Job Summary

The Care Advisor (2-year contract) supports the Manager (Team Lead) to spearhead Yayasan MENDAKI’s push towards last-mile service delivery (LMSD) to better meet the needs of the Malay/Muslim community. Yayasan MENDAKI is embarking on a strategic client-centric initiative to achieve the next bound of service delivery, by proactively reaching out to families to understand their needs, care for them and partner with them in their journey of lifelong learning.

Key Responsibility Areas

Outreach - Implement new outreach methods and channels within the boundary of the

satellite centre.

• Work with the team and team lead to reach out to different segments of the community, including identifying and establishing contact with under-served segments
• Support the planning, deployment and assessment of outreach efforts

Care - Experiment with innovative client-centric approaches.

• Work with the team and team lead to pilot different ways to assess the needs of clients, including testing and refining them over time.
• Recommend suitable interventions to meet the needs of clients, which may not be limited to Yayasan MENDAKI’s programmes or national programmes, but all other solutions, such as enlisting the help of volunteers.
• Think outside the box when partnering with the client in problem-solving to meet his/her needs.
• Connect clients to resources and facilitate them in tapping on these resources.
• Advocate for clients at both the individual and macro level, based on ground sensing of the service delivery gaps through our engagements.

Stakeholder Management - Develop good working relationships with local stakeholders under his/her jurisdiction. This includes working with the M3 partners of MUIS and MESRA as well as government and social service agencies in the neighbourhood under his/her jurisdiction.

• Maintain a repository of resources available to meet clients’ needs.
• Develop an effective and efficient process to collaborate with stakeholders.

Administrative - Work with the team in the smooth running of satellite centre operations.

• Collate satellite centre activity data, including activities run in the vicinity or M3@Town, to provide progress updates to management
• Monitor the use and maintenance of satellite centre space and equipment;
• Collaborate with internal departments and partners for utilisation of satellite centre or partner’s premises

In achieving the above, the Care Advisor will work with the team under the direct and close guidance of the Team Lead and with the support of the relevant support departments.

About the Role

Health, Safety, Environmental and Social (HSES) management is a strategic priority for PIDG, and we are seeking to strengthen the Impact team through the recruitment of a HSES Advisor.

The HSES Advisor is expected to support the implementation of the PIDG HSES risk management framework (and development arm HSES risk management processes as applicable) primarily for investments in the portfolio of our project development arm in Asia (InfraCo Asia).

Although the appointed candidate should support the Impact team in the implementation of the HSES risk management framework holistically across all HSES-related subject matters, the candidate will be expected to have a thematic focus on nature.

The appointed candidate will be based out of the PIDG Asia regional office in Singapore. Some travel will be expected between the PIDG offices and to project sites.

Main Responsibilities

Implement the PIDG Group HSES risk management framework:

• For investments in Asia, work with PIDG HSES to implement the PIDG HSES risk management framework (and development arm HSES risk management processes, as applicable) across the investment lifecycle, including:

1. Screen projects for HSES risk.
2. Support HSES due diligence, and/or contributing to, and reviewing HSES due diligence reports prepared by external consultants.
3. Develop/Input to Environmental and Social Action Plans (ESAP).
4. Provide input into Impact clinics and investment committee papers.
5. Provide advice and guidance on the incorporation of HSES recommendations in project documentation and agreements (as appropriate).
6. Undertake HSES monitoring and assurance of projects.
7. Undertake project exit / post investment review (PIR).

• In collaboration with the HSES Manager, manage the Asian portfolio investments’ HSES governance over the duration of the investment, including:

1. Support engagement with clients to discuss HSES issues.
2. Review of project related HSES documentation (ESHIA, ESMP, etc.).
3. Support the development and implementation of project HSES management systems.
4. Undertake periodic HSES monitoring and assurance visits to projects, review HSES performance reports and recommend changes for continuous improvement.

• Identify opportunities for adding HSES management value in a project (working with PIDG HSES and PIDG Technical Assistance team to mobilize technical and financial support for projects as needed).

Contribute to the Nature thematic area:

• For investments in Asia, work with the Biodiversity and Nature Manager to undertake the following:

1. Assist with screening of nature risks and opportunities for new transactions, in line with the PIDG screening process.
2. Support the identification of opportunities for applying green/green-grey infrastructure approaches to projects under investment appraisal.
3. Undertake any other reasonable duties as may be assigned from time to time, in line with the responsibilities as described in ‘Implement the PIDG Group HSES risk management framework’ above.

Contribute to PIDG Impact team:

• Contribute to continuous development of PIDG Impact team as a centre of excellence in infrastructure investment.
• Actively engage with PIDG Impact team at group-wide meetings.

Essential Criteria

Skills:

• An undergraduate degree in the environmental / biological / ecological sciences subject is essential.
• Experience in, or knowledge of, risk assessment, Environmental and Social Impact Assessment or management.
• A good understanding of the interpretation and application of the International Finance Corporation (IFC) Performance Standards, particularly IFC Performance Standard 6 Biodiversity Conservation and Sustainable Management of Living Natural Resources.
• Ability to travel frequently across South Asia and Southeast Asia.
• Excellent verbal and written English language skills. Knowledge in other languages is highly desirable.
• Ability to independently manage and prioritise workload with a range of deliverables for a variety of stakeholders.
• Good team player and able to work with minimum supervision in a fast-paced environment and balance multiple projects, priorities and meet deadlines.
• Strong organisational skills, including the ability to create and maintain work processes and keep work on track across multiple, matrixed teams.

Reporting to the International Trade Manager within Trading & Supply (T&S) Regulation compliance team, the Senior Advisor Trade Controls is the lead Trade Control focal point supporting Trade Controls compliance for the Asia Pacific, for the different Trading & Supply business activities and lines of business (Crude Trading, Products Trading, Gas & Energy Marketing & Trading, Shipping & Supply Operations) as required. The Senior Advisor Trade Compliance has global responsibility to:

• Manage and develop the expertise of the team of Trade Compliance experts within T&S for Asia Pacific
• Provide operational Trade Compliance advice and instructions (sanctions, export controls and/or customs) with the support and guidance of International Trade Manager
• Provide first line support for Trading and Supply queries and operational support
• Provide second line support and advice and guidance for standard Trade Compliance issues with support from the TCM T&S
• Liaise closely with Trade Compliance Manager and his team to resolve and avoid Trade Compliance issues (e.g., application of sanctions, imports, exports)
