• Leads a team of REs, RTOs, QS and document controller and provide direction for field engineering for system-wide MEICA works which include Odour Control & Air Jumper Facilities and Site-Wide Instrumentation Monitoring for DTSS2.
• Site supervision and commissioning of the system-wide MEICA works including coordination and interface with the DTSS2 contractors and PUB.
• Supports the Project Director, Deputy Project Director and Construction Manager in leading a team of technical professionals to deliver construction and programme management services.
• Ensures the Contractor provides consistent quality of works in accordance with approved drawings and contract specifications.
• Resolves construction and commissioning-related issues raised by Client/Contractors.
• Monitors and reports on Contractor’s work progress, schedule and cost performance and safety records.
• Responsible for the review and approval of Contractor submissions which include but not limited to reports, RFI, claims, specification, calculations and drawings.
• Ensures consistent and thorough submittal reviews of the Contractors’ submission have been done throughout the submittal approval process.
• Chairs meetings, lead discussions with Clients and Contractors and prepare meeting notes.
• Assesses and checks on RE’s and RTOs’ certification on the value of work completed, recommend progress payments to be made to Contractor, and monitors the Contractor’s cash flow projection.
• Resolves contractual issues (which include variations and EOT claims) with the Contractor and recommend to the Client for approval.
• Ensures that records of all works including but not limited to tests, inspections, and minutes of meetings are filed in the DTSS2 Project Information Management System.
• Maintains a high profile in HSES by active participation in HSES audits, inspections and reviews.
• Promotes a near-miss reporting culture and ensure lessons learnt from these near-misses are shared across the programme.

Requirements

• Minimum Degree in Mechanical/Electrical engineering or equivalent
• RE registration accredited with the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore is preferred
• About 10-15 years of relevant experience in Odour/Wastewater/Conveyance Systems and familiar with the associated MEICA works.
• Experience in managing and administering engineering work in multiple disciplines and multiple contract environment
• Broad working knowledge of all engineering disciplines.
• Conversant with PSSCOC, local building codes, M&E Codes of Practices and regulations
• Good supervisory and management skills
• Strong letter and report writing ability

1. Stakeholder Engagement

• Establish strong rapport and close communications with Partners through an integrated Account Management approach

Responsibilities

• Maintain the oversight of the process of the assigned product(s) at given CMOs (e.g., from raw materials to primary packaging). Maintain the knowledge and the history of the product(s) process throughout the entire commercial lifecycle since transfer from development to date.
• Liaise with Head at global level and act as the representative in assigned SRTs, with matrix reporting to the Supplier Relationship Manager (SRM). Align work packages to support the overall CMO strategy and SRT direction. Work in close collaboration with EM&S SRT functions (Quality Assurance, Regulatory Affairs, Supply Chain, etc.), and establish partnership with CMOs with focus to ensure and improve product process capability, to keep up to date the knowledge of process and to maintain the product quality and the manufacturing / packaging processes in constant state of validation.
  Oversee and ensure maintenance of technical documentation such as product specific Quality Risk Analysis (QRAs).
• Track CPV parameters provided by the CMOs. Monitor all critical variables and key variables as appropriate for the assigned product(s) (Critical Process Parameters CPP, In Process Control IPC parameters, Quality Attributes, Characteristics of raw materials. etc.) using statistical analysis and conducting regular product specific data trending, contributing to the CMO Balanced Scorecard where relevant. Understand and run data trending and statistical analysis where needed. Ensure data and trending is shared within SRT and conclusions aligned with the CMO.
• Provide the necessary data for the technical activities involved in transferring a product and its process(es), focusing on existing knowledge, through the appropriate documentation and supporting at the giving/receiving site, as needed.
• Initiate and support investigations and improvement projects (quality, efficiency), based on the above data analysis, involving cross-functional teams.
• Provide all necessary information to perform the validation documentation, align with other process experts (i.e., CDMOs / CLOs) to organize, review and approve the study plans and samples management. Technical Manager is in lead for process qualification and validation. Supports other experts to assess the need to plan validations / re-validations / verifications, consulting approving and reviewing the process validation master plan, together with the Validation Lead or Validation Experts from the CMO. Requirements

• BSc. In Pharmacy, Pharmaceutical Technology, Chemistry, Engineering, or equivalent scientific degree. Desirable MSc. or equivalent experience
• Minimum 5-8 years experience in pharmaceutical and chemical manufacturing process development and lifecycle management as Production Manager, Process Development Expert, or comparable
• Comprehensive know how in pharmaceutical or chemical technologies such as API, Drug Product formulation, fill and finish (i.e., solutions, emulsions, and suspensions)
• Project Management and team leadership experience
• Sound experience of data handling and applied statistics is a must.
