Job Summary

The Client Coverage COO (CC COO) team works with the Corporate & Institutional Banking (CIB) Coverage department to maximize the performance of the CIB Coverage business, partnering with the functions and geographies. The Client Coverage COO Conduct and Control team focuses on aspects of business risk management with particular emphasis on (i) Conduct and Culture (ii) Non-financial risk management and (iii) Governance. This is executed through activities like leading the CC Non-financial risk committee (NFRC), Group Conduct forum and working with the functions to ensure effective risk governance, building the foundations for future growth.

As such the Director, Global Conduct, Culture and Supervisory Oversight Lead will:

• Lead conduct deliverables and initiatives, including but not limited to Group and Regulatory commitments. This is performed through risk analysis and reporting of conduct metrics, leading multiple Coverage and CIB wide conduct initiatives, and being the secretariat for the Coverage Conduct and Supervisory Forum.
• Represent CC business and COO in Conduct and Culture related risk committees, forums and working groups within CIB.
• Collaborate with stakeholders and support partners to drive the Conduct agenda and its related Book of Work.
• Drive the right risk culture within CIB Coverage and implement various Conduct related Initiatives independently.
• Manage communication of status updates to key stakeholders including Senior Management through presentations and reports.

Key Responsibilities

Strategy
• Support the holistic conduct governance framework for CIB Coverage, through understanding Coverage’s strategy, the flow of reporting information within Coverage COO and understanding the delegations of authority / stakeholder landscape for Coverage.
• Provide oversight of conduct risk matters within Coverage to ensure appropriate information is consolidated on an ongoing basis, to support effective conduct risk management practices.
• Act as main point of contact for all Coverage-related Conduct governance & issues.
• Work closely with CIB Conduct and other CIB Business Segment Conduct Leads, in the roll out of actions under the annual Conduct Plan which aims to establish and maintain a robust conduct framework within CIB.
• Manage and maintain the Coverage’s Conflict of Interest (COI) Register, in accordance with the requirements specified in Group Conflicts of Interest Policy and Group Conflicts of Interest Risk Management Standards.

Business
• Enable and maintain governance responsibilities to support business deliveries. The role holder should look for continuous improvement opportunities in the way conduct risk management is operated pan-bank and communicated across the Coverage Network.
• Provide Group’s guidance of Conduct risk management and best practice to Regional/Country Business Management / Risk teams and to ensure Group to Country alignment.
• Provide Coverage MT and Coverage COO MT with timely and accurate management information (MI) on the Conduct Status of Coverage.
• Collaborated actively with the relevant business areas and the relevant group Conduct Risk teams (TTO, CIB) to ensure effective co-ordination of resources and responsibilities so that all material conduct risks are identified and managed within agreed risk appetite.

Processes / Process Owner
• Provide guidance and analysis for conduct related matters across the Coverage Process Universe and process owner support as required, for processes such as for Complaints and Gifts & Entertainment.
• Maintain and improve the conduct supervisory dashboard for Coverage.
• Support the compilation and reporting of Mandatory Conduct Review (MCR) metrics and issues to relevant forums.
• Adhere to the bank’s and FCA standards of completing the annual conduct effectiveness review, oversee the detailed analysis, summary, and review process in response to assessing Coverage’s overall approach to setting and managing conduct risk.
• Monitor and execute quarterly conduct risk profiles, in collaboration with Conduct & Ethics Council, with the objective of monitoring Coverage/Coverage COO’s performance against the Ten Conduct Outcomes
• Support Coverage and Coverage COO Global Heads in overseeing the identification, recording, escalation, and management of COIs that arise within those areas of responsibilities.
• Maintain the Coverage COI Register within the Conflicts Risk Management System (CRMS), including involvement in improvements and efficiencies in regard to process, workflow and tooling.
• Conduct investigations and thematic analysis in relation to Employee Grievance investigations, Shared Investigative Services (SIS) cases and other behavioral concerns.
• Maintain a behavioral concern framework, engaging and preparing senior management with investigation findings and reports

Skills and Experience

People & Communications
• Display strong communication and stakeholder management skills on a daily basis in implementation of process improvements and conduct risk management.
• Collaborate with other members of the team to ensure governance and coverage of key conduct risk areas and implement the required controls.
• Collaborate with Coverage and Coverage COO Communications Team, in raising awareness on key conduct risk areas and improved risk culture, e.g., comms around COIs, psychological safety, risk awareness, etc.
• Organise Conduct roadshows and training.
• Deliver targeted Business Conduct & Culture Communications Campaign, integrating with wider group campaigns e.g., HR, Compliance, D&I council.
• Drive appropriate tone from the top and risk culture that mobilizes all staff to proactively identify, manage and escalate risks.
• Establish a Conduct and Business escalation framework and build trust and the right behaviours for escalating and managing risks.
• Collaborate with other areas of the bank in education and awareness of emerging risks.
• Working in partnership with CIB Coverage CFCC and relevant Business Point-of-contacts to identify and Conflict of Interest risks from possible trigger events (organisational changes, strategic decisions, and system updates/upgrades)

Risk Management
• Provide advice to stakeholders on information relating to conduct risk management requirements.
• Take on ad-hoc initiatives, including management of end-to-end updates and improvements for key processes in an effort to reduce conduct risks.
• Collaborate with stakeholders across the three lines of defence to understand the current gaps in the conduct framework across Coverage & CIB.
• Maintain and improve non-financial risk reporting requirements and generate reports for committees and governance forums for conduct risk reporting.
• Highlight conduct risks to management and actively monitor them to reduce the likelihood of occurrence.
• Manage regular communication of status updates to key stakeholders including Senior Management through presentations and reports.

• Display exemplary conduct and live by the Group’s Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
• Lead Client Coverage to achieve the outcomes set out in the Bank’s Conduct Principles as guided by the Group Conduct risk management standard.
• Effectively and collaboratively identify, escalate, mitigate, and resolve risk, conduct and compliance matters.

Our Ideal Candidate

• Degree in Banking, Finance and Economics with 10+ years of relevant work experience in banking and financial services.
• Relevant working experience preferably in Conduct Risk/Financial Crime and Compliance /Operational Risk /Anti-Money Laundering/Audit.
• Knowledge of CIB business, SCB’s architecture, processes and systems is an advantage.
• Highly effective in communications skills both verbal and written.
• Highly proficient in Microsoft Office (Word, PowerPoint and Excel).
• Strong understanding of the evolving industry and regulatory requirements and the ability to translate these into implementable actions.
• Proven track record of implementing bank-wide regulatory and business critical programmes.
