Deputy Director (under Sun Ray Scheme)

We are looking for a suitable Deputy Director candidate to fulfill this undertaking for our social service agency (SSA).

Primary Objectives of Position

The role involves identifying and leveraging sector gaps and opportunities to drive innovation and service excellence to grow the centre’s services. Partnering with Ministries, Hospitals and Funders on population health initiatives and funded projects.

The position also focuses on cultivating a high-performing clinical team through guidance and mentorship, deepening clinical practices in Rehab and Therapy, and managing the financial strategy to ensure operational excellence and financial sustainability across all centres and programs.

Job Responsibilities

1: Strategy and Planning

• Drive business development and expand partnership collaboration with external

partners to push Agency’s services as the preferred choice in delivering clinical skills and operational excellence aligned with Holistic Care Practices.

• Identify, analyze, and capitalize on gaps and opportunities within the sector to drive

innovation and service excellence. Partner with Ministries, Hospitals and Funders to

drive population health initiatives and expansion.

• Drive the strategic planning, execution, and evaluation of key initiatives such as

women’s health, stroke, and cancer rehabilitation projects, ensuring alignment with

organizational goals.

• Manage the financial strategy for all centres and programs, ensuring alignment with

organizational goals and financial sustainability.

• Lead the team to achieve the Agency’s services goals.

• Implement policies and ensure compliance with quality standards and statutory

requirements.

• Planning and implementation of programmes / projects.

• Plan and oversee the day-to-day operations of the centres/ programmes to ensure its

smooth functioning.

2: Quality and Operations

• Cultivate a high-performing clinical team, providing guidance, supervision, and

mentorship to achieve strategic objectives and team peak performance

• Supervise and monitor progress and achievement of work outcomes of employees/

team.

• Monitor the effectiveness and quality of services delivery at the centres/ programmes.

• Ensure the quality standards in all areas, including delivery of services/ programmes, operations, administration, health and safety of the centres/programmes.

• Oversee and evaluate services process to support achievement of the centre/ service

objectives, including the delivery of the quality service to the clients.

• Work with other managers within the centres to ensure consistent quality

standards are met.

• Follow up with public and caregivers’ concerns and feedback

3: Development of Employees

• Lead the internal training team to identify training needs and develop training program

for different level staff so that they are equipped with the skills and competencies

required for the job.

• Mentor and coach professionals and to ensure high standards of service delivery

• Work with HR team to plan and recommend the professional and career development of the employees, to align with SkillsFuture framework.

4: Achievement of Business Results

• Prepare financial budget for the centres/ programmes under the service.

• Ensure budget is met by managing the financial performance, including monitoring

monthly and support marketing efforts to ensure service targets are met.

• Optimise the use of centres/ programmes assets and resources to maximise operational efficiency.

5: Engaging clients and Stakeholders

• Establish good relationship with clients and the community.

• Engagement with stakeholders to increase community awareness of the Agency and its services.

Other Responsibilities

• To assist in ad-hoc projects/committees as and when required by the Director.

• To perform any other duties as directed by the Director/CEO.

Job Specifications

• Degree/Master in relevant discipline

• Minimum 10 years in leadership role in social service setting.

• Good communication and management skills, people centric

• Strong leadership qualities with excellent planning and interpersonal skills

• Passionate in serving the seniors and the community

• High initiative, drive and energy

Sun Ray Scheme

Sun Ray is a centralised scheme administered by NCSS to develop individuals who have strong leadership qualities to lead professional practices and agencies in the social service sector.To enable a holistic development. there will be structured rotation across social service agencies in different sub-sectors to provide individuals with cross-organisational exposure and support. The exposure will enable those on the Sun Ray to develop broader sector perspectives and gain deep sector knowledge to help the social service agencies that they are deployed to build capabilities and capacity.
