Senior Manager, Credit Risk Management, Unsecured

Job Summary

· You will be developing and maintaining the credit policies to ensure consistency with the overall risk appetite of the Unsecured CPBB business (Credit Cards and Personal Loans).

· You will have the opportunity to work with various stakeholders in the bank including both Standard Chartered country and group Products, Sales, Operations, Collections, Modelling and Governance to support business growth opportunities in Singapore.

· You will have the opportunity to design and deliver new product/ service projects through partnership such as Buy Now, Pay Later (“BNPL”). This will cover end-to-end credit cycle review including underwriting, portfolio monitoring and collection management for newly designed financial product.

· You will have the opportunity to work together with Group Risk and Analytics function for the review of in-production credit policies and its revision.

· You will be working on designing and implementing the Credit Risk Decision Framework for CCPL products.

Key Responsibilities

Strategy

· Development, implementation and execution of policies and strategies for effective portfolio management.

· Proactively manage the portfolio credit risk profile within agreed risk appetite. Reduce volatility by prompt escalation of potential risks / issues to safeguard a largely “surprise free” and well managed book.

· Understand sensitivities to key risk drivers and potential stress impact on the portfolio. Monitor external factors such as state of the economy, regulatory environment and other emerging risk trends. Ensure that Portfolio Standards evolve appropriately to proactively manage changes in external environment, strategy and/or risk appetite.

· Develop and execute acquisitions strategies to support good growth.

Business

· Monitor, review and control risk profiles (e.g. risk grade migration, risk concentration, RWA) to ensure that portfolio shape is in line with strategy.

· Ensure development of quality MIS to monitor on-us and off-us portfolio shifts via segmentation and identify risks and opportunities. Ensure MIS decks provide adequate segmentation and profitability indicators.

· Perform in-depth portfolio analysis on identified business issues.

· Conduct program tracking to ensure continuous validation of credit policies for essential program rollouts.

· Contribute to design of credit process around portfolio activation/ intervention and drive automation to improve the efficiency and effectiveness of portfolio management process.

· Continuously improve the way we work by driving cost effectiveness and automation of credit processes.

· Lead Regulatory Risk assurance unit to ensure compliance for MAS 635 /Other regulations concerning portfolio management. Identification of breaches and closure of regulatory breaches to be managed by unit.

· Implement strategic initiatives via CETs/tests to explore new opportunities and challenge the effectiveness of existing policies

· Work closely with CCPL Products, Sales and Operations to identify opportunities for process improvement that will help support good business growth

Skills and Experience

Processes

· Ensure regular monitoring on CAT1 and CAT5 matrix as second line of defence.

· Ensure regular monitoring on both new business and portfolio performance and take necessary actions to manage the quality of portfolio by reviewing key reports and metrics.

People & Talent

· Collaborate with various stakeholders to achieve the business and risk outcomes for the bank.

Risk Management

· Ensure risks of processing failure are being actively controlled end-to-end.

· Participate in and / or support the Bank's effort in combating money-laundering activities.

· Work with the Quality Assurance (QA) team to incorporate Policy changes in the various QA exception reports and resolve QA findings in a timely manner.

Governance

· Ensure timely update of CAD and timely completion of Gap Analysis for applicable Group policies as and when required.

· Ensure timely review of CRDs and appropriate actions taken before expiry date.

· Ensure compliance with the Group's standards and regulatory requirements pertaining to Money Laundering and KYC.

· Ensure compliance with local regulations and group policies.

· Ensure compliance to the operational Risk Framework including the effective application of risk toolkit eg. KPIs/KRIs, CSTs and reporting.

· Ensure material risk exposures and related issues are reported to the responsible governance committees and to Group and business level committees as appropriate.

· Work with the Quality Assurance (QA) team to incorporate Policy changes in the various QA exception reports and resolve QA findings in a timely manner.

Our Ideal Candidate

• 7+ years of experience in risk policy framework, or governance or portfolio management related role.
• Ability to plan, organize, lead, and make spontaneous and rational judgments and decisions.
• Strong Knowledge on Unsecured products (cards / personal loans)
• Strong analytical skills in resolving operational and systems issues.
• Strong knowledge on credit model and statistical tool such as SAS.
• Graduation from a relevant background or relevant professional qualification
• Sound knowledge of banking practices, relevant legislation, and Statutory and Regulatory requirements.
• Strong presentation and negotiation skills

Role Specific Technical Competencies

Market Knowledge
• Substantial experience at the highest level in the banking industry, including demonstrated success in a similar role.

Risk Management and Control
• Demonstrated track record in successful management and ability to manage risk in geographically dispersed and highly varied product base. Expertise in process design and control.
Regulatory Framework and Requirement
• Awareness and understanding of the regulatory framework in which the firm operates and the regulatory requirements and expectations relevant to the role.
• Ability to priorities multiple deliverables with demonstrable organizational, project management and time management skills.
• Well versed with various principle and other risk types, its implication of individual and business lending and for overall function.
• Problem Management Process.
Non-technical Skills
• Effective collaborative skills that contribute to positive working relationships with both internal and external stakeholders including regulators and rating agencies.
