THKMC was incorporated on 13 October 2011 as a charity to provide multiple social and welfare services to the community at large, and achieved an Institute of Public Character (IPC) status on 18 November 2011. THKMC is the charitable arm of Thye Hua Kwan Moral Society, which lives by the mission To Serve Mankind to help anyone who needs help regardless of their race, religion, colour, language, creed and culture. THKMC today serves more than 70,000 beneficiaries through more than 70 programmes across five Services, which include Disability, Early Intervention for Children, Family, Seniors' Community, and Therapy.
RESPONSIBILITIES
Responsibilities
Payroll Processing
- Manage end-to-end payroll processes for assigned services
- Liaise with HRBP to coordinate payroll activities for assigned services including creating and upkeep of HRIS records pertaining to new joiners, leavers and other staff movements.
- Prepare and submit payroll payment vouchers and payroll related reports.
- Assist with internal and external payroll audits and ensuring proper reconciliation and filing of payroll documents and records.
- Regularly review Payroll-related policies and procedures that comply with legislation and aligned with best market practices
- Participate in projects pertaining to streamlining of payroll processes and improving HRIS system efficiency
- Address payroll-related inquiries and handling of ad-hoc activities as and when requested.
Statutory Payment and Submission
- Ensure timely submission of CPF funds payments/deductions
- Prepare timely filing of Annual Tax Returns (IR8A) and submission of Income Clearance for Foreign employee (IR21)
- Responsible for timely submission of Government Paid Leaves (Maternity, Paternity, Childcare) and other claims
- Administer filing of various surveys conducted by government agencies such as MOH, MSF, MOM and CPF Board
- At least 3 - 5 years of payroll processing experience
- Bachelor's degree / Diploma in Human Resource Management or related field of studies
- Well versed in the Employment act and relevant legislations (e.g. CPF regulations)
- Proficient in MS 365 Office applications
- Knowledge in Frontier software will be an advantage
- Able to maintain confidentiality in handling of employee data
- Possess good analytical skills and meticulous with an eye for numbers & details
- Meticulous and resourceful, showing initiatives with positive working attitude
