Position Summary
- Plan and execute manpower planning, cost control, project issue resolution, and achieving departmental targets and KPIs.
- Oversee daily planning and execution of all departmental activities.
- Ensure safety compliance for all department staff.
Tasks and Responsibilities
- Delegate and control resources effectively to maximize productivity.
- Understand technical specifications, prepare job lists, work schedules, plan material take-off and manpower planning for yard men and contractors. Provide early warnings to the commercial and Production Manager about potential technical or manpower issues for all repairs or projects.
- Review and approve materials as per material take-off, and coordinate with the Purchase Department for timely material delivery.
- Forecast manpower loading and material arrivals, including all facilities.
- Collaborate closely with the Project Manager, Commercial, Subcontracting, and other trades to ensure proper procedures and schedules are followed to complete the job.
- Represent the department in daily production, operations, and management meetings.
- Attend periodic client meetings to discuss engineering clarifications and technical queries.
- Ensure safety, discipline, training identification, and welfare for all subordinates.
- Ensure compliance with regulatory, company, quality, environmental, occupational health and safety standards and procedures.
- Plan, implement, and demonstrate continuous improvement in occupational health and safety, quality, environment, and productivity.
- Liaise and coordinate with regulatory bodies, clients, consultants, contractors, and internal company departments to meet their needs within commercial controls and essential requirements.
- Achieve company and project milestones, and commercial controls through effective planning, logistics, and execution.
- Optimize work processes and equipment utilization, generate, control, and monitor department budgets.
- Minimize material wastage and ensure balance materials are accounted for and returned to the store at project completion.
- Prepare and review department documents (RA, SOP, Internal & External Auditing, ORs).
- Strictly enforce the Permit to Work system for all staff.
- Ensure all work reports are completed timely by the ship in-charge.
- Perform other tasks as directed by the Production Manager.
- Promote good housekeeping and safety practices on board vessels and in workshops, ensuring all workers follow safe work procedures.
Job Requirements
- Over 8 years of experience in a related industry/environment.
- Degree or Diploma in Electrical Engineering or a related field.
- Ability to read and interpret repair and project specifications, technical drawings.
- Capability to generate material take-offs, prepare schedules, and forecast manpower loading.
- Understanding of electrical specifications and control circuits.
- Knowledge of marine and offshore navigation equipment and communication equipment, including class requirements.
- Experience in working on new buildings, conversions, and repair vessels, including material take-off generation and project management.
