Job Responsibilities:
- Participate in the tendering process from initial stages to completion, including bidder selection, preparation of tender documents, submission, and contract award.
- Conduct quantity take-offs, prepare Bills of Quantities (BOQ), drawings, and specifications for quotations.
- Source sub-contractors and suppliers, manage quantity measurement, costing, and estimation for both pre-contract and post-contract phases.
- Handle pre- and post-tender/contract negotiations, administration, and monitoring.
- Track design and construction changes and adjust budget projections accordingly.
- Price and forecast the cost of various project materials.
- Prepare tender documents, call for quotations for sub-contract works, evaluate and compare costs, and award sub-contract packages.
- Follow up on invoice preparation, purchase orders, work orders, sub-contract agreements, and letters of award to sub-contractors and suppliers.
- Monitor and evaluate work progress, assess sub-contractor progress payment claims and variation order claims before certification, including contract administration for variations or changes.
- Ensure timely follow-up on monthly progress claims.
- Attend site, client, and consultant meetings related to claims.
- Participate in weekly progress, contracts, and sales meetings, providing updates and reports.
- Communicate with the Finance Department for finance reporting and updates.
- Perform other QS-related duties as needed.
Requirements:
- Minimum Bachelor's degree in quantity surveying, civil engineering, construction management, or a related field.
- 5-10 years of experience in quantity surveying or cost management.
- At least 5 years of experience in sourcing and procurement in a similar industry.
- Strong capability in vendor management and contracting within a similar industry.
- Ability to develop organization-wide procurement SOPs, including service agreement and contract reviews for various projects.
- Proficiency in cost estimation software/tools, sourcing, purchasing, and billing.
- Strong analytical and numerical skills.
- Excellent communication and negotiation skills.
