For this role, you will oversee the finance operations to support the organisation’s business needs while upholding the financial accountability and governance of the organisation.
Responsibilities
Your responsibilities include:-
Leadership and Team Management:
- Supervise and provide guidance to the Finance team to resolve issues;
- Coach and mentor the Finance team to develop and enhance their finance capabilities;
- Manage the finance outsource service provider to ensure services delivered are up to standard.
Finance Management:
- Manage the accounts payables process to ensure timely and accurate payments, while maintaining compliance with the Government Instruction Manuals and the organisation’s policies and procedures;
- Oversee the management of fees and charges and ensure proper procedures are in place for the efficient collection and accounting of accounts receivables;
- Develop policies and internal controls to effectively track, monitor, and account for fixed assets;
- Oversee the cash management function and implement proper procedures to safeguard cash collections, ensuring efficient and accurate accounting;
- Review and implement finance policies, processes and controls to ensure efficiency, effectiveness and good corporate governance;
- Ensure timely completion of Financial Year end closing activities, including liaising with auditors and review of audit schedules.
Compliance and Reporting:
- Update divisions and senior management of the financial performance of divisions, through timely, accurate and insightful management reporting;
- Oversee the preparation of financial statements to ensure compliance with statutory board financial reporting standards and audit requirements, and to accurately present WSG’s financials to stakeholders;
- Ensure timely submission of statutory returns, including submitting returns to other agencies and GST reporting to IRAS.
Systems Administration:
- Oversee and administer Vendor@GOV, Workday Financial Systems and other internal and government systems which the Finance team utilises.
Project Participation:
- Participate in finance-related and cross-division projects to contribute to the organisation's strategic objectives;
- Any other duties and ad-hoc projects as assigned.
Requirements
Experience and Expertise:
- Minimum 10 years of related working experience in public sector finance, including 3 years in a supervisory position;
- Knowledge of government finance policies and procedures;
- Experience in working with auditors;
- Knowledge of annual budgeting process and shared services management will be advantageous.
Communication and Interpersonal Skills:
- Strong interpersonal, communication, and writing skills, with the ability to engage effectively with stakeholders at all levels, from senior management to staff;
- Self-driven with strong supervisory and coaching skills and a positive working attitude.
Analytical and Technical Skills:
- Strong critical thinking and analytical skills especially in financial data analysis.
- Proficient with MS Word, Excel and PowerPoint and experience with data analytics and visualisation tools, with a preference for familiarity with Tableau.
- Familiarity with Government Finance and Workday financial systems.
