Mechanical Design Engineer (Project Engineer)

About our client: Our client is a leading global specialty chemicals manufacturing company.

*Work Location: Jurong Island (company transport is provided in Jurong East MRT station)

*Salary range: $4,500 - $6,500 + allowance + AWS + VB

About the role:

• The Mechanical Design Engineer (Project Engineer) is in charge of supervision of studies and works for design office activities which include but are not limited to the following:
• Apply procedures for the management of internal projects, and MOC implementation, according to safety policies, plant policies, and regulations.
• Coordinate MOC implementation and participate in following up closely on MOCs/projects from operation, Maintenance, HSE, Process, contractors, and various stakeholders.
• Perform duties of on-call management.
• If needed, supports other technical departments with his trained skills.
• Support the team in updating process documentation or procedures.
• Work in accordance with the organization’s standards, processes, and procedures.
• Participate in continuous improvement activities (e.g. Process improvement of documentation processes).

Projects:

• Preparation of project deliverables for gate phase approval and project implementation.
• Estimation of project cost and schedule for gate approvals.
• Following up with KPIs throughout project execution till closure (e.g. Cost/Schedule).
• Conduct, in liaison with the other departments, the studies of the different phases of MOCs/projects with a view to costing and schedule estimates and performances.
• Responsible for the execution of projects (organization of teams, planning, overall monitoring of achievements and KPIs such as expenses budget as well as site execution till closure).
• Review schedule, and manpower planning of engaged parties / external engineers.
• Participate in building investment budget, and follow up closely on project costs.
• Monthly project reporting: progress status of project in charge.
• Follow up on cost and schedule estimate for gate deliverables justification.
• Support the team in continuous improvement activities such as documentation procedures updates and write-ups.
• Site follow-up on issues, a feasibility check, scoping, execution, walk down and PSSR etc.
• To interface with all MOCs/ Project stakeholders throughout the whole phase.

Sub-contractors

• Supervise external engineering companies and engineering contracts.
• Review & validate engineering documentation.
• Establish technical specifications, lead technical clarification, and perform technical assessment of vendors/contractors.
• Develop craft engineering documents for use in procurement inquiries.

HSEQ

• Ensure the application of standards, documents, regulations, and HSEQ management systems in his/her activities.
• Ensure the achievement of HSEQ objectives in his/her activities.
• Ensure the definition, implementation, and monitoring of HSEQ corrective actions in his/her activities.
• Conduct close monitoring of contractors to improve general performance to achieve Zero Accident.

About you:

• Bachelor's degree holder in engineering or Polytechnic diploma.
• Minimum years of relevant experience: 3 Years.
• Technical knowledge (process, mechanical, electrical, instrument, etc.), familiar with technical documents – engineering specification, GA drawing, equipment datasheet, Isometrics, P&ID, MSDS, Manuals, etc.
• Knowledge of material selection & equipment inspection, manpower screening/assessment
• Knowledge of common plant management systems: PTW, JMS, JHA, etc., and quality management systems: ISO9001, ISO14001, ISO45001, ISO5001
• Knowledge and familiarity with various SAP administration maintenance procurement and inventory, operations, project.

Skills:

• Project management

• Common computer software: MS Office
• Awareness of local & common engineering/construction regulation codes, engineering feasibility / Hazop / feed stud, and detail design
• Familiar with workshop fabrication, welding & inspection technologies, piping and fittings, site installation processes and its supervision works
• Good appreciation and application of technical reporting and project tracking.
