Roles & Responsibilities

The Lead Resident Engineer shall be in the discipline of Electrical, Instrumentation & Control in delivery of large scale power generation project. The Engineer shall have at least 10 years of relevant engineering experience in delivery of large scale industrial/ utilities projects (e.g. waste, water, oil & gas, power) or relevant experience in delivering large solid waste management projects (e.g. WTE, sludge incineration, materials recovery and food waste

treatment).

The duties shall include the following but not limited to:

• Work as owner’s engineer to lead the ICA project implementation at site.
• Assist Chief Resident Engineer in daily supervision and coordination duties for ICA discipline.
• Project delivery planning including time and manpower scheduling.
• Source and interview for Resident Engineers and Resident Technical Officers for ICA discipline
• Strong capability of specification capability for all ICA related specification. e.g. DCS / PLC system configuration, topology and controller, RIO engineering.
• Enforce Specifications, International Standards, Singapore Standards and good practices
• In depth of understanding for automation package for contract implementation of automation systems for WtE project.
• Contracts management of ICA discipline for the WtE project
• Review the EICA submittals from Contractors for Process like Waste Reception system,
• Incinerator-Boiler System, Water Steam Cycle, weighbridge system, building services,
• Enterprise Resources Planning, Communication Network Infrastructure, DCS, PLC, EMIS,PFMS etc.
• Essential understanding of P&ID of process engineering
• Liase with Engineering Manager and the Project Technical Specialists on the review and approval of design submissions including calculations and drawings
• Engage in Technical discussion EICA related issues with contractor and client
• Attend site meetings and resolve technical issues with Contractors
• Define Inspection and Special testing requirement and ensure coordination of those efforts on all contracts
• Ensure the documentation fully complies with the specifications and standards
• Participate in HAZOP review, SIL safety and design for safety workshops
• Work with electrical team closely for all power and process interfaces
• Participation in FAT of automation equipment, DCS, PMS, PLC and RIO
• Provide Technical support in Testing and Commissioning of the plant

Requirements:

• Degree in Electrical / Electronic/Instrumentation & Control Engineering recognized by the Professional Engineers Board
• Registered as Resident Engineer with the Joint Accreditation Committee of the
• Institution of Engineers Singapore / Association of Consulting Engineers Singapore
• At least 10 years of relevant experience in design and construction of large Waste to
• Energy (WTE) project or waste/water management projects in Singapore, particularly experience in power plant or WTE processes.

• Manage project scope, cost, schedule and quality of work from site preparation stage till project completion and handover to clients
• Review contract/ tender agreement and highlight the compliances or deviations of the terms & conditions and technical specifications
• Liaise with agencies, clients and manage sub-contractors
• Ensure work is carried out according to approved plans, quality standard procedure, safety requirements and in a timely manner
• Planning, scheduling and implementing project maintenance works

To ensure work is construct in accordance with contract and drawings.

Planning of Architectural Works and micro scheduling with other disciplines.

Liaise with main-contractors, suppliers, etc. Procurement and Monitoring of Architectural related materials.

*Coordinate, review and verify drawings including owner & maincontractor’s drawings to ensure compliance with design specifications and guidelines.

*Able to work in a fast-paced environment and both independently and in a team.

Operational Support:

• Assist the Account Manager in coordinating and prioritizing maintenance tasks, addressing issues encountered by the team.

• Support the optimization of manpower, standard time, equipment, and energy usage.

• Provide regular updates on maintenance activities and help resolve operational challenges.

Customer Relationship Management:

• Assist in responding to customer complaints and support customer satisfaction investigations.

• Work with the Account Manager to collect feedback from customers, Dealers/Distributors, and maintain positive relationships.

• Help escalate complex issues to the Account Manager that may impact service quality or business performance.

Financial Support:

• Assist the Account Manager in monitoring financial performance, documenting expenses, and helping to track account receivables.

• Support the management of after-sales service delivery, including the use of Microsoft Business Central for financial tracking.

• Aid in the preparation of financial reports, including service revenue and margin data.

Team Management:

• Provide administrative support in the recruitment, interviewing, and training of technicians as required by workload demands.

• Support the management of a team of technicians by tracking their schedules, workload, and performance metrics.

• Help facilitate communication between technicians, subcontractors, OEMs and the Account Manager to ensure smooth operations.

Logistics and Procurement:

• Assist with parts, materials, and tools procurement for scheduled maintenance, repairs, and emergency service calls.

• Support logistics planning to ensure that the necessary resources are available for maintenance activities.

• Aid in the coordination with subcontractors, from comparing quotations to ensuring timely delivery of services and materials.

Contract and Quotation Support:

• Help in the preparation and management of contract renewals, ensuring that all necessary documentation is in place.

• Assist the Account Manager in generating quotations for simple repairs and service requests.

Health, Safety, and Compliance:

• Help drive Environmental, Health, and Safety (EH&S) initiatives, ensuring compliance during all maintenance operations.

• Support the monitoring of safety standards and participate in creating EH&S awareness within the team.

Performance Metrics:

• Assist in tracking and reporting key performance indicators (KPIs), such as technician productivity, field expenses, and Aftermarket Service Sales revenue.

• Provide regular feedback on operational performance to the Account Manager.
