, purchase order and variation order
• Develop and maintain Work Instructions in accordance with approved documented procedures.
• Ensure safe work and access for Main line and Depot maintenance activities.
• Lead in Failure Review and Corrective Action implementation.
• Responsible for the management of staff including participation in the selection, discipline and performance review processes.
• Responsible for the formulation of asset management plans, preparation of associated budgets and asset performance
• Participate in testing and commissioning of equipment.
• Implement and maintain Quality Management System
• Recruit, develop and supervise relevant Assistant Engineers and Technicians
• Undertake tasks and projects as assigned by the HOD or Section Head.

Specific Safety Responsibilities

• Responsible for maintaining the technical standard for Electrical Power Distribution equipment so as to ensure the highest level of operational safety for the MRT system.
• To enforce Departmental Works Instruction system and all Rail related safety rules and procedures.
• Responsible for the safety of departmental staff, related contractors and others working on the Electrical Distribution system in the NEL MRT premises

Job Specifications

Minimum Education / Qualifications

• Degree/Diploma in Electrical and Electronic or Mechanical Engineering

Minimum Years of Relevant Experience

• Preferably at least 5 years of working experience in both LV and HV environment, preferably in a rail transportation environment.
• Electrical Power System background
• Preferably EMA Licensed Electrical Worker (Technician Grade)
