Responsibilities:
- Implement the HSE & Security management system compliance processes and achieve effectiveness through audits and take actions to mitigate and rectify lapses in avoidance of legal non-conformances
- Plan and conduct HSE management system audits programme participated by O&M to verify the effectiveness of OH&S implementation
- Lead and establish HSE committee works in accordance to WSH committee regulations. Promote active participation of members in the works of HSE committee.
- Conduct site safety inspections with O&M contractor, PUB, Owners and submit report for follow-up actions closed out
- Conduct incident investigation processes and ensure thoroughness to determine the root cause for corrective actions
- Lead, establish and review O&M of its risk assessment and safe work procedure processes and carry out audits of its effectiveness of implementations
- Implement and maintain department competency to support the permit to work safety endorsement for hot work, confined space and work at height
- Appointed as Workplace Safety & Health Officer (WSHO) to ensure compliance to the legal requirements
- Lead, establish, implement and maintain the contractor management procedure for contract and services
- Lead, establish, implement and maintain the WSH industrial hygiene programme such as hearing conservation and occupational health
- Lead, establish, implement HSE initiatives as identified in the risk and opportunities for OH&S improvements
- Administer and implement the management of change processes and procedure to identify the risk and mitigating measures for the changes that potentially affecting the WSH implementations
- Lead, establish and organize HSE exhibition with the participation from O&M and contractors to create awareness and promote good WSH practices
- Implement and maintain security system such as CCTV, access control, Security requirements, securing of workplaces complying to infrastructure protection requirements etc through risk assessment and opportunities for infrastructure improvements
- Management of security service providers conforming to PUB and MHA requirements
- Appointed as Qualify Persons (QP) under the Radiation Protection Act and NEA radiation licences for X-ray bag screening machine through implementation of Radiation Protection Plan (RPP)
- Appointed as Senior Fire Safety Manager (SFSM) to ensure compliance to the legal requirements and fire certifications
- Carry out duties of Fire Safety Manager (FSM) under the Fire Safety Act / Regulations
- Lead, establish, implement and maintain plant fire protection systems to ensure reliability and operational readiness
- Lead, establish, implement and maintain emergency response preparedness and plan, conduct of table top exercise and CERT drills/ Exercise
- To establish, implement and maintain compliance processes for NEA Hazardous Substance (HS) permit licensing renewal and third party HS audit.
- Ensure all authority licenses are keep up to date and remain valid through reporting and workplan to carryout arrangement for the necessary submission, renewal, test, audits etc
- Submit monthly report to Owners and PUB require under the person functions and maintain necessary documentations, records
Requirements:
- Diploma in Mechanical or Engineering field
- Degree in Occupational Health & Safety Management
- Registered WSHO with MOM (OSH)
- Registered Senior Fire Safety Manager with SCDF
- Good communication skills and highly motivated in learning, independent
- Proactive, analytical skills and meticulous in problem solving
