The Position:
The Director, Cost Management will be responsible for establishing the internal cost management function within the Regional Delivery Team for STACK APAC. Working closely with the in-country Project Delivery Teams, Regional Leadership, Procurement and Finance Teams this pivotal role within the Regional Team will be focused on drive cost management best practices into the delivery function working in collaboration with the Delivery Regional Operations team.
The key responsibilities shall include:
- Develop, lead and establish regional cost management best practices, controls and processes aligning to the regional platform and business requirements.
- Manage the implementation of the STACK Global WBS Cost Tracking and Benchmarking within the APAC Region.
- Develop and operationalize the STACK APAC project cost database consolidating existing project cost data and enabling all future project cost data to be consolidated and utilized to provide project insights, continual project budgeting improvement and insights.
- Develop a Cost Management Team within the Delivery Platform providing best practice and support including development of Pre-Acquisition and and Feasibility study cost estimates on development costs.
- Provide oversight, governance and support to the in-country teams on outsourced Cost Management / Quantity Surveying Service Engagements. Monitor service provides and assess capabilities and performance through KPI’s and regular QBR’s.
- Develop best practice standards and templates for General Contractor Procurement and Tendering in conjunction with the Procurement Team, further enabling STACK Cost Benchmarking and Data.
- Provide regular status and progress reporting to Regional Leadership team on all initiatives and ongoing and status and tracking of total capital cost expenditure including cashflow forecasting, variance risk and Capital Project budget health status.
- Track and report key functional metrics to reduce expenses and improve effectiveness
- Maintain a high degree of confidentiality.
- Subject Matter Expert in GC Procurement and Contract Methodologies commonly deployed across APAC including Management Contracting, EPCM/EPC, Traditional Lump Sum / Fixed Price contracting and associated standard forms of contract commonly deployed in APAC markets.

Language: English (Verbal and Written to a High Professional Standard), Japanese / Korean / Other (Would be considered an advantage)
Must-have Qualifications:
- Bachelor’s degree or equivalent in related cost management / quantity surveying field.
- Minimum of 5+ years in Data Centre or similar Complex Systems Industry within Real Estate / Construction Sectors (Engineering); 15+ years experience with Cost Management / Quantity Surveying field.
- Experienced across multiple markets within APAC (Key Markets – Australia, Japan, S. Korea & SEA)
- MRICS, SISV or similar Professional Accreditation.
- Detailed focused and self driven
