Job Description:
- Develop and implement procurement, contract, sourcing and negotiation strategies as well as plans for the acquisition of materials, equipment and contract services so as to ensure delivery of best value and optimal cost benefits
- Carry out all open bid procurement activities, e.g. third party consultant services/studies etc.
- Support and liaise with base refinery on contract placement and draft Contract Committee deliverables for approval.
- Establish material procurement system and contracting services via tendering process including: documentation, evaluation, negotiation, selection/recommendation and finalisation of PO and Contract
- Set up project approved vendor list as well as supplier qualification system
- Review and finalise vendor and supplier list for enquiry to support project cost estimate
- Engage shareholders’ procurement representatives to provide guidance on vendor and supplier list for optimal capex exercise
- Ensure timely procurement & delivery of materials/services for Projects
- Coordinate and review contract Terms & Conditions deviation with stakeholders
Requirements:
- Degree in Engineering or relevant degree for Procurement functions.
- At least 8 years’ relevant work experience, preferably in an oil refinery/petrochemical or related industry.
- Experience in managing various contract formats for Major and Mega Projects
- Local/Regional procurement experience in an MNC or fabrication yard would be an advantage
