Our client is a MNC in the industrial sector which is well established in its field. It offers a stable work environment with generous var bonus payouts for good performers. For this role, we are seeking a hands-on HR Asst Manager/Senior HR exec. This role will cover a wide spectrum of HR ops and HR generalist functions and support an office of around 60 to 70 staff. The role reports to the CEO/GM of the Singapore office, with dotted line reporting to the HR manager in HQ.
Recruitment / Talent Acquisition
- Manage recruitment and selection process from end to end, including but not limiting to sourcing, interviewing and offer negotiation.
- Identify business hiring needs, build talent pipelines and create good candidate experiences
- Liaise with recruitment agents and other sources including social media.
- Perform talent sourcing from internal and external channels.
- Ensure timely on boarding of required talents, which includes needs identification, sourcing, interviewing, selection, on boarding and on job training arrangement.
Compensation &Benefits
- Act as the liaison point on all employees’ payroll matters
- Handle monthly company payroll computation which includes overtime pay, allowances and reimbursement
- Liaises with 3rd party payroll service provider firm on all payroll related matters (as HR payroll is outsourced mostly). Work with the payroll provider and ensure accurate and timely management of payroll, benefits and tax related services as well as employee medical insurance
- Plan and execute annual performance appraisal, promotion exercise, salary review, bonus payment, etc.
- Conduct salary benchmarking surveys and other compensation & benefits related surveys
- Review, plan, develop and implement new health plan for all employees
- Review and manage all employee medical and insurance claims (PA, H&S and Workmen Compensation, claims on medical fees & etc.)
- Developing, Implementing, Evaluating compensation and benefits, policies and procedures.
- Developing employee wellness and performance management programs.
Learning & Development
- Assist in HR business partnering duties, people development strategies and talent acquisition.
- Involve in employee’s development and performance management for organisational effectiveness and in alignment with business objectives
- Support and implementation of the learning and development programs
- Identify training needs of employees to enable effective performance of duties.
- Run all training courses such as registration, SDF claims, SRP, payment and certification
- Recommend, organize training and arrange continuing education for employees to fill gap.
- Access effectiveness of training programs by measuring employees’ performance before and after.
Administration
- Oversee all administrative and office business related matters.
- Handle full spectrum of work pass applications.
- Handle NSmen make-up claim, Maternity Leave Claims, Child -Care Leave Claims
- Maintain employee leave records
- Travel arrangement for all employees
HR Strategy
- Communicate, co-operate and collaborate with respective Department Head, assist on ongoing improvement, development and implementation of the various HR processes within the Singapore operations.
- Provide advice to all stakeholders on HR policies and procedures in line with best practice
- Focus on the continuous improvement of HR processes and procedures.
- Handle and oversee full spectrum of HR Function for Singapore and an overseas entity
- Prepare monthly and annual budget/ forecasts
- Prepare and generate reports for various government bodies surveys such as CPF, MOM, IDA, MPA etc
- Prepare employment contract & company letters
- Assist in audit and Internal Audit on all HR records
Experience
- Degree qualified. For a HR exec role, will require min 7 years of HR exp including min 4 years of HR generalist and HR ops exp for a senior HR exec role. For an Asst Mgr, HR, would require min 10 years including 6 years of HR generalist experience.
- Some experience doing in-house sourcing/recruitment will be an added plus
- Able to be hands-on with good people skills
- Has some MNC experience with the experience of assuming a hands-on HR role supporting an office of around 60 staff.
- Very hands-on, flexible and proactive. Efficient and timeline focused.
- Able to be based in office (will require the person to work 100% from office).
