Job Overview:The National Library Board, Singapore (NLB) seeks a qualified and experienced Payroll Administrator to manage and execute payroll administrative functions on-site. This role involves utilizing NLB’s HR and payroll systems to ensure accurate and timely payroll processing for approximately 1,000 personnel.
Key Responsibilities:
- Payroll Processing:Utilize WorkDay and Excelity systems for employees’ compensation changes and payroll processes.
Reconcile internal/external interfaces against payroll reports to ensure accurate payouts.
Process two payroll cycles per month within set deadlines, ensuring no double payments.
Execute monthly payroll processing, including payment of fixed/ad-hoc allowances and deductions, troubleshooting errors, processing statutory contributions, and monthly payroll closing.
Handle ad-hoc payroll processing and generate online payslips.
- Bonus and Tax Management:Process payment of variable bonuses and Annual Wage Supplement.
Address related enquiries and reporting needs.
Liaise with internal and external stakeholders for personal tax reporting, annual income tax filing, and submission within stipulated deadlines.
- Reporting:Generate monthly/ad-hoc payroll reports with detailed breakdowns.
Provide necessary reports to internal and external parties, including union fee deductions.
- Troubleshooting:Resolve payroll-related issues with internal and external stakeholders.
Perform User Acceptance Tests for payroll tasks as required.
- Billing and Compliance:Manage end-to-end secondment billings and ensure timely payment.
Ensure compliance with all relevant laws and regulations, including CPF Act and taxation regulations.
- Collaboration and Coordination:Work closely with other contractors for related exhibitions, events, projects, or operations.
Attend to any other payroll-related matters as directed by NLB in writing.
Qualifications and Experience:
- Education: Minimum Diploma education.
- Experience: At least 2 years of experience in payroll management for organizations with more than 300 headcounts.
- Skills:Proficiency in MS Office.
Detail-oriented with a good understanding of payroll cycles, CPF Act, and taxation regulations.
Experience with WorkDay and Excelity systems is an advantage.
Good communication, time management, and organizational skills.
Ability to work independently and as part of a team.
Capable of multitasking in a fast-paced environment.
Ability to handle confidential information with integrity and discretion.
Working Hours:
- Monday to Thursday: 9:00am to 6:30pm (inclusive of 1-hour lunch break).
- Friday: 9:00am to 6:00pm (inclusive of 1-hour lunch break).
- Must be contactable during service hours and may need to work outside regular hours during payroll periods or unforeseen emergencies.
Additional Requirements:
- The Personnel will undergo security clearances and comply with the Official Secrets Act.
- Must be an employee of the Contractor and not of NLB.
- Personnel must sign a Form 6 of Section E Prescribed Forms (Undertaking to Safeguard Official Information) before deployment.
