Objectives
- Responsible for deployment of Human Resources policies, procedures and systems, organizational review and workforce strategy, employee development and talent management, communication, safe culture and KPIs with the objective of ensuring a competent and safe workforce for smooth business operations within department guidelines and corporate policies.
- Managing 4 direct reports who are responsible for the full spectrum of HR offering and excellent support to PR1 site and Asia offices.
Human Resources Policies, Procedures and Systems
- Work closely and support Corporate HR in the design and implementation of corporate HR policies and frameworks.
- Establish and deploy local HR policies and procedures relating to Compensation and Benefits, Staffing, Employee Development and Training, and Employee Relations.
- Propose enhancements to global HR information systems. Study and implement relevant tools for Managers for HR related matters.
Organisational Review and Workforce Strategy
- Conduct periodic evaluation and effectiveness review of organizational structure with operational Managers when required. Provide advice on benchmarks and changes.
- Manage headcount planning and labour cost, propose and implement flexible workforce strategy and management.
Employee Development and Talent Management
- Ensure the adoption of corporate Talent Development policies. Review training frameworks, company training plan and implement appropriate and relevant training programs for employees.
- Work closely with operational Managers during annual People Review exercise to identify and chart the growth of potentials in the company.
Compensation & Benefits
- Ensure the adoption of Corporate Compensation and Benefit policy; ensure internal equity and external competitiveness.
Interpersonal Communication
- Ensure HR policies are properly and timely communicated. Ensure communication channels are functioning properly and review when necessary.
Educational Qualifications & Experience
- Degree with minimum 12 years’ relevant experience in a manufacturing environment
- Sensitive and experienced in European MNC matrix reporting and organizational structure
Technical / Job Knowledge :
- Excellent knowledge of HR processes and best practices
- Knowledge and experience in HR application software such as Peoplesoft, Oracle, etc.
- Understanding of Employment Act and related labour laws
- Understanding of employment regulations in Asia countries (Japan, Korea, Taiwan, China)
