About the Role

The Corporate Accounts Manager/Assistant Manager plays a key role in finance related matters for InfraCo Asia, its subsidiaries and joint ventures. This includes budgeting, finance operations, accounting, analysis reporting and tax matters as may be required for statutory requirements and submission to key stakeholders (eg. shareholders, PIDG and senior management).

The main focus areas of this role will be to extend support on all matters of finance activities in relation to the Financial Controls function of InfraCo Asia entities, be a finance business partner representing the finance team when liaising with internal and external stakeholders, and assist in the consolidation/sub-consolidation of all entities within the InfraCo Asia Group.

This role is also expected to work closely with other finance managers as well as manage and mentor accountants/analysts to enhance their professional development.


Main Responsibilities

Accounting & Tax:

  • Financial Review - Ensure timely and accurate preparation of audited financial statements, management accounts and financial reports, and review accounting procedures as necessary;
  • Month-End Closing - Review and assist in month end closing of InfraCo Asia company accounts, and other InfraCo Asia Group accounts;
  • Due Diligence - Work with external advisors on due diligence on accounting and tax matters for project investments and divestments and provide support as and when required;
  • Tax Planning & Compliance - Ensure that InfraCo Asia and all related entities are tax compliant. Oversee corporate tax and GST planning, filing and review, and work with external advisors as required;
  • Company, Project Accounting & Audit - Liaise with internal teams, outsourced companies’ accountants, tax service providers and auditors for finance related matters for InfraCo Asia group entities incorporated in various mandated countries in Asia;
  • Outsourced Provider Management – Work closely with outsourced accounting and tax service providers/advisors and auditors for Singapore incorporated companies under InfraCo Asia;
  • Recharges & Cost Allocation – Support on the calculation and basis of recharges and cost allocation to fellow companies as required.

Management & Financial Reporting:

  • Management, Financial & Risk Reporting– Prepare/review consolidation, financial statements and annual filings for InfraCo Asia group and manage year-end audit process within PIDG and statutory deadlines with auditors, outsourced providers and partners. Prepare/review financial and risk management reports for internal stakeholders in accordance with reporting requirements. Prepare board papers on finance related issues and decisions undertaken by the company for the boards;
  • Consolidation - Review financial reports submitted by InfraCo Asia group entities as required;
  • Reporting & Variance Analysis - Prepare monthly, quarterly and annual financial reporting and variance analysis for internal and for PIDG. Preparation of monthly and quarterly reports;
  • Financial Information - Respond to ad hoc requests for financial information and analysis as required by senior management and shareholders/PIDG;
  • Continuous Improvement - Suggest improvements and support the implementation of changes to the monitoring and reporting process/templates.

Infrastructure Projects & Regional Offices Management:

  • Financial Oversight - Oversight and review of invoices against budgets and recommend approvals for payments;
  • Audit & Compliance - Monitor financial compliance and support the coordinating/performing potential audits/internal reviews and other financial matters;
  • Entity Setup/Closure - Work closely with Finance Business Partners team and other departments on the set up/closure of local and foreign entities and controls for new project investments undertaken or upon project exits.

Business Plan, Budgeting, Forecast & Analysis:

  • Business/Operating Planning – Work with FP&A team to manage and support the preparation of Business Plan and Annual Operating Plan for the organization and assist Senior Management and the Board in the review and final presentation to InfraCo Asia shareholders;
  • Budget Planning & Review – Work with FP&A team to manage and support the preparation of the annual corporate budget for senior management and board approval, monitoring of performance against budget;
  • Forecast & Cash Flow Management- Regularly monitor and forecast company and project cash flow for monthly and quarterly reporting purposes. Review company payments and expense claims as needed in compliance with company policies and procedures and liaise with outsourced disbursement service provider. Manage payments in relation to capital calls for investments by InfraCo Asia in accordance with shareholder/investment agreements. Support funding drawdowns for InfraCo Asia;
  • Financial Analysis – Work with FP&A team to manage and provide guidance on financial analysis function to allow for better financial information links between project development status, cashflow and financial reporting.

Audits & Internal Controls:

  • Annual Audit Review - Manage annual audit process within InfraCo Asia Group and liaise with external auditors. Support and provide advice to project companies in their audit as required;
  • Committee Support - Support the Head of Finance (Asia) and management team in internal reporting, including organizing meetings, preparing papers and minutes;
  • Policy development - Support the implementation and documentation of internal controls and procedures and accounting policies for InfraCo Asia as required;
  • Internal Controls - Provide support to establish and perform internal control reviews, including documentation of procedures, to make sure the control process is compliant with company and shareholders requirements, including managing InfraCo Asia’s banking activities.

Payments:

  • Payments - Prepare, review and process payments and expense claims (as required) in compliance with company policies and procedures;
  • Banking - Support banking related matters for InfraCo Asia entities.

Corporate Support:

  • Special Projects & Initiatives- Support assessment and implementation of special corporate projects (eg. corporate structuring, streamlining of processes, improve electronic documentation systems) and new initiatives undertaken by the team and InfraCo Asia;
  • Finance Business Partnering – Represent finance team as a finance business partner and work with other departments, providing financial information and analysis to management and projects to help all to make more informed decisions;
  • InfraCo Asia Ambassador - Act in all circumstances as an ambassador of InfraCo Asia, displaying and demonstrating the highest ethical and moral standards, while effectively managing and controlling budgets and expenditure in accordance with the InfraCo Asia policies and procedures.

Qualifications and education requirements

  • Certified Public Accountant (CPA), with a Bachelor’s degree in Accounting, Finance, or other relevant field from a reputable university/credible organization.

Skills and Experience

  • 7 to 9 years of hands-on work experience in accounting (preferably with at least 4 years in a Big Four accounting firm) in a dynamic and fast paced multinational environment with exposure in the Asia region essential;
  • Experience in infrastructure sector, working with international development institutions and/or regional experience in Asia would be advantageous;
  • Strong knowledge of IFRS with hands on experience in consolidation and business combination with experience dealing with overseas entities; exposure to local and regional tax regimes, experience in SAP and review of financial models will be advantageous;
  • A hands-on finance business partner with experiences working and advising commercial, legal and management on controls and processes, investments, projects and M&A will be well-regarded;
  • Thorough knowledge of Microsoft Word, Excel, PowerPoint;
  • Highly proficient in both oral and written English. Proficiency in one or more of the regional languages in one of the countries where InfraCo Asia is mandated to work is a plus;
  • Strong appreciation and passion for PIDG and InfraCo Asia’s mandate with a strong work ethic and desire to work in a fast-paced and demanding environment essential.
